A RESOLUTION APPROVING A BUDGET ADJUSTMENT FOR THE
FAYETTEVILLE POLICE DEPARTMENT IN THE AMOUNT OF
$7,339.00 TO RECOGNIZE GRANT REVENUE FROM THE U S
DEPARTMENT OF JUSTICE'S BULLETPROOF VEST
PARTNERSHIP PROGRAM.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby approves a
budget adjustment for the Fayetteville Police Department in the amount of $7,339.00 to
recognize grant revenue from the U.S. Department of Justice's Bulletproof Vest Partnership
Program.

Re: Recognize Grant Funds from the Bulletproof Vest Partnership Program
Background
The Bulletproof Vest Partnership (BVP), created by the Bulletproof Vest Partnership Grant Act
of 1998 is a unique U.S. Department of Justice initiative designed to provide a critical resource
to state and local law enforcement. The Fayetteville Police Department has previously obtained
grant funding in excess of $60,000 for the purchase of bulletproof vests through this partnership.
The BVP program provides a critical component to the continuing health and welfare of our
Police Officers.
Discussion
The Police Department has $3,139 remaining from the 2005 grant award and $4,200 remaining
from the 2007 grant award for a total unrecognized balance of $7,339. The available grant funds
were previously accepted, however, these funds were not recognized within the City's Project
Accounting System resulting in no budgeted expenses within the 2009 Operating Budget.
Without the approval of the attached budget adjustment, staff can not obtain purchasing approval
for the uses of these grant funds.
The funds in question have the sole purpose of providing body armor vests to our Police
Officers. The body armor vests are planned for new employees and routine replacement of out
of warranty vests. All state-of-the-art body armor is custom made to the exact specifications of
the wearer and can take up to ten weeks for delivery. To ensure all new officers have our
required level of protection, we must remain proactive on our body armor purchases.
Recommendation
Staff recommends approval of the budget adjustment in the amount $7,339 for the recognition of
available grant funds from the U.S. Department of Justice's Bulletproof Vest Partnership
Program.
Budget Impact
These grant funds provide a reimbursement of 50% of expenses associated with the purchase of
bulletproof vests for our Police Officers. The matching funds for this grant is included in the
2009 budget.
