A RESOLUTION AUTHORIZING APPLICATION FOR A 2011
COMMUNITY ORIENTED POLICING SERVICES HIRING GRANT
THROUGH THE U.S. DEPARTMENT OF JUSTICE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas hereby authorizes
application for a 2011 Community Oriented Policing Services hiring grant through the U.S.
Department of Justice.

Subject: Approval of Application for 2011 COPS Hiring Grant
PROPOSAL:
The 2011 COPS Hiring Program (CHP) is a competitive grant program that provides funding directly to
law enforcement agencies to create and preserve jobs and to increase their community policing capacity and
crime prevention efforts. Funding will be based on our current entry-level salaries and benefits for sworn
officer positions plus annual step increases per our current pay plan policy. Any additional costs for positions
hired under the CHP grant beyond salaries and benefits must be paid for by the City. Also, at the conclusion of
the three year federal funding, grantees must retain all sworn officer positions awarded under the CHP grant for
a minimum of twelve (12) months.
The Fayetteville Police Department will utilize the CHP grant to fund four (4) currently frozen police
officer positions. With current budget reductions, frozen positions, increased workload, and military
deployments, we have been perpetually short staffed. The attached spreadsheet shows the total costs for four
new officers throughout the four year grant period and the sources of funding necessary to meet the
requirements of this grant. In an effort to minimize the impact on our General Fund, it is our intent to utilize
federal forfeitures to fund the City's portion of this grant opportunity.
RECOMMENDATION:
Staff recommends approval of the 2011 COPS Hiring Program application.
BUDGET IMPACT:
When the grant is awarded the City Council will be asked to accept the grant and adopt the funding as
specified above.
