A RESOLUTION TO APPROVE POLICE DEPARTMENT POLICY 33.1.1
PHYSICAL FITNESS AND 53.1 INSPECTIONS
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby approves
and adopts Police Department Policy 33.1.1 Physical Fitness and 53.1 Inspections which are
attached.

Recommendation:
Council approves a resolution adopting Fayetteville Police Department Policies: 33.1.1, Physical Fitness and
53.1, Inspections.
Background and Discussion:
The current Fayetteville Police Department Policies were approved by council resolution #3-99 on January 5th,
1999. The department is currently in the process of reviewing all policies and updating as necessary to conform
to current practices and to comply with accreditation standards.

I. PURPOS4
To ensure that all sworn personnel are physically prepared to safely and satisfactorily perform
the essential functions and meet at least the minimum physical requirements normally associated
with their law enforcement tasks.
II. POLICY
Inasmuch as police work is a physically demanding occupation, all employees of the Fayetteville
Police Department are encouraged to keep physically fit and maintain a satisfactory level of
general health in order to accomplish the tasks of the job.
The City of Fayetteville's health and benefits program provides a yearly wellness examination.
Employees are encouraged to utilize this benefit to confirm their fitness for duty. If an
employee's ability to perform their essential job functions, ability to meet the minimum
requirements of their job, or ability to perform their job duties without posing a direct threat to
the safety of themselves or others is in question, the Chief of Police may require confirmation
from the employee's medical provider to determine the employee's fitness for duty in
compliance with applicable Americans with Disabilities Act standards. Such a confirmation
process shall be conducted jointly with Human Resources in order to ensure compliance with
applicable employment laws.

I. Purpose ----
The purpose of this policy is to establish procedures for departmental inspections.
II. Policy
It shall be the policy of the Fayetteville Police Department to conduct inspections to ensure that
employees are acting in concert with department requirements in areas such as personal
appearance, use and maintenance of equipment, and adherence to department policies and
procedures. [CALEA 17.5.3]
III. Definition
Line Inspection: A line inspection is an inspection conducted by personnel in control of the
persons, facilities, procedures, or other elements being inspected.
IV. Procedures
A. Line Inspections
1. Responsibilities [CALEA 53.1.1 c]
a. Division Captains shall ensure line inspections are conducted in their respective
divisions.
b. Line supervisors are responsible for:
1) Accomplishing the actual inspection and documentation.
2) Identifying reasonable conditions and deadlines for correction of those
items and behaviors that did not meet minimal departmental
requirements. [53.1.1 e]
3) Follow-up on items and behaviors specified and discussed with
individual employees to ensure appropriate corrective action has been
made. [CALEA 53.1.1 e]
4) Documentation of more serious deficiencies identified through the
inspection process or the failure of an employee to take corrective
actions as instructed by a supervisor. [CALEA 53.1.1 d]

been conducting many of these
inspections but did so without a directive
in effect.
5) Written documentation of incidents, behaviors, policies, and procedures
that should be brought to the attention of the division captain. [CALEA
53.1.1 d]
c. Individual employees who fail to take appropriate corrective action(s) to address
deficiencies identified during the inspection process within the specified time
frame are subject to departmental discipline.
2. On a daily basis, supervisors should visually inspect personnel for whom they are
responsible to ensure operational readiness. [CALEA 53.1.1 b, 17.5.3]
3. Periodically, supervisors shall inspect equipment assigned to the area for which they
are responsible. [CALEA 53.1.1 b, 17.5.3]
4. Supervisors shall conduct a formal inspection of personnel to review uniforms,
equipment and service weapons. [CALEA 53.1.1 a, 17.5.3]
5. Supervisors will ensure noted deficiencies are promptly corrected. [CALEA 53.1.1 e]
B. Vehicle Inspection — Patrol vehicles shall be inspected on a daily basis by the officer
assigned to the vehicle [CALEA 17.5.3].
1. Deficiencies shall be noted and brought to the attention of a supervisor to make a
determination as to whether the vehicle should be removed from service until
repaired. Repair requests will be completed on vehicle maintenance requests.
2. Equipment required for patrol vehicles will be replenished or repaired upon
inspection or as needed.
3. The inspection will be documented on officers' daily activity reports.
4. Personnel assigned to unmarked vehicles shall keep them clean and in proper working
condition. Maintenance for unmarked vehicles should be scheduled as needed.
5. Supervisors should periodically conduct inspections of vehicles to ensure protocol is
being followed.
C. Facilities Inspection — To ensure the facility is clean, orderly and in good repair, employees
should notify a supervisor if any deficiencies are noted during routine daily operations.
1. On a quarterly basis, the Administrative Captain will document an inspection of the
facilities.
2. Deficiencies noted during an inspection of the facilities shall be forwarded to City of
Fayetteville Building Maintenance Division.
