HomeMy WebLinkAbout06-10 RESOLUTIONRESOLUTION NO. 06-10 A RESOLUTION AUTHORIZING THE MAYOR TO APPLY TO THE ARKANSAS DEPARTMENT OF PARKS AND TOURISM FOR A GENERAL IMPROVEMENT FUND GRANT IN TI -IE AMOUNT OF $160,000.00 FOR IMPROVEMENTS TO BRYCE DAVIS PARK WHEREAS, the City of Fayetteville recognizes the need to provide public recreation facilities for its citizens and visitors; and WHEREAS, the City wishes to apply for general improvement funds through the Arkansas Department of Parks and Tourism to provide programs, maintain, or fund improvements at Bryce Davis Park; and WHEREAS, the Mayor and City Council understand that if granted funds for park development, the City must account for fund expenditures and complete the project prior to June 30, 2011; and WHEREAS, the City of Fayetteville will sign a contract agreeing to provide necessary resources to maintain Bryce Davis Park and its facilities for a period of fifteen (15) years; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1. That the City Council of the City of Fayetteville, Arkansas hereby authorizes the Mayor to submit an application for a general improvement fund grant in the amount of $160,000.00 to the Arkansas Department of Parks and Tourism for improvements Bryce Davis Park. From: Alison Jumper, Park Planner 6f) Date: December 7, 2009 Subject: Resolution to apply for General Improvement Funds grant PROPOSAL: The 87°i General Assembly passed acts making General Improvement Funds available for certain park and recreation projects. Act 893 targets communities and appropriates $160,000 to the Arkansas Department of Parks and Tourism to be payable from the General Improvement Fund or its successor fund or fund accounts for grants for the construction, renovation, maintenance and purchase of equipment for parks and recreation facilites. Bryce Davis Park master plan was approved and chosen by Parks and Recreation Advisory Board on July 6'1' to be the project for the Arkansas Parks and Tourism Outdoor Recreation Grant application; however this project was not selected to be funded by the Arkansas Parks and Tourism. Park improvements are being made in phases as funding allows with a restroom currently under construction. The next phase will include the addition of dog park with a pavilion, walking paths, drinking fountain and tree plantings. Procter and Gamble donated $30,000 towards the development of the dog park and construction is anticipated to begin in early 2010. A future phase of the park will include the addition of a parking lot, large pavilion, vegetated labyrinth, walking paths, fishing pier and picnic areas. The grant application must include detailed budgets, location map, photographs of the site and additional support material such as plans, specifications and bid documents. RECOMMENDATION: Parks and Recreation requests City Council approval of a resolution to authorize the City to apply for $160,000 from the General Improvement Funds through the Arkansas Parks and Tourism Outdoor Recreation Grants Program for the development of Bryce Davis Park. THE CITY OF FAYETTEVILLE, ARKANSAS BUDGET IMPACT: This grant application is for $160,000 and does not require matching funds; however funding is available in the project to supplement the improvements. There are no additonal requirements of the grant. Currently, Bryce Davis park project has $395,000 budgeted for 2009 and 850,000 is being requested in the 2010. The restroom is currently under construction with a contract amount of $175,584 with a balance of $211,592 in the project for future improvements. Addtionally, $30,000 has been donated by Procter and Gamble for the dog park and two pavilions have been donated by Ozark Natural Foods for the park at an estimated value of $75,000. Attached is an application for those of you that wish to apply for this funding. Act 893 is targeted at communities. Act 1149 is targeted at cities and counties. And, Act 1084 is targeted at golf facilities. If you choose to apply for these funds, please specify in item D, of the attached application which project line item(s) will be requested from which Act. There are no requirements for a local match for these funds. I am certain competition will be intense for these limited funds. Please keep your project descriptions brief and to the point. Enclosure VV � Bryan Kellar, Director Outdoor Recreation Grants Program Requests for Proposals for Funds Made Available by the 87th Arkansas Legislature through the General Improvement Fund The Arkansas Department of Parks and Tourism's Outdoor Recreation Grants Program Section is soliciting written funding request proposals for funds made available by the 87"' Session Arkansas Legislature's General Improvement Fund. Funds may be requested by Arkansas cities of the first and second class or counties for the purposes enumerated below. These funds will be granted and require no matching share, although can be used for matching purposes for other state and/or federal grants. Available funds may be granted to one or more grantees. Request proposals for funds will be evaluated and funding recommendations will be made by the Outdoor Recreation Grants Advisory Committee. Recommendations will be submitted to the Executive Director of the Arkansas Department of Parks and Tourism for approval. Announce- ments of grant awards will be made by letter and by a general statewide news release. Warrants for approved projects will be mailed immediately following the announcements of grant awards. Unsuccessful proposal applicants will be notified immediately following the announcements of grant awards by the Arkansas Department of Parks and Tourism's Outdoor Recreation Grants Program Section. Request proposals for funds must include: 1. Proposals must be in the Arkansas Department of Parks and Tourism's Office Friday Janu- ary 22, 2010, 5:00 p.m. 2. A city map locating proposed project site must be attached to the proposal. 3. Photographs of the proposed project site and other support material will be helpful to assist the Outdoor Recreation Grants Advisory Committee 4. If project is in an existing park, attach a site development plan to the proposal. 5. Proposals will be evaluated by the Outdoor Recreation Grants Advisory Committee based on brief but thorough answers to the questions on the following forms and any additional informa- tion you provide to support your request. Grantees will be required to complete a General Improvement Fund Expenditure Report and sign it certifying the accurate expenditure of funds. The expenditure report is due to the Department of Parks and Tourism within 10 working days after the end of each calendar year. A final expendi- ture report is due 30 days after the final expenditure is made. Act 893 Section 1.
