SMITH, City Clerk/Treasurer City Council Meeting of April 21, 2009 Agenda Item Number CITY COUNCIL AGENDA MEMO To: Mayor Lioneld Jordan and City Council Thru: Don Marr, Chief of Staff Connie Edmonston, Parks and Recreation Director Chris Brown, Interim City Engineer From: Carole Jones, Park Planner Date: April 6, 2009 RE: Resolution to apply for EPA Re fon 6 Wetland Program Development Grant RECOMMENDATION Parks and Recreation and Engineering staff are seeking City Council approval of a resolution to authorize the City to apply lot $250,000 from the EPA Region 6 Wetland Program Development Grant program for a stream restoration project through Swectbriar Park and surrounding areas. BACKGROUND Swectbriar Park contains 4.05 acres and is located at 2645 I. Swectbriar Drive. The park is situated in the northeast quadrant of town cast of Old Missouri (toad and south of Joyce Boulevard. Niokaska Creek, a tributary to Mud Creek, Flows through Sweetbriar Park. The creek is located within the Illinois River Watershed. The creek sections are incised and have several banks eroding into the park land and surrounding residential yards which have resulted in vertical eut-banks. These banks contribute excessive sediment to the streams through lateral erosion. Bank erosion presents a safety concern and leads to a lack of riparian canopy. Restoration is necessary to stabilize the creek and prevent further erosion. DISCUSSION Mc EPA Region 6 Wetland Program Development Grant is an annual grant, not a one-time stimulus grant. The grant is for protects promoting research, training, demonstrations, and surveys relating to the causes, effects, extent, prevention, reduction, and elimination of water pollution. The proposed stream restoration project at Sweetbriar Park qualifies for this grant money. The maximum grant amount is $250,000. The application deadline is April 30, 2009. The Watershed Conservation Resource Center is assisting City staff in the preparation of the grant application. 11'the grant is awarded, City Council approval will be required. BUDGET IMPACT this grant application is for up to $250,000. The EPA Region 6 Wetland Program Development Grant is a 25/75 Matching Grant. The current project estimate is $268,000 which would result in a City match of $67,000. This project is funded with sales tax funds. The total project cost is Not to Exceed $67,000. The total amount of federal funding available under this announcement is approximately $1,479,431 depending on Agency funding levels and other applicable considerations. It is anticipated that approximately 8 to 11 awards will be made under this announcement. Awards will likely range from $25,000 to $250,000 in federal funds. EPA Region 6 is composed of Arkansas, Louisiana, New Mexico, Oklahoma and Texas.
