POLICING
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby approves
Fayetteville Police Department policies 15.1 Planning and Research, 15.3 Criminal Analysis,
41.2.13 Seatbelt Usage, and 45.1.1 Community Oriented Policing. A copy of the policies,
marked as Exhibit "A", is attached hereto and made a part hereof.

I. Policy
It is the policy of the Fayetteville Police Department to establish and to maintain a
planning and research function. The planning and research function researches policy,
procedural, and operational alternatives, assesses future needs and plans future programs.
Planning and research activities are essential to the effective management of the
Department. [CALEA 15.1.1]
II. Staffing
Planning and Research is staffed at the direction of the Chief of Police and reports
directly to the Chief of Police. [CALEA 15.1.2]
III. Planning and Research Responsibilities
A. The functions of Planning and Research will be directed toward compiling
information and presenting documented analysis to assist in the management and
decision-making processes of the Department. Planning and Research shall have
access to information necessary to complete the research. Research may include
but not be limited to the following:
1. Resource allocation studies to improve the effectiveness and efficiency of
available staff;
2. Geographic analysis and equalization of workload distribution;
3. Maintenance of fleet status and projection of future police vehicle needs;
4. Law enforcement surveys for comparison of service levels;
5. Collecting community input regarding service expectations and
satisfaction;
6. Preparation of an annual report to reflect the achievements of the
Department;
7. Compiling call for service studies reflecting trends and patterns for future
planning; and
8. Serve as liaison with other law enforcement agencies in the exchange of
research information.

B. Analytical and informational studies by Planning and Research may be self -
initiated or directed by the Chief of Police. At the completion of a project the
report is forwarded to the Chief of Police and other personnel as instructed by the
Chief of Police. The reports are formulated, based on the nature of the project,
but include the following:
1. A summary of the study and the research method used to collect the
information;
2. A recommendation of action based on the research;
3. A cost estimate, if any, to implement the program or change;
4. A time estimate, if any, to implement the program or change; and
5. The identifying information to include dates, times, person requesting the
study, and the person conducting the study.
W. Goals, Objectives and Performance Measures[CALEA 15.2.1, 15.2.2]
A. Annually, program supervisors (i.e., administrative, patrol and drug enforcement
programs) will develop measurable goals and objectives in support of the
department's mission to reduce crime, reduce the fear of crime and improve the
quality of service to the citizens of Fayetteville. Periodic reports indicating
progress will be made to the Chief of Police as required.
B. On an annual basis, division supervisors shall assist in preparing new or revised
performance measures for the upcoming year and submit a written report to the
Chief of Police.
1. Performance measures shall be developed utilizing input from all personnel
levels within the department. Personnel input should provide the following:
a. Improve the relevancy and coverage of the performance measures; and
b. Enable employee's contribution to departmental management and
operation.
2. Upon request, division supervisors shall submit to the Chief of Police a
written evaluation on the progress made toward department performance
measures.
3. Performance measures shall be routinely reviewed and updated to help ensure
direction, unity of purpose, and provide a basis for measuring progress.
4. Written goals, objectives, and performance measures will be made available to
all personnel. _

I. PURPOSE
The purpose of this policy is to define the function and responsibilities of personnel assigned to
complete crime analysis.
II. POLICY
A. CRIME ANALYSIS PROCEDURE
1. The purpose of crime analysis will be to identify similarities in offenses, suspects and
locations and to establish trends in criminal activity patterns and direct the application of
police response. Crime analysis as a specific process will be completed as necessary and
will be a function of the Criminal Investigation Division (CID). Crime analysis will be
the responsibility of the CID Supervisor and CID Support Services Personnel who may
utilize whatever departmental resources are available to fulfill this responsibility.
2. The CID Supervisor shall brief and/or distribute information on crime patterns or trends
to the Chief of Police and other personnel as needed [CALEA 1.5.3.1b,c;]
3. Crime analysis may be disseminated to other law enforcement agencies. The CID
Supervisor will be responsible for feedback analysis and evaluation on any crime analysis
report disseminated.
B. CRIME ANALYSIS OBJECTIVES AND FACTORS
1. The objectives of crime analysis are:
a) To identify potential and actual police hazards within the department's
jurisdiction.
b) To increase the number of cases cleared by arrest, by correlating the methods
of operation of arrested suspects with other current offenses.
c) To provide investigative leads to personnel by furnishing lists of suspects.
d) To provide bulletins to Patrol and CID to increase awareness and the potential
for arrests.
e) To provide early identification of crime patterns.

To provide a measure of the effectiveness of crime suppression and preventive
programs.
To provide the Administration Division with recommendations on programs,
manpower allocation and the effective use of resources.
To identify future problem areas for tactical and long range planning.
To analyze feedback and evaluate the effectiveness of the crime analysis
function.
2. Crime analysis data may be collected from, but not limited to, the following sources
[CALEA 15.3 1 a]:
a) Offense, Information, Arrest and Field Interview reports
b) Arkansas Crime Information Center (ACIC)
c) National Crime Information Center (NCIC)
d) Other law enforcement agencies
e) Uniform Crime Reporting System (UCR) and/or National Incident Based
Reporting System (NIBRS)
3. Crime analysis data may include one or more of the following items:
a) Frequency by type of crime
b) Geographic factors
c) Chronological factors
d) Victim and target descriptions
e) Suspect descriptions
f) Suspect vehicle descriptions
g) Methods of operations
h) Physical evidence information
i) Community policing strategies
j) Special events requiring police attention
k) Holidays and their effect on crime

I. PURPOSE
The use of seatbelts can have a significant effect in reducing the number of deaths and the
severity of injuries resulting from traffic accidents. Occupant safety restraining devices are also
an important factor in assisting officers in maintaining control of their vehicles during pursuit or
emergency high-speed operations. The purpose of this directive is to establish rules for use of
occupant safety restraining devices in department vehicles.
II. POLICY
A. All personnel operating, or riding in, city owned, leased, or operated vehicles must use
available safety belt systems while the vehicle is in motion. [CALEA 41.3.3]
1. Non -employees riding as passengers in city owned, leased, or operated vehicles must
use available safety belt systems, including child -safety restraints! when possible,
while the vehicle is in motion.
2. It shall be the responsibility of the employee driving the city vehicle to see that all
passengers utilize available safety belt systems while the vehicle is in motion.
3. Vehicles with non-operable safety belts on the driver's side shall not be driven by
employees unless the purpose of driving is to deliver the vehicle for safety belt repair.
Vehicles with non-operable safety belts in other seating positions shall not transport
passengers in those seating positions. It is the responsibility of the driver of the
vehicle to report any safety belt defect to their immediate supervisor and to complete
any required vehicle repair forms.
4. Exemptions: This policy shall not apply to persons occupying a seating position not
equipped with a safety belt assembly, or to any officer possessing a written indication
from a physicianLstating medical or physical reasons prevent the officer from using
the safety belt system.
a. In the event a violent or otherwise uncooperative prisoner is placed in a city
vehicle, the officer simply directing the prisoner to wear the safety belt shall be
considered compliance with this policy (even if the prisoner refuses to comply).

b. It is recognized that other safety considerations may outweigh strict compliance
concerning the use of safety belts. During the few seconds of time just before a
vehicle comes to a complete stop, as during a traffic stop, or arrival at an
emergency call, it is permissible for officers to unbuckle the safety belt in
preparation for exiting the vehicle.
c. Undercover officers in the furtherance of an official investigation are exempt
from this policy if, in their opinion, such compliance could jeopardize their
undercover capacity or the investigation.

I. PURPOSE
The purpose of this directive is to establish procedures for the Community Oriented Policing
Division. All levels of personnel should recognize that the goals and accomplishments of the
Community Oriented Policing Division are vital to the mission of the Fayetteville Police
Department.
II. POLICY
A. Crime Prevention
1. The agency's crime prevention program provides the following [CALEA 45.1.1]:
a. targeting programs by crime type and geographic area on the basis of crime data;
b. targeting programs to address community perceptions or misperceptions of crime;
c. conducting documented evaluation of crime prevention programs, at least once every
three years.
2. The agency assists in organizing crime prevention groups through [CALEA 45.1.2]:
a. assisting in organizing crime prevention groups in residential areas;
b. assisting in organizing crime prevention groups in business areas;
c. maintaining liaisons with these groups and other interested community groups.
3. The agency, when requested, provides crime prevention input into development and/or
revision of the following [CALEA 45.1.3]:
a. zoning policies;
b. building codes;
c. fire codes;
d. residential/commercial building permits.

B. Community Involvement
1. The community involvement function provides the following, at a minimum [CALEA
45.2.11:
a. establishing liaisons with existing community organizations or establishing
community groups where they are needed;
b. assisting in the development of community involvement policies for the agency;
c. publicizing agency objectives, community problems, and successes;
d. conveying information transmitted from citizens' organizations to the agency;
e. improving agency practices bearing on police community interaction;
f. developing problem oriented or community policing strategies.
2. The supervisor assigned to the Community Oriented Policing Division shall ensure that a
quarterly report is prepared and submitted to the Chief through the chain of command containing
the following [CALEA 45.2.2]:
a. a description of current concerns voiced by the community;
b. a description of potential problems that have a bearing on law enforcement activities
within the community;
c. a statement of recommended actions that addresses previously identified concerns and
problems;
d. a statement of progress made toward addressing previously identified concerns and
problems.
3. All personnel are expected to participate in the mission of the Community Oriented Policing
Division and should forward relevant information to the supervisor of the Community Oriented
Policing Division that falls under the following categories [CALEA 45.2.3]:
a. concerns of the community;
b. potential problems in the community having a bearing on law enforcement activities.
4. The supervisor assigned to the Community Oriented Policing Division shall ensure that a
documented survey of citizen attitudes and opinions is conducted once every three years with
respect to the following categories [CALEA 45.2.4]:
a. overall agency performance;
b. overall competence of agency employees;
c. citizens' perception of officers' attitudes and behavior;
d. community concern over safety and security;
e. citizens' recommendations for improvements.
5. The supervisor assigned to the Community Oriented Policing Division shall ensure that the
documented citizen survey's results are compiled and provided to the Chief in the form of a
written summary [CALEA 45.2.5].

Recommendation:
Council approves a resolution adopting Fayetteville Police Department Policies: 15.1, Planning and Research;
15.3, Criminal Analysis; 41.2.13, Seatbelt Usage; and 45.1.1, Community Oriented Policing
Background and Discussion:
The current Fayetteville Police Department Policies were approved by council resolution #3-99 on January 5th,
1999. The department is currently in the process of reviewing all policies and updating as necessary to conform
to current practices and to comply with accreditation standards.
