That the City Council of the City of Fayetteville, Arkansas hereby approves Contract Amendment #2, a copy of which is attached as Exhibit "A," to the contract with McClelland Consulting Engineers in the amount of $32,036.33 for final design services for Mount Sequoyah pressure plane improvements associated with the Canterbury water tank, including water pump station and off-site water line extensions. Section 2. That the City Council of the City of Fayetteville, Arkansas maintains a project contingency of $20,000.00. PASSED and APPROVED this 16th day of November, 2010. FAYETTEVILLE, ARKANSAS For The MOUNT SEQUOYAH PRESSURE PLANE IMPROVEMENTS PROJECT October 20, 2010 The October 5, 2004 Agreement between the CITY OF FAYETTEVILLE and McCLELLAND CONSULTING ENGINEERS, INC. is hereby amended to provide for engineering services during portions of the construction phases, to include site work and water main construction under Contract Section I, the Canterbury Tank, and general construction administration assistance; engineering coordination services between water main plans for Contract Section II, part of which were developed by McClelland Consulting Engineers, Inc, and part of which were developed by Jorgenson & Associates; and adjustments to current billing rates. The total estimated compensation for the previously approved engineering services and these additional services will be adjusted from $171,600 to $203,636.33, as further defined in Appendix A and B to this Amendment No. 2. All other provisions, covenants, recitals, terms and conditions of the Agreement, which are not expressly amended herein, shall remain in full force and effect. RECOMMENDATION Staff recommends approval of Amendment 2 to the engineering services agreement with McClelland Consulting Engineers for $32,036.33, for final design services for Mt. Sequoyah Pressure Plane Improvements associated with the Canterbury Water Tank including water pump station and off site water line extensions, and approval to maintain the previously approved $20,000 contingency. BACKGROUND The original design contract was awarded to McClelland Consulting Engineers in October, 2004 to evaluate and design the water storage tank and related piping and pump stations in the Mt. Sequoyah water pressure plane. Amendment No. 1 was approved in November, 2008 for the final design of the water tank site and bidding services. The contract did not include construction phase services. DISCUSSION This amendment covers construction phase services to oversee the construction of the foundation for the water tank. All other construction phases will be inspected by city staff. This amendment also covers the final design services of the Stone Mountain water pump station that will be necessary for the water project. City staff evaluated several pump station options before selection surface mounted vertical turbine pumps. The preliminary design utilized a lower cost, higher maintenance multi -stage centrifugal pump. This evaluation will save funds in both operation and maintenance costs, but requires more engineering evaluation than was budgeted for in the initial engineering contract. BUDGET IMPACT There is currently $77,631.33 in the project budget before this change order is executed.
