A RESOLUTION TO AUTHORIZE NEGOTIATIONS WITH AMANO
MCGANN FOR THE LEASE/PURCHASE OF UP TO 19 ELECTRONIC PAY
STATIONS AND 3 GATED PARKING LOT SYSTEMS WITH DIGITAL PAY
STATIONS AND OTHER EQUIPMENT NEEDED IF THE CITY COUNCIL
APPROVES PAID PARKING LOTS AND ON -STREET PARKING SPACES
IN THE ENTERTAINMENT DISTRICT PARKING ZONE
WHEREAS, if the City Council desires to institute a paid parking lot and paid on -street
parking program for the Entertainment District Parking Zone, City Staff has recommended using
software, 19 electronic pay stations and 3 Gated Parking Lot Systems with Digital Pay Stations
sold by Amano McGann; and
WHEREAS, since the list price of such equipment is $841,000.00, staff would like the
authority to use its parking consultant to negotiate with Amano McGann in an attempt to bring
the best possible contract price to the City Council for its consideration and decision.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby authorizes
negotiations with Amano McGann for needed parking equipment contingent upon passage by the
City Council of the ordinances instituting paid parking lots and paid on -street parking in the
Entertainment District Parking Zone, and authorizes the use of its parking consultant in such
negotiations with the express condition that the City Council shall make the final decision on any
proposed lease or contract and will carefully consider whether sufficient grounds exist to waive
competitive bidding for such a large contract.

Subject: A Resolution to Recommend that City Staff in Conjunction with The Parking Consultants, Inc.
Begin Negotiating Equipment Pricing for the Entertainment District Parking Program
PROPOSAL:
This resolution gives City Council support for City staff to begin negotiating equipment pricing for the
Entertainment District Parking Program. This negotiation process will be led by The Parking Consultants, Inc.
whom the City hired to provide parking planning services for this project. Staff requests our consultant to
negotiate equipment pricing not to exceed the retail price of $841,000.00, and in fact, our goal is to achieve a
substantial discount on this purchase.
RECOMMENDATION:
In January of this year, the City contracted with The Parking Consultants, Inc. to provide professional parking
planning services for the new pay parking program in the Entertainment District. Chris Pecoraro is our project
manager and has brought forth many new and innovative ideas for our overall plan. He has provided
professional parking planning services nationwide and has implemented new parking programs in
Entertainment Districts like Fayetteville.
One of the services he provides expertise and experience is in negotiating pricing with equipment suppliers.

BUDGET IMPACT:
The purchase of this equipment will be accomplished through a lease option with Noreast Capital Corporation.
The equipment will be leased on a 60 -month term for an amount not to exceed retail pricing of $841,000.00.
The City will have the option to payoff the lease earlier with no early payment penalty.
Based on the final purchase price, the following table shows our monthly lease payment and payoff amount:
