A RESOLUTION TO THANK HERSHEY AND DENISE
GARNER AND TO ACCEPT THEIR DONATED
SCULPTURED BRONZE MANHOLE COVER FOR A STORM
SEWER AT THE BLAIR LIBRARY
WHEREAS, the Fayetteville Arts Council has recommended that the City Council
accept a sculptured bronze manhole cover donated by Hershey and Denise Garner to be placed
over a storm sewer on the Fayetteville Blair Library's sidewalk; and
WHEREAS, this sculpture continues the motif of the World Peace Prayer Fountain in
front of the Fayetteville Town Center and is similar to the existing sculptured bronze manhole
cover near the front of the Town Center Plaza; and
WHEREAS, this sculpture is appropriate and proper for the sidewalk on the Blair
Library's right of way.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby expresses
its gratitude to Hershey and Denise Gamer for offering to donate a sculptured bronze manhole
cover and accepts such donation.
Section 2: That the City Council of the City of Fayetteville, Arkansas hereby finds it is
appropriate and proper to place the donated sculptured bronze manhole cover over the storm
sewer manhole on the property of the Fayetteville Blair Library.
PASSED and APPROVED this 21st day of April, 2009.

RECOMMENDATION
Approval of a resolution to accept a donated bronze sculpture manhole cover at the Blair
Library according to the Fayetteville Arts Council Policy.
BACKGROUND
Hershey and Denise Garner requested for the Fayetteville Arts Council to accept a
donated bronze sculpture manhole cover designed by Hank Kaminsky to be installed in
front of the Blair Library in the sidewalk. (See attached location map.) Louise Schaper,
Executive Director of the Fayetteville Public Library endorsed the project and stated in
her memo, "Hank Kaminsky's manhole work will bring our own lauded sculptor to grace
the sidewalk in front of Blair Library and will link the library to the peace fountain at the
Town Center."
The bronze sculpture manhole would replace the storm sewer cover which is located in
the right of way on the library's sidewalk. There is currently a similar manhole cover
designed by Hank Kaminsky located in front of Tiny Tim's Pizza on the Downtown
Square. The Engineering and Transportation Divisions, as well as the City Attorney,
have reviewed and approved this project.
DISCUSSION
The Fayetteville Arts Council approved the donated bronze sculpture at their April 1,
2009 monthly meeting. According to the Arts Council Policy, the Arts Council is to
submit approved donated public art, monument and memorial projects to the City
Council for final approval. This is the second project to be reviewed by the Arts Council.
BUDGET IMPACT
There will not be any budget impact for this project. In the event the bronze manhole is
vandalized and/or stolen, the manhole will be replaced with a standarded cover.

RECOMMENDATION
Approval of a resolution accepting a monument of a storm sewer lid, created by Hank
Kaminsky.
BACKGROUND
The Fayetteville Arts Council is recommending the City of Fayetteville accept this
monument which is a storm sewer lid, created by Hank Kaminsky and donated by
Hershey and Denise Garner, to be placed on the sidewalk in front of the Blair Library,
and which is in accordance to the mandate of the Fayetteville Arts Council to promote
and encourage the appreciation and enhancement of the arts and culture resources of
Fayetteville. The design is a later version of the storm sewer lid in the sidewalk in front
of Tim's Pizza on the Fayetteville Square. The required forms have been submitted and
the City's Attorney has approved the structure as a monument.
DISCUSSION
Hershey and Denise Garner have purchased the monument of a storm sewer lid from
Hank Kaminsky, a Fayetteville artist of considerable reputation, and wish to donate the
monument to the City of Fayetteville with no further obligation to the city or the library.
Flank Kaminsky owns the copyrights to the monument.
BUDGET IMPACT
The City of Fayetteville will incur no cost to purchase this monument. It is our
understanding that if the monument is stolen or damaged, the City of Fayetteville will not
replace it to its existing state, but will replace the monument with a standard storm sewer
lid.

Throughout the development and design of the Fayetteville Public Library, we envisioned
the new building as a place for the display of public art in its myriad forms. Now the
Blair Library hosts rotating displays of art by both children and adults and is the proud
home of Undine, a major work by Anita Huffington. Further, art is the topic of numerous
workshops and events In short, FPL embraces art not only for the joy it evokes in the
viewer but also because it strengthens the library as a destination and supports
Fayetteville's moniker as the Athens of the Ozarks.
Hank Kaminsky's manhole work will bring our own lauded sculptor to grace the
sidewalk in front of Blair Library and will link the library to the peace fountain at the
Town Center. We believe this work will be enjoyed by all who visit the library -
especially now that the Blair Library and the new KUAF building will be adjacent. His
theme of peace is universal, appropriate, and will generate much interest and foot traffic.
It will be a joy for all to view and experience Hank's work.

My earliest work and educational experience is in the field of science and particularly
electronics. I have worked as a test engineer at Hazeltine Electronics, American Bosch Arma Corp.
and at S&M Products Corp. in N.Y.C. (where I helped design a golf playing machine). My interest in
the technology of art is reflected in my work at the Cooper Union in NYC (where I was employed as
the facilities manager for the sculpture and architecture technical studios from 1967-1970) and
before that at Queens College where I served as ceramics technician while a student there. I
operated a bronze foundry in my home and on one of my two European trips Since 1971 I have
been working with a technique I call "Sand -Matrix Design." An example of this technique can be
seen in the sculpture "Miracle of the Double Helix" which I installed in 1997 in Little Rock at the
University of Arkansas for Medical Sciences and more recently the World Peace Prayer fountain
sculpture as mentioned below.
I put myself through art school in Philadelphia by operating a service for sculptors. I have
helped to form several organizations including the Brooklyn Free Press (a printing shop in New
York), the "Museum -A Project of Living Artists," (a very Targe cooperative gallery in New York in the
late 60's), The Eureka Brotherhood Cooperative and The Eureka Springs Guild of Artists and
Craftspeople, both in Eureka Springs, AR. I was a founding member and first Vice President of the
Artists of Northwest Arkansas.
My business experience includes The Great Eureka Forgery (research and marketing of
sandcast metals), A Show of Hands, Inc. (a crafts gallery in Eureka Springs, AR) and the Kaminsky
Limited Partnership (a gold and gemstone business) in the late 70's. From 1992 to 2001 my wife
and I operated a community Art School in Fayetteville AR called "The Art Experience" which also
housed her art therapy and counseling office, my sculpture studio and the sculpture services
business.
In 2001 1 moved my studio to a new, much larger building, which I call "The Village
Sculptor." In this 6000 square foot studio the World Peace Prayer fountain was produced. This
spherical bronze fountain is covered with the words "May Peace prevail on Earth" and sits at the
Town Center in Fayetteville, Arkansas. It was completed and installed on New Years Eve 2002. The
studio now serves as a facility capable of both large and small productions. In 2004 1 completed a
large scale fountain sculpture project for the Washington Regional Hospital in Fayetteville, AR.
Then followed a 2 year period concentrating on personal works intended for gallery exhibition.
I am currently working on a variety of proposals including one for the corporate community called
"The Sculpture of Corporate Citizenship" This work incorporates words and images that deal with
corporate ethics. I have been awarded a commission by the city of Newport Beach CA for a
sculpture for their centenary celebration
