RECOMMENDATION: Fleet has not purchased replacement police vehicles for two years due to the increase in life expectancy in 2009 that was imposed on all units and due to budget restraints in 2010. It is critical that six units are purchased in 2011. The two types of police package vehicles being considered are the Dodge Charger and the Chevy Tahoe. The Ford Crown Vic which the City has used for years has been discontinued and Ford does not yet have a certified replacement for it. Unknown to each other, Police and Fleet completed separate evaluations and both arrived at the same conclusion that the Tahoe would better meet the needs of the Police. Although the initial purchase price is higher than the Chargers, the increased salvage value more than makes up for it. The State of Louisiana has been replacing their fleet of Crown Vics with Tahoes since they first came out in 2006. They have 200 Tahoes and report that maintenance costs are 8 % less than the Crowns. Fleet will reuse as many of the upfit items as possible from the Crowns (light bars, etc.), however some upfit items cannot be transferred (seat covers, cages, consoles, etc.). The purchase price includes these items. I recommend purchase of six Police package Tahoes off the State Contract. This purchase, was approved by the Equipment Committee on January 25th, 2011. BUDGET IMPACT: These replacements were budgeted on the both the capital and operating side for 2011. RESOLUTION NO.
