A RESOLUTION TO EXPRESS THE CITY COUNCIL'S AGREEMENT
THAT THE CITY SHOULD CREATE AN ART FAIR WITHIN THE CITY
PARK SYSTEM AND/OR ALONG CITY TRAILS TO GENERATE FUNDS
TO PURCHASE SCULPTURES OR OTHER ART FOR THE CITY TRAILS
WHEREAS, cities such as Little Rock have established an annual Art or Sculpture show
within a city park in which selected artists can display and sell their art; and
WHEREAS, these cities have been able to receive sufficient funds from such art shows
to be able to purchase and place sculptures on their city trails or in their city parks to enhance the
aesthetics and cultural experience for trail and park users; and
WHEREAS, the addition of new and expanded arts facilities in the region will probably
draw thousands of visitors annually so that a well managed and presented art/sculpture show in
Fayetteville could create additional public art opportunities and help define our region as a
national arts destination.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby agrees that
the City should prepare to create and foster an Art Fair in Fayetteville, utilizing city facilities
including our city parks and trails in an effort to raise sufficient funds to purchase outstanding
pieces of public art and sculpture for our city trail system, parks and public facilities.
Section 2: That the City Council of the City of Fayetteville, Arkansas hereby requests
that such Art Fair maintain and enhance opportunities for local artists by reserving a significant
number of places in this Art Fair for local artists.

SUBJECT: Public Sculpture Show
Background
THE CITY OF FAYETTEVILLE, ARKANSAS
DEPARTMENT CORRESPONDENCE
The City has been approached a number of times by individuals interested in creating or organizing public art
shows on parks or trails property for the purpose of selling art. Most recently a local artist presented a
discussion topic to the Arts Council to organize a show along the City's trail network that would take place over
an extended period of time. Staff met with Administration and City Attorney to discuss this type of project and
the implications of having art for sale on Parks and Recreation properties. It was determined that it would be
legally possible to have art for sale on public property; however, the Administration was concerned about
having art for sale for an extended period of time. Staff discussed the possibility of having a week long or a
week end show that would be held annually. A number of peer cities have produced similar shows that have
been very successful including Loveland, Colorado's Sculpture in the Park and Little Rock's Sculpture at the
River Market. The Administration would like for the art show to accomplish the following:
• Develop the public art show into an annual event that attracts art patrons to spend time and money in
Fayetteville.
• Develop a synergistic and positive relationship with the Crystal Bridges Museum of American Art.
• Utilize the Fayetteville Arts Council to assist with the show and provide members for the juried art.
• Create an ongoing funding source for the purchase of permanent art for public spaces in Fayetteville. This
could be accomplished by requiring that a percentage of the gross sales from the show go into a fund
dedicated to purchasing public art for the City.
Proposal
Staff recommends for the City Council to approve a resolution directing staff to develop a Request for Proposal
to find an art show promoter to develop, organize and oversee the event. The time of year and location of the
show would be determined once an art show promoter has been selected.
