A RESOLUTION AUTHORIZING THE MAYOR TO ACCEPT A
BULLETPROOF VEST PARTNERSHIP (BVP) GRANT IN THE AMOUNT
OF $19,600.00 FROM THE U. S. DEPARTMENT OF JUSTICE FOR
REPLACEMENT OF BULLETPROOF VESTS FOR POLICE OFFICERS; AND
APPROVING A BUDGET ADJUSTMENT RECOGNIZING THE GRANT
REVENUE.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. The City Council of the City of Fayetteville, Arkansas hereby authorizes the
Mayor to accept a Bulletproof Vest Partnership (BVP) grant in the amount of $19,600.00 from
the U. S. Department of Justice for replacement of bulletproof vests for police officers.
Section 2. The City Council of the City of Fayetteville, Arkansas hereby approves a
budget adjustment recognizing the grant revenue.

Recommendation
Staff recommends approval of a 50% matching grant award by the 2009 Bulletproof Vest
Partnership (BVP) Program for the replacement of fifty-four (54) body armor vests for our police
officers, and approval of a budget adjustment in the amount of $19,600.
Background
The Bulletproof Vest Partnership (BVP), created by the Bulletproof Vest Partnership Grant Act
of 1998, is a unique U.S. Department of Justice initiative designed to provide a critical resource
to state and local law enforcement. Since 1998, the Fayetteville Police Department has obtained
grant funding in excess of $60,000 for the purchase of body armor vests through this partnership.
The BVP program provides an important component to the continuing health and welfare of our
Police Officers.
Discussion
There are 101 body armor vests scheduled for replacement within the Police Department by
December 2010. Each body armor vest has a guaranteed life of five years All state-of-the-art
body armor is custom made to the exact specifications of the wearer to ensure all officers have
our required level of protection and can take up to ten weeks for delivery.
This funding by BVP will provide reimbursement of 50% (or $19,600) of the City's expenses for
the replacement of fifty-four (54) body armor vests for our police officers. The grant amount of
$19,600 is the maximum amount awarded to a city of our size. All Fayetteville Police Officers
have state-of-the-art body armor provided to them through grant and City funding.
Budget Impact
The City must match 50% (or $19,600) of the total project cost of $39,200. Currently, matching
funds are budgeted in the Specialized Police Equipment project to meet this matching
requirement.

In 2010, 101 bulletproof vests will be out of warranty and
must be replaced. The 2009 grant will cover 50% of the
cost of 54 of these vests. To receive this grant funding,
the City will use currently budgeted funds in the
