Garland was acquired with Community Development Block Grant (CDBG) funds. This property is a part of the CDBG Public Facility Lease Program. Properties acquired with CDBG funds are made available through an application process to non -profits that provide services to low/mod residents in the City of Fayetteville. The building is currently not leased, but will be available for lease once improvements are made. Each bidder will be responsible for a complete inspection of the property at the project location before submitting bid. All the distances, measurements, procedures, and listed materials should be verified before submitting your bid to complete the work. The requirements listed here, in the description of work, are general requirements and it will be the responsibility of the winning bidder to assure the City of Fayetteville that the finished project is in compliance with all applicable codes and standards and achieves the goal of raising the efficiency of the building. The contractor's duties and responsibilities include, but are not limited to, the following: 1) Purchasing of all materials. 2) Supervision of all employees and subcontractors. 3) Coordination with the City of Fayetteville Housing Manager, the City of Fayetteville Code Compliance Office and owners. 4) Project design. 5) Clean up and restoration of all lawns, planters, walking and driving surfaces to their original condition. 6) Keep job site safe for others and practice safe working practices as required. SPECIFICS: A: ELECTRICAL A - 1 Remove all outdoor light fixtures and replace with new ones. The bulbs should be energy efficient compact fluorescent light bulbs (CFL's) They should be rated for outdoor use. B: EXTERIOR DOORS B - 1 Remove all exterior doors B - 2 Install new exterior doors with commercial grade metal exterior doors. The doors should be double bored. They should be the same size as the doors they replaced. B - 3 Install new commercial door handles and deadbolt locks. B - 4 Install new peepholes for security B - 5 Repair any exterior siding that may be effected. C : UTILITY ROOM CEILING C - 1 Tear out ceiling. (Some ceiling tiles are already falling down) C - 2 Install a new drywall ceiling. C - 3 Trim around the wall where the new drywall meets the wall to provide a finished look. D: HANDICAP RAMP D - 1 Remove old handicap ramp. D - 2 Install a new ramp. The new ramp should comply with the Americans with Disabilities Act. (ADA) A website with full guidelines for the construction can be found at www.ada.gov Special attention should be given to the amount of slope, railings, and size of the ramp. When obtaining a permit for the ramp, plans for it must be submitted to Building Safety for approval. Questions about ADA codes for the ramp can also be answered by Building Safety at 479-575-8233 E: BATHROOM REPAIRS E - 1 Remove all three tubs, and or tub/shower units and faucets E - 2 Cap off all drains and faucet water supplies E - 3 Drywall all walls once the tubs and the surrounds are removed E - 4 Add flooring to patch the floor with new commercial vinyl flooring. (The rest of the floor is to have the flooring replaced under a different set of Specs that have all ready been awarded to a bidder. Coordinate with him to have the floor match.) F: TRIM AND PAINT F - 1 Trim all added exterior doors. Add trim or baseboard against any areas that were drywalled that will match the trim in the room. F - 2 Paint all exterior doors that have been added. F - 3 Paint all newly added trim and drywalled areas. G: METAL ROOF G - 1 Install a new metal roof over the existing shingle roof. The metal roof should be 29 gauge or heavier. The color requested is gray. G - 2 Add all necessary trim and ensure that all vents and pipes coming out of the roof are sufficiently sealed to prevent water leaks into the attic. Roof should drain into the existing gutters when completed. H: CLEANUP H - 1 All new, used, and excess construction materials that relate to the job or a change order(s) belongs to the contractor and can be removed from the property by the contractor as needed during the project and shall be removed at completion. H - 2 All trash shall be hauled off by contractor and preferably recycled if possible. H - 3 All affected areas shall be left broom clean. I: OTHER I - 1 All work or materials which are not directly noted in the Scope of Work and Specifics, but are necessary for the proper carrying out of the obvious intentions thereof, are to be understood as implied work and will be provided for by the contractor as if specifically described or drawn. I - 2 All work shall be performed in a workmanlike manner according to common construction practices, according to the specifications set forth in the Community Services Program's General Specification Manual, and with adherence to city, state, and national codes. I - 3 Any damage to the dwelling or property caused by the contractor, his/her worker(s) or delivery person, and/or their vehicles during the project shall be repaired to like new conditions. I - 4 Where applicable, all plumbing work shall be performed by a Arkansas State licensed plumbing contractor with adherence to the current Arkansas Plumbing Code.
