HomeMy WebLinkAbout214-09 RESOLUTIONRESOLUTION NO. 214-09 A RESOLUTION TO APPROVE AND SUPPORT A GRANT APPLICATION OF $300,800.00 TO THE ARKANSAS HIGHWAY AND TRANSPORTATION DEPARTMENT FOR 100 % FUNDING FOR CLABBER CREEK TRAIL THROUGH THE SAFE ROUTES TO SCHOOLS PROGRAM WHEREAS, the City Council strongly supports the Safe Routes To Schools Program and requests that the Arkansas Highway and Transportation Department approve funding to complete Clabber Creek Trail from Holcomb Elementary to Holt Middle School in the amount of $300,800.00. NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1: That the City Council of the City of Fayetteville, Arkansas hereby approves and supports the City Engineering Division's application to the Arkansas Highway and Transportation Department for a $300,800.00 grant through the Safe Routes To School Program to fund all of the costs to extend Clabber Creek Trail to connect Holt Middle School and Holcomb Elementary School. BACKGROUND: Phase 1 of Clabber Creek Trail was built in 2007 connecting 0.65 miles from Hosta Drive east to Rupple Road. Clabber Creek Trail is shown on the Fayetteville Alternative Transportation and Trails Master Plan connecting east to Scull Creek Trail. The next phase of Clabber Creek Trail will extend 0.75 miles east from Rupple Road to Holcomb Elementary and Gary Hampton Park. The trail will also connect many adjacent residents through the extensive sidewalk network and provide a safe way for children to walk or ride their bikes to school. DISCUSSION: The Safe Routes to Schools Grant Program offers 100% project funding for qualifying projects requiring no matching funds.. Since this segment of Clabber Creek Trail will connect Holt Middle School to Holcomb Elementary School, the trail project fits the goals of the grant very well. A resolution showing support for the project from the City Council is required as part of the grant application. The Trail will be 12 feet wide and constructed of concrete. Flashing Crossing signals will be included at Salem Road where the trail will cross. BUDGET IMPACT: The Safe Routes to Schools Grant is a 100% funding grant so there will be no budget impact, requiring no matching funds. The grant is a reimbursable grant, so funds would need to be set aside to be reimbursed when the project is complete. RESOLUTION NO.
