A RESOLUTION TO APPROVE BID IN THE AMOUNT OF $64,210.00
FROM JOE PERME CONSTRUCTION FOR REHABILITATION AND
INCREASED ENERGY EFFICIENCY OF A CITY OWNED BUILDING AT
1932 S. GARLAND AVENUE
WHEREAS, Community Development Block Grant funds from the 2009 American
Recovery and Reinvestment Act were requested by and granted to the City for energy efficiency
rehabilitation of a city owned building at 1932 S. Garland Avenue.
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby approves
the bid in the amount of $64,210.00 from Joe Perme Construction for rehabilitation and
increased energy efficiency of a city owned building at 1932 S. Garland Avenue.

RECOMMENDATION
Staff recommends approval of PO for this project, located at 1932 South Garland Ave.
BACKGROUND
The property located at 1932 S. Garland Ave was acquired with Community Development Block
Grant (CDBG) funds. This property is a part of the CDBG Public Facility Program. Properties
acquired with CDBG are made available through an application process to non — profits that
provide services to low / mod residents in the City Of Fayetteville. Improvements to this project
will the energy efficiency of the building. Improvement to be made
• Windows and Roof repairs
• Gutters and Sub -flooring needs to be replaced
• HVAC and Plumbing, Electrical upgrades
• Replace Siding ,Soffit and Fascia around the building
• Some interior patch and paint work
DISCUSSION
This project will create 20 temporary jobs that will complete the various components of this
facility rehabilitation. This property is a part of the CDBG Public Facility Program and will be
made available for use by a local non-profit. The number of jobs to be created or maintained by
this process can not be determined at this time. The lease process will begin upon completion of
the rehabilitation process.

Project cost is approximately $64,210.00.

Contractors Description of Work
Minimum requirement for bidder. Proof of current Arkansas Residential Contractor's license.
Proof of Insurance.
GENERAL:
The contractor will be responsible for all aspects of the construction, installation, and repairs - as
stated in the Scope of Work - at 1932 S. Garland Fayetteville,•Arkansas.
Each bidder will be responsible for a complete inspection of the City property. All the distances,
measurements, and listed materials should be verified before submitting your bid. The
requirements listed here — in the description of work - are general requirements and it will be the
responsibility of the winning bidder to assure the City of Fayetteville that the finished project is
in compliance with all applicable codes and standards.
The contractor's duties include, but are not limited to, the following:
1) Purchasing of all materials.
2) Supervision of all employees and subcontractors.
3) Coordination with the City of Fayetteville CDBG Administrator, and The Ctty of
Fayetteville Code Compliance Office.
4) Project Design.
5) Clean up and restoration of all lawns, planters, walking and driving surfaces to their
original condition.

SPECIFIC:
A: WINDOWS
A-1 Remove the existing windows in former office on Westside (the broken window).
A-2 Replace the windows in the office with maintenance free, single hung (or sliders) double
paned, insulated, solid vinyl windows with half screens. (2 Windows Total)
Note: It will be the responsibility of the contractor to ensure that where required by code
that at least 1 window in bedrooms without a separate exit meet emergency egress
requirements.
B: ROOF
B-1 Replace + - 10' of missing ridge cap at peak of roof.
It will be the responsibility of the contractor to return to its original condition any interior or
exterior surfaces damaged during the installation process.
C: GUTTERS
C-1 Repair existing Aluminum Seamless Gutters.
C-2 Gutters should include downspouts and match the siding trim in color.
D: SUB FLOOR REPAIR
D-1 . Repair / replace subfloor in Southside bathrooms totally, and else ware as needed. This
includes joists, subfloor material.
E: HVAC
E-1 Upgrade existing HVAC units to fit size of building and per code.

E-2 Minimum warranty on heating and cooling unit: one year labor, 5 years parts, and 20
years on the heat exchanger.
E-3 A complete load calculation and design of the duct layout. Note: The load calculation
and duct layout design shall be submitted with and will be considered an integral part of
the contractors bid.

E-5 All HVAC work will be performed under the supervision of a contractor or subcontractor
holding a Class A and/or Class 13 Arkansas HVACR License.
It will be the responsibility of the contractor to retum to its original condition any interior or
exterior surfaces damaged during the installation process.
F: PLUMBING
F-1 Repair all clogged/blocked drains.
F-2 Replace any supply lines as needed.
F-3 Repair/Replace and damaged or leaking pipes, shutoffs, connections, or fittings as
needed.
F-4 Check all drains for proper venting.
F-5 Repair any leaks undemcath the house.
F-6 Check Toilets to make sure it is seated properly, replace wax ring, and repair rotten sub -
floor if needed.
G: ELECTRICAL
G-1 Install GFCI outlets above the counter in the kitchen, in the bathrooms, and where
required by code. Check existing GFCI outlets for proper installation.
G-2 Check and replace any outlets/receptacles/switches that are not grounded.
G-3 The receptacles that serve the refrigerator, smoke detectors, clothes dryer and hot water
heater shall be on designated circuits.
G-4 Check/repair/replace smoke detectors as required by code.
G-5 In coordination with the HVAC contractor, the electrical upgrade will also include any
wiring, disconnects, switches, circuits, receptacles in order to upgrade/install the furnace
and AC compressor.
G-6 Check and replace any faulty/obsolete wiring.
NOTE: It will be the responsibility of the contractor to replace any aluminum wires found in the
branch circuits with copper wires. It will be the responsibility of the contractor to repair and
bring back to their original conditions any interior or exterior surfaces damaged while installing
or repairing any part of the electrical system. All electrical work shall be performed by an
Arkansas State Licensed Electrician with adherence to the current National Electrical Code and

11: SIDING SOFFIT & FASCIA
11-1 Install vinyl siding on house, repair any damaged surfaces prior to installation. Siding
shall be Dutch lap dbl. 4 or 4.5" with a min.042 thickness. Color to be determined by
owner.
11-2 A complete siding install will include outside and inside corner trim, starter strip, J
channel, F channel, window trim, and any other related trim.
H-3 Repair/ replace wood fascia around perimeter of house and wrap with aluminum coil
metal.
H-4 Install new vinyl soffit and any applicable porch ceilings.
I: REPLACE RAMP ON NORTH SIDE WITH PORCH AND STEPS
1-1 Tear out existing plywood ramp.
1-2 Install porch with steps and handrails to code.
J: INTERIOR PATCH AND PAINT
J-1 Patch existing holes in walls and ceilings and paint with specified color.
K: CLEAN UP

All new, used, and excess construction materials related to the Scope of Work and any
change order(s) belongs to the contractor and shall be removed from the property by the
contractor as needed during the project.
K-2 The Inside work shall be left "broom clean."
K-3 All recyclable materials shall be recycled
L: OTHER
L-1 All work shall be performed in a workmanlike manner according to common construction
practices, according to the specifications set forth in the Community Resources
Program's General Specification Manual and with adherence to City, State, and National
Codes.

implied work and will be provided for by the contractor as if specifically described or
drawn.
L-3 Any damage to the dwelling or property, caused by the contractor, his/her worker(s) or
delivery person and or vehicles during the project shall be repaired to like new condition.
L-4 All plumbing work shall be performed by a State Licensed Plumbing Contractor with
adherence to the current Arkansas Plumbing Code.
L-5 All Electrical work shall be performed by a State Licensed Electrical Contractor with
adherence to the current National Electrical Code.
L-6 All Heating and Cooling work shall be performed under the supervision of a licensed
HVAC contractor.

FUNDING APPROVAUAGREEMENT WITH TIIE U S DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT TO ACCEPT 2009 AMERICAN
RECOVERY AND REINVESTMENT ACT FUNDING OF COMMUNITY
DEVELOPMENT BLOCK GRANT -R (CDBG-R) IN THE AMOUNT OF
$172,702.00; AND APPROVING A BUDGET ADJUSTMENT RECOGNIZING
THE GRANT REVENUE.
BE IT RESOLVED BY THE CITY COUNCIL OF TILE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas hereby authorizes
the Mayor to execute the Funding Approval/Agreement with the U.S. Department of Housing
and Urban Development to accept 2009 American Recovery and Reinvestment Act funding of
Community Development Block Grant -R (CDBG-R) in the amount of $172,702.00.
Section 2. That the City Council of the City of Fayetteville, Arkansas hereby approves a
budget adjustment recognizing the grant revenue.

(2) Activity Narrative:
The building at 818 N Sang is owned by the City of Fayetteville and leased through the CDBG
Public Facility Lease Program. The lease program allows area nonprofits to lease a City Public
Facility building at a cost of $1 per year. The tenant is chosen through a competitive process that
evaluates factors such as the percentage of program beneficiaries that are low- and moderate -
income and how many of the CDBG National Objectives are met.
The property at 818 N Sang needs to have some rehabilitation done in order to make it more
energy efficient. CDBG-R funds in the amount of $60,000.00 are going to be utilized to remove
the existing roof and replace it with a more energy efficient roof. The current roof has Leakage
problems and is not energy efficient. The roof rehabilitation will remove the existing roof. The
new roof deck will have 4" insulation and will be covered with a white membrane.

The decision to utilize CDBG-R funds for this type of project is multi -fold. Improving energy
efficiency is one of the activities supported by the Recovery Act and also by HUD. This project
will create tcmporary jobs to do the actual rehabilitation work. This project will also promote
the retention of existing jobs. Our community has had two local nonprofits announce that they
will be closing their doors due to lack of funding. The CDBG Public Facility Lease Program
through provision of low cost building space and the further savings that will be derived through
increased energy efficiency allow tenant nonprofits to utilize the rent and building expense

The use of white reflective membranes on roofs has been shown to reduce peak energy demand
and control energy costs. They also improve the thermal efficiency of the roof insulation.

(1) Activity Name: Energy Efficiency Rehabilitation — 1932 S Garland
(2) Activity Narrative:
The building at 1932 S Garland is owned by the City of Fayetteville and leased through the
CDBG Public Facility Lease Program. The lease program allows area nonprofits to lease a City

moderate -income and how many of the CDBG National Objectives are met.
The property at 1932 S Garland had been occupied by the same nonprofit for more than 20 years.
That agency received funding to construct a new facility and the property at 1932 S Garland is
currently unoccupied. The property requires some rehabilitation work to repair some problem
areas and to make it more energy efficient for the next tenant. CDBG-R funds in the amount of
$65,000.00 are going to be utilized to complete a number of upgrades to the facility. The
rehabilitation will include: window replacement; roof, gutter and subfloor repair; HVAC energy
efficient upgrade; plumbing repair; electrical upgrade and siding.
The decision to utilize CDBG-R funds for this type of project is multi -fold. Improving energy
efficiency is one of the activities supported by the Recovery Act and also by HUD. This project
will create temporary jobs to do the actual rehabilitation work. This project will also promote
the retention of existing jobs. Our community has had two local nonprofits announce that they
will be closing their doors due to lack of funding. The CDBG Public Facility Lease Program
through provision of low cost building space and the further savings that will be derived through
increased energy efficiency allow tenant nonprofits to utilize the rent and building expense
savings to operate their programs and retain staff members. Organizations that provide services

in the current economic climate it is imperative that effort is made to retain these organizations.

facility rehabilitation.
The building is currently unoccupied pending the necessary renovation and energy efficiency
upgrades being done. A competitive application process that evaluates among other things job
creation or retention activities will be utilized to determine who the new tenant will be. The City
of Fayetteville Community Services Division has already been approached by organizations who
are interested in the space.
(4) Additional Activity Inforrnation (energy efficiency and conservation):
All aspects of the renovation that can increase energy efficiency will. Replacement windows
will be double -paned and insulated. HVAC replacement will ensure greater energy efficiency

than the current system. Plumbing and electrical upgrades will provide for more efficient use of
water and electricity. Finally the upgrade to insulated vinyl siding will also provide a more
energy efficient facility. The combination of all these upgrades will contribute to reduced energy
use and expense to the next tenant.

The property at 2052 S Garland needs to have some rehabilitation done in order to make it more
energy efficient. CDBG-R funds in the amount of $47,702.00 are going to be utilized to upgrade
to more energy efficient lighting and to replace water heaters and HVAC with energy efficient
models. The current lighting system is extremely outdated and inefficient. The building
currently utilizes two non -energy efficient water heaters that will be replaced with one new
system that is 96% efficient. The existing HVAC systems will be upgraded with new air
handlers and a heat pump system and repair/insulation work will be done on the duct work.
