A RESOLUTION AWARDING BID #09-08 AND APPROVING
THE PURCHASE OF ASPHALT AND AGGREGATE
MATERIALS UTILIZED BY VARIOUS DIVISIONS OF THE
CITY OF FAYETTEVILLE IN THE ESTIMATED AMOUNT
OF $250,000.00 FOR THE FIRST QUARTER OF 2009.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas hereby awards Bid
#09-08 and approves the purchase of asphalt and aggregate materials utilized by various
divisions of the City of Fayetteville in the estimated amount of $250,000.00 for the First Quarter
of 2009.

Subject: A resolution awarding Bid 09-08 for and approving the purchase of asphalt and aggregate
materials utilized by various divisions of the City of Fayetteville through March 31, 2009.
Recommendation: Staff recommends a resolution awarding Bid 09-08 for and approving the purchase of
asphalt and aggregate materials, utilized by various divisions of the City of Fayetteville, for the first
quarter of 2009, in the estimated amount of $250,000.00.
Background: The purchase of asphalt and aggregate materials is necessary to maintain the City's current
infrastructure and to implement the Capital Improvement Program projects outlined in the 2009 Annual
Budget & Work Program and five-year Capital Improvement Program plan.
Discussion: Sealed formal bids for asphalt and aggregate materials were publicly read and the results are
attached to this memo.
Bid 09-08: Staff recommends awarding the asphalt and aggregate materials bid to Hutchens Construction
as the primary supplier for asphalt material purchases, Hutchens Construction for asphalt milling sales,
and Northwest Arkansas Quarries, LLC for aggregate material purchases. Staff recommends utilizing
Kiewit Southern Co., as the secondary supplier for asphalt purchases, for use on an "as needed" basis, in
the event that Hutchens Construction cannot supply the necessary materials in the time frame required to
complete a project. Hutchens Construction has the lowest unit price and overall bid for asphalt materials.
A separate request has been submitted for City Council approval authorizing a Bid Waiver for the second,
third, and fourth quarters of the 2009 fiscal year.
Budget Impact: Funds for the acquisition of these materials have been budgeted in the In -House
Pavement Improvements capital project. Sufficient funding is available for the 2009 purchases.
