BACKGROUND There are four public parking lots in the Dickson Street area that are currently "free to park" lots. • Lot 50 is a 293 -space lot is gated and does not open until 10:OOam on weekdays and is open all weekend. • Lot 55 has 105 spaces, is located behind Hog Haus and offers timed parking which allows you to park free for up to two hours. • Lot 56 has 65 spaces, is located on the south side of the Walton Arts Center at the corner of Spring and West Avenue and is free all day and night. • Lot 60 has 58 spaces, is located on the east side of the Walton Arts Center on the other side of School Avenue and is free all day and night. DISCUSSION Over the past 4 years, City staff has held numerous meetings with area merchants, the Walton Arts Center, University Baptist Church, and many others about changing these lots to generate parking revenues that will be used to fund a parking deck for the area. Other private parking lot owners in this area have already changed to paid parking and have approached the City about providing parking services and enforcement on their property. BUDGET IMPACT The total revenues generated from converting these four lots are estimated at $768,475 annually. Additional staffing and operating cost would be $110,862, leaving a total net revenue of $657,613 annually. 1 w 0) 0 cc w 0 • EXHIBIT A LAFAYETTE ST w s ICKSON S WALTON ARTS CENTER Loa g J 0 0 0 ATS U • SPRING ST .J 0 CC w a 1- 0 0 -J Net Annual Revenues - 7 days/week Net Annual Revenues - 6 days/week Eft 4t t° G o A C CO O)N W W -uOOa- N tT-C)P) °' al W +2.0FTEs Expenses: $89,511 Revenues: 11 Lot 50 - City owned West of WAC Lot 55 - City owned Behind Brew Pub Lot 56 - City owned South of Grubs Lot 60 - City owned East of WAC Fayetteville Depot Lot Dickson and West University Baptist Church Lafayette and West U of A West Annex Watson and West Bakery Building Locust St. Underwood' Deck Dickson and Powerhouse Mountain Street Lot Mountain and College Ave Currently metered areas Parking Lots Location 1,424 O)N W W -uOOa- N tT-C)P) °' al vim CDC 3 8 g 0 0 49 Co C?v%l,'wti $69,148 $24780 t"iq $15,340 •5 $13,688 $36,816 $75,520 r-ig $14,632 4'15 $7,788 pis a o r $63,012 $15,340 i „, Citation Revenue 5 days/week Currently $5.00 Fine 7am - 5pm MTWTF 50 hours/week Avg. $118/space 0 69 Ca) rn OCD V + Citation Revenue 6 days/week Escalated Fines $10 $20 $30 7am - 8pm MTW 7am - 2am TFS 96 hours/week Avg. $236/space ° 0) + 2.5 FTE's $110,862 V CO -10 N (T -4 CON co -41.
