A RESOLUTION TO RECOMMEND THAT CITY STAFF PREPARE PLANS
TO MAKE ALL CITY PARKING LOTS IN THE DICKSON STREET
ENTERTAINMENT AREA PAID PARKING
WHEREAS, in order to provide sufficient revenue to finance a parking deck in the
Dickson Street area, the existing City parking lots serving the Dickson Street Entertainment area
should be changed from free parking to paid parking.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby
recommends that City Staff prepare plans and any necessary ordinances to change City owned
parking lots in the Dickson Street Entertainment area from free parking to paid parking.

RECOMMENDATION
This resolution would give the City Council support to the Mayor and staff to begin preparing
plans to change the four (4) public parking lots in the Dickson Street area to paid parking in
order to generate revenues to fund a parking deck in the Dickson Street area.
BACKGROUND
There are four public parking lots in the Dickson Street area that are currently "free to park" lots.
• Lot 50 is a 293 -space lot is gated and does not open until 10:OOam on weekdays and is
open all weekend.
• Lot 55 has 105 spaces, is located behind Hog Haus and offers timed parking which
allows you to park free for up to two hours.
• Lot 56 has 65 spaces, is located on the south side of the Walton Arts Center at the corner
of Spring and West Avenue and is free all day and night.
• Lot 60 has 58 spaces, is located on the east side of the Walton Arts Center on the other
side of School Avenue and is free all day and night.
DISCUSSION
Over the past 4 years, City staff has held numerous meetings with area merchants, the Walton
Arts Center, University Baptist Church, and many others about changing these lots to generate
parking revenues that will be used to fund a parking deck for the area. Other private parking lot
owners in this area have already changed to paid parking and have approached the City about
providing parking services and enforcement on their property.
BUDGET IMPACT
The total revenues generated from converting these four lots are estimated at $768,475 annually.
Additional staffing and operating cost would be $110,862, leaving a total net revenue of
$657,613 annually.
