A RESOLUTION TO APPROVE THE DONATION OF A PUBLIC BENCH IN
WILSON PARK AND TO THANK JIMMY AND JEANIE HILL FOR THIS
DONATION
WHEREAS, Jimmy and Jeanie Hill have offered to donate a public bench valued at
$7,000.00 to be constructed along a garden path in Wilson Park; and
WHEREAS, both the Fayetteville Parks and Recreation Advisory Board and the
Fayetteville Arts Council have approved this project; and
WHEREAS, the Fayetteville Parks and Recreation Division recommends approval of
this proposed donation and the construction of the bench which will contain a four inch by five
inch engraved bronze plaque stating: "Garden path and bench gift of Jimmy and Jeanie Hill."
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby approves
the proposed donation for the construction of a park bench with engraved recognition plaque in
Wilson Park and expresses its gratitude and appreciation to Jimmy and Jeanie Hill for their
generous donation and their employment of local artist, Eugene Sargent, to complete this project.
PASSED and APPROVED this 15th day of November, 2011.

Subject: Public Donated Art Request
PROPOSAL:
Jimmy and Jeanie Hill have requested to donate a bench valued at $7,000 to be placed in Wilson Park's garden
north of the east parking lot by the flagstone garden path. This pathway was also donated by the Hills in 2009.
The Hill family worked with Eugene Sargent, a local artist, to design and build the dogwood blossom bench
constructed with colored ferro-cement and steel. The art project will include a dogwood blossom paver path
that will attach to the existing flagstone path. The colors in the bench will be the same as a typical dogwood
flower. Color will be incorporated into the cement with strengthening additives that promote growth of crystal
structures that water proof and strengthen the cement. The bench structure will have an overall length of 18 feet
including the leaves that serve as a border and the bench will be 5 feet high. A 4" by 5" engraved bronze plaque
will be incorporated into the leaves on the side of the bench stating "Garden path and bench gift of Jimmy and
Jeanie Hill." This meets the donor recognition signs policy.
The dogwood bench area will serve as an ideal spot for taking photographs in the gardens. Lisa Netherland,
Park Horticulturist, will periodically change the landscape surrounding the bench to enhance this area for photo
opportunities. The bench will be assembled on-site. Mr. Sargent also designed and built the three existing
concrete benches in the Wilson Park Castle area that have been a very popular attraction and have held up very
well. This project will start upon approval of the City Council.
RECOMMENDATION:
The dogwood bench project is considered a donated art project and because it is valued over $5,000, it must be
approved by the Parks and Recreation Advisory Board, Fayetteville Arts Council and City Council. Both the
Parks Board and Arts Council approved this project at their Wednesday, October 26, 2011 board meetings.
Parks and Recreation Staff recommend approval of this bench in Wilson Park.
BUDGET IMPACT:
This project should have little to no impact on the budget.

Biography of artist:
Eugene Sargent lives near Fayetteville on a hobby farm with his wife and children. He likes to tackle unusual
problems, creating artistic and utilitarian pieces. Since 1990 he has worked in a wide variety of mediums
including drawing and painting with oil and water color. Eugene is a metal smith; he creates art castings and
fabricates steel. He has a machine shop where he does precision milling and turning. He has been creating
ferro-cement features for 15 years. His ferro-cement work includes two benches and a "worm" retainer wall at
the Castle at Wilson Park, the "Reading Railroad" at the Botanical Garden, and a bigger -than -life butterfly at
Leverett Elementary School.

Subject: Dogwood bench in Wilson Park
This letter is sent in public support of the addition of a Dogwood Bench and Path to be designed and
constructed by Eugene Sargent and installed in the garden donated by Jimmy Hill in memory and in
honor of Bennie Johnson and Jeanie Johnson Hill in 2009.
This bench is meant to enhance the existing garden and to provide additional seating and a spot with a
beautiful background for taking photos. The bench will be about seven feet long to accommodate large
groups or families and the "leaf berms" along the sides will help hold the steep bank and prevent erosion
and washing of mulch onto the path.
We think that this will be an asset to Wilson Park and in keeping with the other artistic benches nearby.

Minutes for October 26, 2011
Opening:
A special meeting of the Parks and Recreation Advisory Board was called
to order by Jim Meinecke at 5:35 p.m. in Room 111 at the City
Administration Building at 113 West Mountain Street in Fayetteville,
Arkansas.
Present:
Parks and Recreation Advisory Board members Bailey, Thompson,
Meinecke, Mason, Waite, and Meldrum were present. Absent were
Lindsey, Hazelrigs, and Watson. Staff members Edmonston, Netherland,
and Thomas were in attendance. Leif Olsen from Strategic Planning also
attended.
SPECIAL MEETING AGENDA:
The Special Meeting of the Parks and Recreation Advisory Board is called
to order for the purpose of reviewing a donated art project to be located
in a City Park. According to the Fayetteville Arts Council's Policy, the
Parks and Recreation Advisory Board is to review projects that have a
significant impact on a City Park or a recreational program. PRAB's
recommendation for this project is submitted to the Fayetteville Arts
Council and the Arts Council will forward approved items to the City
Council for final approval.
Donated Art Project Request: Jimmy and Jeanie Hill have requested to
donate a ferro-cement bench to be placed in Wilson Park's garden north
of the east parking lot by the flagstone garden path. This pathway was
also donated by the Hill family. The Hills worked with Eugene Sargent, a
local artist, to design and build the dogwood blossom bench with a
dogwood blossom paver path constructed with colored ferro-cement and
steel. Mr. Sargent also designed and built the three existing concrete
benches in the Wilson Park Castle area. Edmonston said that a great
artist, Eugene Sargent, is ready to begin the project. Because this
donation is considered an art project and the cost is $7,000, it has to be
approved by PRAB, Arts Council, and the City Council.
Lisa Netherland, a City horticulturist, said that this is a very exciting
project. It will be located in Wilson Park in the garden north of the east
parking lot. A paver path will also be constructed. The flagstone path
currently there was donated by the same donor, and they wanted a
special bench. It's an 18 foot bench and will be in a dogwood pattern. It
will be constructed with colored ferro-cement and steel. It will be the
color of dogwood flowers. The back of the bench will be high enough that
it's over people's heads.
Meinecke wanted to know if the leaves on the bench will make it 18 feet.
Netherland said yes. She said it will be spectacular. Meinecke said that
area of the park is beautiful.
Meldrum wanted to know if dogwood would be planted behind it.
Netherland said possibly. The background will be ever-changing. A
plaque that says the donors are Jimmy and Jeanie Hill will be embedded
in one of the leaves.
Edmonston said Mr. Sargent has made other benches in Wilson Park.
They have been there several years and have needed absolutely no
maintenance.
Meinecke asked if the bench would be a metal frame with something over
it. Netherland said yes. The artist will be using steel covered with ferro-
cement with additives that promote growth of crystal structures that
waterproof and strengthen cement. She added that none of his benches
have ever been vandalized with graffiti.
Mason asked if the pavers would be custom made. Netherland said that
Mr. Sargent will make them. They will be four different shapes cast in a
range of earthtones to harmonize with the existing flagstone pathway.
Edmonston said that if PRAB approves this tonight, and the Art Council
approves it, it will go before the City Council.
Meinecke said he is blown away with this project. There will be a lot of
pictures taken there.
Parks Staff Recommendation: To approve the donated bench as
designated in the attached map in Wilson Park. The current concrete
benches built by Eugene Sargent have held up excellent in the park.
PRAB Recommendation: Meldrum motioned to accept the staff
recommendation and approve the donated bench, and Waite seconded it.
Motion passed 6-0-0 by voice vote.

CALL TO ORDER: The meeting was called to order by Chairman Baker at 6:35 p.m.
I. Announcements: None
[I. Approval of the Minutes
Council member King made a motion to approve the minutes of the May 4, 2011 and
council member Jepson seconded the motion. Upon role call the motion passed with a
vote of 5-0-0.
III. Public Art Donation of a Dogwood Flower Blossom Bench in Wilson
Park.
Lisa Netherland presented the Arts Council with a proposed bench donated by Jimmy and
Jeanie Hill and created by local artist Eugene Sargent to be located in Wilson Park. The
proposed bench will represent dogwood flowers and be constructed of colored ferro-
cement and steel. The benches overall dimensions will be 18' long and 5' high.
Additionally, a dogwood blossom paved path would be constructed of pavers that are
created and fired by Eugene Sargent in a dogwood flower pattern. Lisa Netherland
explained that the path and bench will provide park visitors with a natural gathering area
suitable for group or family photos. The proposed site is in the garden north of the east
parking lot overlooking the ballfield. This site is in relation to the previous donation by
Jimmy and Jeanie Hill for the flagstone garden located here. Eugene Sargent would do all
of the construction in place on-site as weather permits this fall.
The Arts Council clarified the proposed location and commented positively about all of
the sculptures and benches that have been designed and constructed by Mr. Sargent.
Council member Agee made a motion to approve the dogwood flower bench donation.
Council member Williams seconded the motion. The Arts Council voted 6-0-0 in favor of
forwarding the bench sculpture donation to the City Council with a recommendation of
approval.
IV. Review and discuss the Arts Council 2011 Goals and Action Steps.
Staff updated the Arts Council on the progress of the 2011 action steps that had
completed.
