WAY REQUIREMENT FOR N. SHILOH DRIVE FROM N. HENBEST DRIVE
TO APPROXIMATELY 640 FEET SOUTH OF THE NEWLY ALIGNED
MOUNT COMFORT ROAD.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby
approves a reduced right-of-way and revised street cross-section for a portion of N. Shiloh
Drive., as depicted in Exhibit "A" and Exhibit "B" attached.

Subject: ADM 11-3893 Master Street Plan Amendment — Shiloh Drive
RECOMMENDATION
Staff recommends approval of a resolution to amend the Master Street Plan right-of-way requirement for Shiloh
Drive from the intersection of Henbest Drive to the point of realignment south of Mount Comfort Road (see
Exhibit "A").
BACKGROUND
The recent Mount Comfort Road improvement project included widening from two lanes to four lanes between
Rupple Road and I-540, and complete realignment of streets and intersections at Mount Comfort and Porter
Roads. The intersection realignment included extending Shiloh Drive to create a four-way intersection at Mount
Comfort Road, and continuing Shiloh Drive northeasterly and reconnecting to the service road parallel to I-540.
Consistent with the Master Street Plan, this segment of Shiloh Drive is a two-lane cross-section with three -lanes
provided at intersections to allow for a dedicated left turn -lane. However, on -street bike lanes were not included
in the design, since there is an off-street trail being constructed parallel to 1-540. This design change resulted in
a street right-of-way less than required by the Master Street Plan. However, property owners along this section
of Shiloh are still required to dedicate right -of way at the time of development based on the current Master
Street Plan requirements.
Most recently, a 4.55 acre property along Shiloh Drive was approved by the Planning Commission for
development. This approval included a recommendation to amend the right-of-way requirements for Shiloh
Drive to be consistent with the street cross-section approved by the City's Street Committee and recently
completed. By ordinance, the property owner is required to dedicate additional right-of-way until the City
Council amends the Master Street Plan right-of-way requirements for Shiloh Drive.

DISCUSSION
On June 13, 2011 the Planning Commission recommended in favor of a request to amend the Master Street Plan
along a 4.55 acre property at the intersection of Shiloh Drive and Henbest Drive. Realizing that this issue will
occur as other properties along Shiloh develop, staff recommends that the entire section of Shiloh Drive
constructed as part of the Mount Comfort street project be amended to match the right-of-way of the
constructed street, as indicated on the attached exhibits.
