A RESOLUTION AUTHORIZING ACCEPTANCE OF A NON-MATCHING
ARKANSAS STATE POLICE TRUNKING RADIO SYSTEM GENERAL
IMPROVEMENT GRANT IN THE AMOUNT OF $36,000.00 FOR THE
PURCHASE OF EIGHT (8) PORTABLE RADIOS, AND APPROVING A
BUDGET ADJUSTMENT
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby authorizes
acceptance of a non-matching Arkansas State Police Trunking Radio System General
Improvement Grant in the amount of $36,000.00 for the purchase of eight (8) portable radios.
Section 2: That the City Council of the City of Fayetteville, Arkansas hereby approves a
budget adjustment, a copy of which is attached as Exhibit "A," recognizing the revenue.

Subject: 2010 Arkansas State Police Trunking Radio System Grant Award and Budget Adjustment
PROPOSAL:
The Arkansas State Police Trunking Radio System grant award will be used by the 4th Judicial District
Drug Task Force to purchase eight (8) portable radios that are compatible with the City's current radio system
and designed to work with the new ASTRO 25 LE simulcast radio system. When the City of Fayetteville
completes the build out of the new simulcast radio system, the Task Force will be equipped to join the Arkansas
Wireless Information Network (AWIN) and increase radio communication ability throughout Washington and
Madison Counties as well as other parts of the State.
RECOMMENDATION:
Staff recommends acceptance of the 2010 ASP Trunking Radio System Grant award and approval of a
budget adjustment in the amount of $36,000.00.for the replacement of eight (8) portable radios to be used by the
4th Judicial District Drug Task Force. If you should have any comments or question regarding this grant

MEMORANDUM OF UNDERSTANDING
In accordance with Act 1443 of the 2009 session of the Arkansas 87th General Assembly
the Arkansas State Police was charged with the responsibility of disbursing moneys from
the Trunking Radio System Fund.
Pursuant to the foregoing authority, the Arkansas State Police has established the
Trunking Radio System Committee to award funds, which in the Committee's opinion,
will best facilitate communication capabilities, enhancements, and equipment upgrades
including the implementation of a Trunking Radio System.
In accordance with the foregoing a joint agreement between the Arkansas State Police
and the Fayetteville Police Department is entered for a period of July 1, 2010 through
March 31, 2011.
The recipient of the awarded funds agrees to maintain records and receipts for items
purchased with the grant funds and will furnish copies of all receipts to the Arkansas
State Police by the 10th day of the month following the expenditure.
Any modification or changes above 10% to the grantee's approved budget must be
authorized by the Arkansas State Police before expenditures for the changes can be made.
Any awarded funds not expended during the period set out in the preceding paragraph
and in accordance with grantee's budget or approved changes shall be refunded to the
Arkansas State Police by 4:30 p.m. March 31' 2011.
The awarded funds are subject to audit by the Arkansas State Police and/or the
Department of Legislative Audit. Misuse of these funds will result in the Fayetteville
Police Department reimbursing the Arkansas State Police for the funds awarded.
The following items will NOT be considered for funding and any funds awarded should
not be used for these items:
■ Salaries, over time, fringe benefits related to salaries
■ Contractual services, and travel related expenditures
■ Electronic Immobilization Devices
■ Drug Court Programs
■ Real Estate
■ Vessel or Aircraft
■ Construction Projects
■ Buy Money
This MOU shall remain in full force and effect beginning on the date of signature and
continuing for the duration of the current agreement period.
