RECOMMENDATION: The Maple Street and Lafayette Street Overpasses were constructed over the Frisco Railroad lines in the late1930s and funded by the Works Progress Administration through President Franklin D. Roosevelt's New Deal. These bridges were placed on the National Register of Historic Places in 1995, indicating their historic significance worthy of preservation. However, the bridges have deteriorated over several decades and were damaged in recent years. Because of their deteriorated state and historical significance, the Maple Street and Lafayette Street Overpasses restoration project was included in the 2006 Transportation Bond for street improvements with an anticipated budget of approximately $1 million. In 2009, the City of Fayetteville requested statements of qualifications to provide historic bridge rehabilitation engineering services for the Maple Street and Lafayette Street Overpasses, which resulted in the selection of TranSystems, a nationally reputable firm for excellence in inspection, evaluation, and rehabilitation of historic bridges. The Engineering Division has received the preliminary report of the bridge inspection and is awaiting a final report. The inspection of the bridges totaled $160,000, and the preliminary cost estimates for construction are $594,000 for the Lafayette Street Overpass and up to $472,000 for the Maple Street Overpass. The Development Services Department has been presented with the opportunity to apply for a Transportation Enhancement projects through the Arkansas State Highway and Transportation Department for the rehabilitation of the historic Lafayette Street and Maple Street Overpasses. If approved, the City of Fayetteville will be eligible for Federal -aid reimbursement for up to $500,000. This grant requires an 80:20 cash match. For example, an approved $25,000 project would result in a reimbursement of $20,000. Should the City of Fayetteville be awarded a grant, a Deed of Conservation Easement would be required prior to receiving any grant funds. While the City would still retain ownership of THE CITY OF FAYETTEVILLE, ARKANSAS the property (in this case, the bridges), the easement would ensure protection of the historic characteristics of the property, and the City of Fayetteville would be obligated to refrain from actions that are incompatible with the preservation of and/or historic integrity of the bridges. BUDGET IMPACT: The City will provide a minimum of 20% match of the awarded grant amount. If the requested $500,000 is awarded, the City will be required to provide a minimum of $125,000. The current budgeted amount for the bridge restoration project is approximately $1 million, and the final costs have been estimated at $1,082,129. RESOLUTION NO. P - I pACE 4--LCSA•, CO • row NAV sr.^4 +ir t. t� EXPERIENCE Gaustutrt tIml Lafayette Street Overpass Bridge Feasibility Study March 2010 Prepared for : City of Fayetteville, Arkansas LaFAYETTE STREET OVERPASS 2010 OVER THE ARKANSAS & MISSOURI RAILWAY Executive Summary FAYETTEVILLE, ARKANSAS In September 2009, TranSystems was contracted by the City of Fayetteville to provide a NBIS condition inspection and load rating analysis of the Lafayette Street overpass. The results of the inspection and ratings were then to be used to perform a feasibility study that included rehabilitation recommendations, The bridge condition inspection showed that the bridge overpass structure is not exhibiting any signs of distress due to loading. The deficiencies that were noted were caused by weathering and are not uncommon for bridges of this age. The inspection did find that the retaining wall at east approach has rotated significantly and should be repaired. Our recommendations for rehabilitation include repairing defects on the bridge as well as the retaining wall. The project estimated cost is $778,745. Structure Description and History The Lafayette Street overpass is located 0.47 miles west of the junction between US 71 and Arkansas State Highway 16. The structure is a three -span, reinforced concrete, slab bridge that is positioned in an east -west orientation to provide access across the Arkansas -Missouri Railway. The bridge spans a total of 120'-0" with two outside spans of 36'-6" and one middle span of 45'-0". The Lafayette Street overpass carries both vehicular and pedestrian traffic on a 24'-0" wide roadway with two 4'-0" sidewalks. The overpass provides approximately 21'-6" of vertical clearance for the railway. A General Plan and Elevation is included in Appendix A. The Lafayette Street overpass was originally constructed in 1938 and is currently listed individually on the National Register of Historic Places for its association with the historical development of the City of Fayetteville. The bridge was designed by the Arkansas State Highway Department and constructed by Edward B. Mooney, Inc of Hot Springs, Arkansas. Bridge Condition The Lafayette Street Overpass structure remains in good condition except for the retaining wall in southeast quadrant. The translation at the top of the retaining wall of 13.5" is significant. The retaining wall will likely continue to move causing the nearby approach pavement to settle even more and ultimately the wall to collapse. The superstructure concrete throughout the overpass structure has cracks with efflorescence. This cracking with efflorescence occurs primarily in the area of the sidewalks. Fortunately there are not any signs of rust stains or unsound concrete in or around the cracks in the concrete. Rust stains or unsound concrete would indicate that the reinforcement bars are corroding. It is recommended that the bridge remain on a 24 month inspection cycle. The next condition inspection should be completed by November 2011. The bridge was analyzed for standard H2O and HS20 vehicles along with the Arkansas Posting Vehicles. Since losses were not observed in the primary structural members the "As -Inspected" ratings are the same as the "As -Built". The controlling rating summary is displayed below. The Arkansas Posting vehicles are shown as rating factor values. If the rating factor of the posting vehicle is less than "1" a posting is recommend. The controlling rating shows that all components exceed the rating factor value of "1" therefore weight limit posting signs are not required. The bridge is finished with ornamental metal railings with concrete posts, Lighting fixtures are installed in the posts at the center of the bridge and each end, The bridge rehabilitation should maintain/rehabilitate these character defining elements. Superstructure and substructure repairs should be performed using formed concrete repair methodologies in order to replicate architectural lines. Given the historical nature of this structure, all proposed repairs should be approved by the proper authorities. 1) Repair retaining walk and the affected approach pavement 2) Replace bituminous deck overlay and waterproof membrane 3) Replace expansion joints 4) Replace abutment bearings 5) Repair east and west abutment backwall 6) Replace sidewalk 7) Repair and replace bridge rail.
