In addition to this tree preservation area the applicant is proposing to plant eighty-nine mitigation trees in Holland Park per a Parks and Recreation planting plan. RECOMMENDATION: Approval of applicant's request to plant 89 trees in Holland Park and provide a minimum of 115,472 sqft of platted Tree Preservation Area for The Coves subdivision on land owned by the applicant and adjacent to Walnut Crossing subdivision, also owned by the applicant. In May 2010 a final plat for `Phase I' was submitted for review. The following tree canopy measurements were submitted with this review and are listed below. By approving the planting of eighty-nine mitigation trees in Holland Park Fayetteville citizens will benefit by; • providing future tree canopy to shade the trail and other park amenities • gaining the economic, social and psychological benefits trees provide such as; buyers willing to pay 3-7% more for residential properties with ample trees or nearby trees, Trees reduce levels of domestic violence and foster safer, more sociable neighborhood environments and that brief encounters with nature can aid cognitive fatigue recovery, improving one's capacity to concentrate or recover from illness. • reducing future maintenance costs from maintaining turf areas by the Parks and Recreation Department. BUDGET IMPACT: If the applicant's request is approved there is no budget impact. If the request is denied the formerly tabled appeal of the Urban Forester's decision will be reactivated. This appeal, if upheld, would require the Urban Forester at some point in the next seven years to develop a tree planting plan, develop a bid package, administer the bid and manage the tree planting and maintenance project. The administrative duties of the Urban Forester and/or additional city staff will be absorbed by the City. SMITH, City Clerk/Treasurer LAND DEVELOPMENT August 18, 2011 Sondra Smith, City Clerk City of Fayetteville 113 West Mountain Fayetteville, AR 72701 RE: Request for Off -Site Preservation outside city limits per Chapter 167.4(J)(2) Ms. Smith, RECEIVED AUG 1 9 2011 CITY OF FAYETTEVILLE CITY CLERKS OFFICE Rausch Coleman Homes (RCH) wishes to be placed on the September 6th agenda to request approval of off- site preservation within 1/ mile of the city limits. This request is in relation to the Final Plat request for The Coves Subdivision and the associated tree mitigation. In developing a plan to mitigate the removal of trees within the first phase of The Coves subdivision, we have collaborated with Greg Howe and Connie Edmonston toward an option that works best for the City and the neighborhood. Upon their suggestion, we wish to request that we utilize a recently approved revision to the Tree Protection and Preservation Ordinance which we feel offers an excellent opportunity to preserve forested land within proximity to the development. Per Chapter 167.4, Tree Preservation and Protection Ordinance, 352 trees have to be mitigated for the removal of 3.54 acres of existing canopy. Originally, RCH proposed to mitigate by a combination of on- site mitigation, off-site forestation, and by making payment to the Tree Escrow Account. On August 2°d, the Council approved a revision to Chapter 167.04(J)(2) Off -Site Preservation, allowing for the preservation of canopy cover within % mile of the Fayetteville city limits. RCH wishes to revise their mitigation request to utilize this recent revision. Just south of The Coves development and the neighboring Walnut Crossing development, RCH owns property adjacent to Farmington Branch, a creek flowing to the Illinois River. We would like to request that the Council consider allowing us to preserve portions of the stream side canopy as a method of mitigation for the canopy removed in The Coves. An exhibit is included showing the location of the off-site canopy to the city limit line and to the neighboring development. In combination with the off- site preservation, RCH proposes off site forestation by planting 89 trees within Holland Park to complete the mitigation proposal. It is our understanding that the Urban Forester does support this mitigation proposal.
