HomeMy WebLinkAbout108-10 RESOLUTIONRESOLUTION NO. 108-10 A RESOLUTION EXPRESSING THE WILLINGNESS OF THE CITY OF FAYETTEVILLE TO UTILIZE FEDERAL -AID FUNDS FOR EXPANSION OF VAN ASCHE DRIVE FROM GARLAND AVENUE TO GREGG AVENUE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1. That the City Council of the City of Fayetteville, Arkansas hereby expresses the willingness of the City to utilize federal -aid funds for expansion of Van Asche Drive from Garland Avenue to Gregg Avenue. Section 2. That the Mayor is hereby authorized and directed to execute all appropriate agreements and contracts necessary to expedite the construction of this project with the Arkansas State Highway and Transportation Department. PROPOSAL: Resolution 92-07, approved on May 15, 2007, recognizes Van Asche Drive as one of three projects (along with the Roundabout and Flyover Projects) to be constructed using Federal earmark funds from the 2005 Federal Highway Bill. At the time of passage of this Resolution, the Federal Highway Administration denied the use of federal funds through the earmark for Van Asche since the language in the Highway Bill did not specifically mention Van Asche Drive. This has been rectified with a Technical Correction to the Highway Bill, and Van Asche Drive is now eligible for funding under this earmark. The total estimated cost of construction for this project as conceptualized in the attached drawing is $3.5 million. Right of way, engineering, and construction management costs bring the total estimated project cost to $5.23 million. Federal funding left over after the Roundabout and Flyover Projects will be more fully defined after these projects are let to construction, but the current estimate is that approximately $2 million in federal funding will be available for the Van Asche Project. In order to use the federal funding, an agreement with the Arkansas State Highway and Transportation Department (AHTD) will need to be developed. As has been the case with our other federally funded projects, utilizing federal funds on this project will most likely result in additional time and cost required to receive Federal Highway Administration (FHWA) approvals throughout the project development process. However, the availability of the federal funding will provide the opportunity to complete the project sooner than would be possible otherwise. RECOMMENDATION Staff recommends approval of a resolution that: 1) Affirms the City Council decision to utilize federal aid funds for the Van Asche Drive Project. THE CITY OF FAYETTEVILLE, ARKANSAA 2) Authorizes the Mayor to sign an Agreement with the Arkansas State Highway and Transportation Department The Street Committee reviewed this proposal at the May 26, 2010 Street Committee, and voted to recommend approval of this resolution. BUDGET IMPACT: There is no cost associated with this request at this time. Any utilization of federal funds will require a 20% match from the Transportation Bond Program. RESOLUTION NO. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF 'fHE CITY OF FAYETTEVILLE, ARKANSAS: Section I: That the City Council of the City of Fayetteville, Arkansas hereby approves the three options (shown below) recommended within the Master Plan by Carter & Burgess for the Fayetteville Expressway Economic Development Corridor and further studied and recommended by the Aldermen Street Committee during its meeting of March 30, 2007: A. FULBRIGHT EXPRESSWAY/COLLEGE AVENUE INTERCHANGE: Construction of a grade separated flyover for northbound on College access westbound land on Fulbright Expressway including a connection to Mall Avenue; estimated cost is $3.8 million. B. GREGG STREET INTERCHANGE: Construction of an additional off -ramp lanc at North Hills Boulevard and the replacement of the existing four-way intersection of Futrall and North I-Iills with a traffic circle; estimated cost is $1.5 million. C. WESTERN STUDY AREA: Construction of one-half (two lanes) of Van Ache Boulevard from Gregg Street to Garland Avenue (AR Hwy. 112); estimated cost is $4.0 million.
