A RESOLUTION AUTHORIZING PAYMENT TO THE ARKANSAS STATE
HIGHWAY AND TRANSPORTATION DEPARTMENT IN THE AMOUNT
OF $980,906.00 FOR A PORTION OF THE CITY'S FIFTY PERCENT (50%)
SHARE OF IMPROVEMENTS TO STATE HIGHWAY 16 FROM
ARMSTRONG AVENUE TO STONEBRIDGE ROAD
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas hereby authorizes
payment to the Arkansas State Highway and Transportation Depai lment of $980,906.00 for a
portion of the City's fifty percent (50%) share of improvements to State Highway 16 from
Armstrong Avenue to Stonebridge Road.

Subject: A Resolution Approving a Payment to the Arkansas State Highway and Transportation
Department for a portion of the City's Share of Improvements to Highway 16, from Armstrong
Avenue to Stonebridge Road.
PROPOSAL
Improvements to Highway 16 are included in the City's Transportation Bond Program. Design and
construction of the project is being managed by the Arkansas Highway and Transportation Department
(AHTD). Earlier this year, the City Council amended the project limits in order to keep the project within the
budget of $10 million. This $10 million project cost will be shared equally by the City and AHTD.
Since that time, AHTD has been moving forward with completion of the design in preparation for right of way
acquisition and utility relocation. As indicated in the attached letter, AHTD is requesting payment of the City's
share of preliminary engineering to date, along with estimated right of way and utility costs. The total of these
items, as estimated by AHTD, is $1,961,812. Therefore, AHTD is requesting payment in the amount of
$980,906, representing the City's 50% share of these project activities.
RECOMMENDATION
Staff recommends approval of this payment to the Arkansas Highway Transportation Department. In addition,
the Street Committee reviewed this item at the October 26, 2010 Street Committee and voted unanimously to
recommend approval to by the City Council.
BUDGET IMPACT
The Transportation Bond Program includes funding in the amount of $5 million for this project. This payment
will be made from these funds.

Reference is made to the City's commitment of $5.0 million toward the cost of the subject project.
As you are aware, the Depaitntent is proceeding with development of the project between Armstrong
Avenue and Stonebridge Road including right-of-way acquisition and utility adjustments. It is
requested that the City forward 50% of the preliminary engineering costs to date and of the estimated
right-of-way and utility costs. These project costs to date are $1,961,812.00 of which the City's
share is $980,906.00. Therefore, please forward a check (made payable to the Arkansas State
Highway and Transportation Department) in the amount of $980,906.00. The City's remaining share
of project costs will be requested prior to contract award.
