HomeMy WebLinkAbout77-09 RESOLUTIONRESOLUTION NO. 77-09 A RESOLUTION TO LIMIT ON A TRIAL BASIS NEWSPAPER PUBLISHING TO PRIMARILY LEGALLY REQUIRED ITEMS WHEREAS, the City of Fayetteville has been publishing many items such as City Council and Planning Commission Agendas which are not legally required to be published; and WHEREAS, because of the national recession, city revenues are falling below budget forecasts; and WHEREAS, reducing publication costs during this period of reducing revenues could help preserve city funds for other vital needs; and WHEREAS, the City of Fayetteville utilizes numerous other media to publicize agendas and other items including the City's website, Government Channel, City Clerk's FOI notification list, cable cast agenda meetings, news releases, etc. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1: That the City Council of the City of Fayetteville, Arkansas hereby requests that the City on a trial basis primarily publish those notices and ordinances required to be published by state law as noted on the attached potential savings sheet that any necessary changes in the Fayetteville Code including the Unified Development Code that require additional publication be presented to the City Council to be amended to remove such non -statutorily required publication. Section 2: That the City Council of the City of Fayetteville, Arkansas hereby determines that this policy shall be revisited six months from this date to determine the cost savings and the effectiveness of other notification means. The planning office would eliminate the agenda advertising, but they would still be required to advertise any zoning changes, UDC amendments, BOA agendas, PZDs, and annexations. They also would still post signs on site and send letters to the adjacent property owners. The public notice costs shown would be reduced about 90% of current expenditures. As you can see, as the amount of development has dwindled so has the amount of public notices. Solid Waste currently advertises in both newspapers. These ads are for notification of the holiday schedules, and they run the•ads for six days in advance of the nine holidays. I recommend they cut the number of days to three instead of six. As another possible option, they could run an ad only when the regular routes are not run.
