That the City Council of the City of Fayetteville, Arkansas hereby awards Bid #09-52 and approves the purchase of seven (7) backup power generators from United Engines, LLC in the amount of $113,954.00 for use at wastewater lift stations. Section 2. That the City Council of the City of Fayetteville, Arkansas hereby amends the 2009 city budget by approving a budget adjustment, a copy of which is attached to this Resolution and incorporated herein as if set out word for word, in the amount of $113,954.00. Project or Item Deleted/Reduced: Move monies from Wastewater Treatment Plant (WWTP) equipment maintenance to fixed assets. Also to move monies from one account number to another with in the lift station maintenance project to cover all expenditures for the generators. Justification of this Increase: Increase is due to purchase of seven backup power generators for wastewater lift stations. The City's latest National Pollution Prevention Discharge (NPDES) permits require backup power to wastewater facilities including lift stations. Generators have been provided to all plants and all components of the WSIP project. This increase provides funding for lift stations that were not part of the WSIP. Justification of this Decrease: WWTP equipment replacement is, at the moment, a lower priority than installing the backup power generators. Sufficient funding remains in the WWTP equipment project to meet annual project objectives. RECOMMENDATION Staff recommends approval of the purchase of seven backup power generators for wastewater lift stations from United Engines, LLC. for $104,305.64, plus tax of $9,648.27, and approval of a budget adjustment of $113,954. BACKGROUND The City's latest National Pollution Prevention Discharge (NPDES) permits require backup power to wastewater facilities. Generators have been provided to all plants and all components of the WSIP; as funds are available we have gradually added generators to achieve the mandate of having 100% of our lift stations equipped with backup power. DISCUSSION Generators were planned as part of the wastewater operations capital budget. United Engines LLC was the lowest bidder that met specifications at the August 25, 2009 bid opening This purchase of seven additional generators would use the same prices from the initial bid. OMI will be responsible for the installation of the generators, which operate on natural gas. These generators bring the City closer to 100% compliance with our NPDES permit requirements, and significantly reduce the risk of sewer overflows due to power outages. The generators also reduce the necessity and frequency of employee trips to lift stations during inclement weather, thereby improving employee safety on the job. The SCADA system will continue to alert staff to issues at lift stations so any unforeseen occurrence that can not be handled remotely and with the generator will be addressed in a timely manner. Power outages at eight lift stations during the January 2009 ice storm resulted in 467,400 gallons of sewage overflow, which was reported to ADEQ as required. The lift stations that will receive these generators are prioritized based on factors including the volume pumped by the lift station, proximity to a residence, and other risk factors. If this purchase is approved, 30 of 38 lift stations will have backup power. BUDGET IMPACT Funds are available within the Wastewater Treatment program. $10,382 is available in the Lift Station Maintenance and Replacement project budget. A budget adjustment of $103,572 is attached moving funds from the WWTP Equipment Maintenance and Replacement project to the Lift Station project.
