A RESOLUTION AUTHORIZING APPLICATION AND ACCEPTANCE OF
AN ASPCA GRANT IN THE AMOUNT OF $5,000.00 FOR "A TICKET
HOME MICROCHIPPING AND TAGGING PROGRAM" FOR THE
FAYETTEVILLE ANIMAL SHELTER AND APPROVING A BUDGET
ADJUSTMENT
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas hereby authorizes
application and acceptance of an ASPCA grant in the amount of $5,000.00 for "A Ticket Home
Microchipping and Tagging Program" for the Fayetteville Animal Shelter.
Section 2. That the City Council of the City of Fayetteville, Arkansas hereby approves a
budget adjustment, a copy of which is attached as Exhibit "A" to this Resolution and
incorporated herein as if set out word for word.

PROPOSAL:
In January of 2010 the City of Fayetteville Community Services — Animal Services Program, Humane Society
of the Ozarks and Washington County came together to form the Animal Responsibility Coaliton (ARC). The
purpose of ARC is the development fo projects to increase the live release rate of animals in Washington
Conunty. The City of Fayetteville Community Services — Animal Services Program as the lead agency for
ARC submitted an application to the ASPCA seeking $5,000 in funding for a project titled "A Ticket Home
Microchipping and Tagging Program" (see attached materials for program description).
ASPCA granted the requested $5,000 for the project. The grant application is attached. The grant award letter
service as the grant agreement.
RECOMMENDATION:
Staff recommends approval the grant agreement and the budget adjustment establishing the project budget.

The American Society for the Prevention of Cruelty to Animals (the "ASPCA") is deeply
honored to be able to grant to City of Fayetteville Community Services Division - Animal
Services Program the amount of $5000.00. These funds are designated for the following
purpose as outlined in your grant request and, if applicable, its amendments: A Ticket
Home Microchipping and Tagging Program.
The ASPCA shall pay the grant to City of Fayetteville Community Services Division -
Animal Services Program approximately two-four weeks following receipt of your
acknowledgement of this award notification. By endorsing and depositing the grant
check, you represent and warrant that your organization will meet the obligations
specified in this letter.
In consideration of the grant, the City of Fayetteville Community Services Division -
Animal Services Program shall (a) publicly acknowledge that the project was made
possible through a grant from the ASPCA and reference the ASPCA in all project
materials and (b) grant to the ASPCA a license to use the City of Fayetteville Community
Services Division - Animal Services Program name and trademarks to promote the grant.

your website or other collateral. City of Fayetteville Community Services Division -
Animal Services Program shall seek approval by the ASPCA Key Contact prior to its

Project Description

The City of Fayetteville is submitting this application as the lead agency of the Animal Responsibility Coalition (ARC). ARC
members are the City of Fayetteville, Humane Society of the Ozarks and Washington County. The City of Fayetteville and
Washington County have identified geographic areas that have the highest rates of animal pick-ups. A Ticket Home will provide
pet owners with information and options to increase the number of microchipped and tagged animals. The intent of the project
is to increase owner responsibility by educating and providing opportunities for microchipping and tagging of pets. The goal is
to decrease the number of animal pick-ups in these areas and to increase pet/family reunification when animals are picked up.
The project will have three components; marketing (education), mobile clinics and canvassing. The most important component
of the proposed project is the microchipping of pets in the identified areas. The marketing component of the project is
imperative to educate pet owners in the identified areas as to both the importance and safety of microchipping. Staff from the
members of ARC will be providing their time to develop the marketing materials, operate the mobile clinics and canvas the
identified areas. The project will utilize $200 to cover the costs of printing the marketing materials and the remaining $4800 to
purchase microchips. This will provide over 600 microchips for A Ticket Home.
Grant Timeline and Evaluation
Include your timeline for utilizing grant funds and explain how you will measure the success of
the project.
Upon securing funding ARC will devote 12 months to the development and production of marketing materials for A Ticket
Home. ARC will also develop baseline statistics on the number of animal pickups that will be used to measure the success of
the program. Once marketing materials have been created the project will begin the process of educating pet owners in the
identified areas and microchipping pets. We anticipate that the distribution of the initial 600 microchips will take 8 months. The
success of the project will be measured by the number of unchipped animals that receive microchips and a decrease in the
number of animals picked -up.

Programs and Services
Briefly describe the types of programs your organization provides the community it serves (in

This will be the first of what we hope will become on -going projects for ARC. The ARC membership is comprised of
organizations that provide a variety of programs in the community including programs that address the needs of animals. The
City of Fayetteville has an Animal Services Program that shelters and adopts animals, provides community animal control
services and offers microchipping, vacination clinics and a low cost spay/neuter program. The Humane Society of the Ozarks
provides low cost spay/neuter, outreach programs, cruelty prevention and adoption awareness programs. Washington County
provides animal control services throughout the county.

ARC is a new coalition and the three founding members (City of Fayetteville, Humane Society of the Ozarks and Washington
County) are very open to collaborating with other animal groups. However, we feel that our first priority is to firmly establish

ANIMAL RESPONSIBILITY COALITION
Project Outcome:
The project will increase awareness and educate pet owners in the
targeted areas to the safety and importance of microchipping and
tagging pets. A Ticket Home will make the tagging and
microchipping of pets more accessible to pet owners in the
identified areas. The outcome of A Ticket Home will be an increase
in the number of pets in the identified areas that are microchipped
and tagged. This in turn will result in fewer animals picked up in the
target areas and prompt reunification of pet -family when an animal
pick-up does occur.
Current Coalition Activity:
The Animal Responsibility Coalition has joined with Springdale
Animal Services, 40/29 Television and Cumulus Broadcasting to
present a local Spay Day 2010 event. Spay Day is The Humane
Society of the United States' and Humane Society International's
annual event to inspire people to save animals' lives by spaying or
neutering pets and feral cats.
The local event will take place on Saturday February 27, 2010 at
the Washington County Sheriff's Department. The event will run
from 11 am to 3 pm and a wide variety of activities will occur. The
event will offer:
• Low cost vaccination clinic
• Free microchipping (first 200 dogs/cats)
• Obedience training demos
• Agility demos
• Information on low cost spay/neuter program
• Special appearance by "Raven" the Fire Marshall dog
• Dogs available for adoption
• Door prizes
