Mountain St. Fayetteville, AR 72701 Telephone: (479) 575-8272 TO: FROM: Thru: DATE: SUBJECT: Mayor Jordan and City Council John Coleman, Sustainability Director Don Marr, Chief of Staff May 14, 2010 Municipal Energy Project — RFQ 10-02 Description Using funds from the Energy Efficiency and Conservation Block Grant as part of the American Recovery and Reinvestment Act (ARRA), the City has hired Engineering Elements, Inc. at a cost of $12,500 to provide energy audits on six City -owned facilities: Police, Fire Stations #4 & #6, Development Services, Parks Greenhouse and Water & Sewer Operations Center. This action increases the contract total by $13,400 to include an audit and design of Central Fire Station's HVAC system which recently failed. This increase also includes design services for the Police Department and Water & Sewer Operations. The contract now totals $25,900. RFQ 10-02 continues to allow for the option of retaining Engineering Elements, Inc. for the purpose of implementation of these measures as part of this contract when it is deemed necessary. Original Selection Process Eight engineering and architecture firms from around the country submitted statements of qualification for this project. A panel reviewed these statements and short-listed for interviews with selected firms. Engineering Elements, Inc was ultimately chosen to perform the work. Budget Impact Contract costs will be paid for exclusively by Energy Efficiency and Conservation Block Grant funding as obtained by the City of Fayetteville in September 2009. RESOLUTION NO. This proposal is based on the preliminary information we received from your office and from our preliminary conversations. It is my understanding that this project will consist of HVAC, Lighting and Envelope improvements for the existing 24,500 square foot Police Building. Our services will include standard basic engineering services consisting of preliminary design and design development, contract documents, bidding assistance, submittal review and construction observation. This level of services will pertain to the following systems as our part of the work. 1. Plumbing systems consisting of: a. Natural gas piping system at new HVAC units as required. 2. HVAC systems for all parts of the building as follows: a. New Rooftop Air Conditioning (RTU) units. Constant volume packaged and/or split system HVAC systems with natural gas-fired heating and DX cooling. b. Miscellaneous HVAC systems including ductwork, controls, air devices and all associated accessories. c. Exhaust systems for the public restrooms as necessary. 3. Electrical systems consisting of: a. Interior lighting systems and controls for the building. b. Exterior lighting systems including building mounted fixtures and all necessary controls. 4. Building Envelope: a. Specifications for "Cool Roof" if requested. b. Enclose existing roof openings for abandoned combustion air system. The fee for the above described services is proposed as a Fixed Fee of Six Thousand Three Hundred Dollars ($6,300). Controls and programming for Outdoor Air Optimization. 3. Electrical systems consisting of: a. Interior lighting systems Occupancy Sensor controls for the entire building. b. Exterior lighting system controls for parking lot lighting. 4. Building Envelope: a. Glazing/Tinting for exterior windows. b. Landscaping consisting of shade trees for east west facade windows. The fee for the above described services is proposed as a Fixed Fee of Five Thousand One Hundred Dollars ($5,100). This proposal is based on preliminary conversations and information we have received from your office. It is my understanding this project will include a Level II energy audit of all primary energy -consuming systems at the following facilities owned by the City; Police Building, Water and Sewer Operations Building, two Fire Stations, Development Services Building, and Parks & Recreation Greenhouse. 1. Level 11 Energy Audit: The Level II Audit is commonly employed for buildings and systems already known to suffer from poor energy performance. It provides a detailed survey and analysis beyond that of a Level I Audit and itemizes energy usage information in more detail. Generally speaking, a greater level of rigor is used throughout the survey, analysis and reporting work for this level of audit. The services included are as follows: a. In-depth field survey of buildings and all energy consuming equipment with focus on energy end -uses. b. Thorough review of occupancy and usage schedules c. identification of and payback analysis on measures that reduce energy usage while staying within budgetary and operational constraints. d. Identification of potential major capital -intensive improvements (typically require additional future data collection / analysis). e. Report will include analysis of the impact that changes may have to maintenance and operations. 2. Professional Fees: The fees for the above described services are proposed as the following: a. Level II Energy Audit: Twelve Thousand Five Hundred Dollars ($12,500.00) for our portion of the work plus any reimbursable expenses attributed to the project. Additional services that you may request will be provided on an hourly basis, utilizing the following hourly rates: Principal Engineer $120 Project Engineer $90 Design Engineer $80 Senior Designer $65 Designer $50 Administration $40 3. Additional Clauses: a. Changes in scope or price 1. Changes, modifications, or amendments in scope, price or fees to this contract shall not be allowed without a prior formal contract amendment approved by the Mayor and the City Council in advance of the change in scope, cost or fees. b. Freedom of Information Act i. City contracts and documents prepared while performing city contractual work are subject to the Arkansas Freedom of Information Act. If a Freedom of Information Act request is presented to the City of Fayetteville, Engineering Elements will do everything possible to provide the documents in a prompt and timely manner as prescribed in the Arkansas Freedom of Information Act (A.C.A. Section 25-19- 101 et.seq.) Only legally authorized photocopying costs pursuant to the FOIA shall be assessed for this compliance." c. Jurisdiction i.
