A RESOLUTION NAMING OAK RIDGE TRAIL AND MEADOW VALLEY
TRAIL
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby names Oak
Ridge Trail, a newly completed 0.5 mile long trail extending west from Frisco Trail into the
campus of the University of Arkansas along the north side of Center Street.
Section 2: That the City Council of the City of Fayetteville, Arkansas hereby names
Meadow Valley Trail, a 2.3 mile long trail extending west from Scull Creek Trail, across the
University of Arkansas Agricultural Research Station, under Interstate 540, and connecting to
bike lanes on Mount Comfort Road.
PASSED and APPROVED this 3rd day of January, 2012.

Subject: Trail Naming Recommendation
RECOMMENDATION:
Staff requests a recommendation and approval from the City Council for official names for two City trails.
PROPOSAL:
On October 12'h, 2011 the Fayetteville Active Transportation Advisory Committee unanimously approved a motion to
forward the trail names recommendations "Oak Ridge Trail" and "Meadow Valley Trail" to the Fayetteville Parks and
Recreation Advisory Board for review and public comment according the park and trail facilities naming policy
(attached). The Parks and Recreation Advisory Board heard the trail naming on November 7`1', 2011 and tabled the item
for 1 month to allow a public comment period. On December 5'1', 2011 the Parks and Recreation Advisory Board voted
unanimously to forward the trail name recommendations "Oak Ridge Trail" and "Meadow Valley Trail" to the City
Council.
BACKGROUND:
Oak Rid2e Trail
This newly completed 0.5 mile long trail extends west from Frisco Trail into the campus of the
University of Arkansas along the north side of Center Street. The University of Arkansas has named
this trail Oak Ridge Trail on their master plan to signify the wooded hillside that the trail traverses.
Meadow Valley Trail
This 2.3 mile long trail will extend west from Scull Creek Trail across the University of Arkansas
Agricultural Research Station and under I-540 to connect to the bike lanes on Mount Comfort Road. For
construction purposes the trail has been called the U of A Farm Trail, however this name was intended
to be temporary to be used during the planning and construction phase while an official name is chosen.

City staff contacted a local historian, Charlie Alison to determine the historical significance of the site where the
trail will cross. See correspondence below:
"There are probably two names most associated with that area. Prior to purchase by the university, Agri
Farm west of Garland was the Deane family farm, the name of which is still preserved in Deane Street
and Deane Solomon Road.
The other name is that of the Meadow Valley School, a one -room schoolhouse originally built near the
intersection of Porter Road with Mount Comfort and Deane Solomon. It was later moved to what is now
Agri Park on Garland, so it existed at two points along the route of the trail at various times.
Technically, it was School District 98 at the time and sometimes referred to as Deane School.
I'll have to double-check what families owned property east of Garland to see whether any names are
worth adding for consideration. My recollection is that Noah Drake owned a large farm on the north end
of town, but I think it was north of Drake Street."

In addition, Pete and Margo Heinzelmann contacted the City with the following recommendation:
"Margo and I run (jog and slog) at the U of A farm often in the early morning and we see the progress of
the trail there. We are both from the Midwest (Iowa and Illinois) and what strikes us there in the
morning is the birds -- Canadian geese, Green Herons, and Meadowlarks. Our favorite name for the
trail would be "Meadowlark Trail" , they love to hang out next to these beautiful fields.

The Active Transportation Advisory Committee was not supportive of a trail name that shares the same name as
an existing street name because it could lead to confusion with emergency services. The committee found that
Meadowlark, Deane and Drake are all current street names in Fayetteville. The committee recommended
"Meadow Valley Trail" due to the distinctive name, historical significance of the one -room school house and
geographic features of the meadows and valley. The Parks and Recreation Advisory Board agreed with the
recommendations and voted unanimously to forward the trail names "Oak Ridge Trail" and "Meadow Valley
Trail" to the City Council.
Throughout the each step of the process of meeting with the Active Transportation Advisory Committee and the
Parks and Recreation Advisory Board, City staff kept in contact with representatives from the University of
Arkansas Agricultural Research and Extension Center to request input on the trail name since a significant portion
of the trail crosses through University property. On December 13, City staff was notified of their preference to
name the trail "Agricultural Research Trail", see correspondence below.
"Thank you for the trail name update and keeping me updated on the status of the process.
While the Meadow Valley Trail name is nice and has a historical base, we would like to suggest
Agriculture Research Trail as name that would fit a past, since 1919, current and, future use of a
lot of area that the trail passes by and though."

Since the above response was not received until the 13'x` of December, the Active Transportation Advisory
Committee and the Parks and Recreation Advisory Board did not consider the name "Agriculture Research Trail",
and this name is not recommended by staff as a name to be considered. If the City Council would like to consider
this name, staff recommends sending the name back through the Active Transportation Advisory Committee and
the Parks and Recreation Advisory Board for their consideration.

ADVISORY BOARD
Minutes for December 5, 2011
Present:
Parks and Recreation Advisory Board members Bailey, Meldrum,
Thompson, Meinecke, Waite, Hazelrigs and Watson were present. Lindsey
and Mason were absent. Staff members Edmonston, Humphry, Jumper,
Mihalevich, Jones, Gipson and Thomas were in attendance.
AGENDA:
4. Trail Naming Proposal: Matt Mihalevich
This item was tabled at the November 7th meeting according to the
Park Naming Policy to allow for public input.
Mihalevich said there are two trails to be officially named by the City
Council. Matt Mihalevich presented names to the Active
Transportation Advisory Committee on October 12th. The Committee
unanimously approved to forward Oak Ridge Trail and Meadow Valley
Trail names to the Parks and Recreation Advisory Board for their
recommendation to City Council who will have the final decision on
naming the trails. This item was tabled at the November 7th, 2011
Parks and Recreation Advisory Board according to the Park Naming
Policy in order to allow for public input. There have been no
comments or suggestions for the proposed trail names in the past
month. Edmonston said that no names were submitted to Parks and
Recreation office, either.
Meinecke asked what the name choices were for the trails.
Meldrum said the names were Oak Ridge Trail and Meadow Valley.
Oak Ridge Trail goes from Frisco Trail west to the University along
Center Street. The University of Arkansas has been referring to this
trail as Oak Ridge Trail. Meadow Valley goes from Scull Creek Trail
west to Interstate 540 at Porter Road through Agri Park.
PRAB Motion: Meldrum motioned to recommend the new trail
names of Oak Ridge Trail and Meadow Valley Trail to City Council
for final approval. Waite seconded it. Motion passed 7-0-0 by voice
vote.

PARKS & RECREATION
PURPOSE
The purpose of this directive is to provide policies which will govern the naming of park facilities currently
owned or acquired by the City of Fayetteville. This policy statement takes precedence over any previous policies
and guidelines which may have governed the naming of these facilities.
POLICY
Upon acquisition of a new park, the Director of Parks and Recreation will assign a nondescript temporary
working name or subdivision name for the park facility to be used until park development begins.
Once park development begins, the Parks and Recreation Division will receive and forward park facility name
suggestions to the Parks and Recreation Advisory Board for review. The Parks and Recreation Advisory Board
will discuss the recommendations at their monthly meeting and will leave the issue on the table until the next
scheduled meeting. This one month duration will allow time for any public comment on the proposed names.
The following items should be considered when proposing names for any park facilities:
• Geographic location of the facility
• Outstanding features of the facility
• Commonly recognized historical event, group, or individual
• Individual or group who contributed significantly to the acquisition or development of a facility
• Individual who provided an exceptional service in the interest of the park system
For an individual to be considered, the recommended name must be accompanied by a biographical sketch which
provides evidence of historical significance or contributions to the Parks and Recreation Division or City of
Fayetteville. Generally, the naming of park facilities in recognition of an individual will not be considered unless
received posthumously.
The naming of plaques, markers, and memorials within park facilities must follow the policies as stated above.
Naming of Trail Facilities: A name recommendation from the Sidewalk & Trails Committee for trail facilities
will be required prior to forwarding to the Parks and Recreation Advisory Board.
Names of Park Facilities recommended by the Parks and Recreation Advisory Board will be presented to City
Council for final approval.
