HomeMy WebLinkAbout192-09 RESOLUTIONRESOLUTION NO. 192-09 A RESOLUTION AMENDING THE MASTER TRAILS PLAN MAP TO ILLUSTRATE COMPLETED TRAILS AND TO UPDATE FUTURE TRAIL CORIDORS AND CONNECTIONS. WHEREAS, the City of Fayetteville adopted the Fayetteville Alternative Transportation and Trails Plan in 2003; and WHEREAS, one of the components of the Fayetteville Alternative Transportation and Trails Plan is a Master Trails Plan Map: and WHEREAS, the City of Fayetteville recognizes that the Master Trails Plan Map should be periodically updated; and WHEREAS, the City of Fayetteville has constructed fifteen miles of multi -use trails since the Master Trails Plan Map was adopted in 2003; and WHEREAS, the updated Trails Master Plan Map more accurately shows existing and future trail corridors and connections, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1: That the City Council of the City of Fayetteville, Arkansas hereby amends and approves the Master Trails Plan Map shown as Exhibit "A", attached hereto and made a part hereof. BACKGROUND: The City of Fayetteville first adopted the Fayetteville Alternative Transportation and Trail (FATT) Master Plan in 2003. The original 2003 master trail plan map graphically showed corridors for 129 miles of multi -use trail and 163 miles of on -street bike facilities. The master trail plan map has been the guiding resource for the construction of 15 miles of trails since 2003, and it is now time to update the map. The Strategic Planning and Internal Consulting Department, GIS Division, Transportation Division, Engineering Division and the Trail Coordinator worked together to complete this comprehensive update. The objective of the FATT Plan map update is to incorporate the trails constructed since 2003 while increasing connectivity from the existing trails to surrounding businesses, schools, parks and residential areas. In addition, the Master Trail Plan map has been streamlined to remove duplicate trails and place more emphasis on the connectivity of trail corridors. The proposed updated map now identifies 100 miles of future multi -use trails and 144 miles of on -street bicycle facilities. DISCUSSION: The updated master plan map was first proposed to the Sidewalk and Trails Task Force during their May 13, 2009 meeting. After that meeting a two-month public input period began and comments were gathered through the accessfayetteville website, Farmers Market and from the task force members. The Sidewalk and Trails Task Force then unanimously approved and forwarded the updated master trail plan map along with the changes to the City Plan 2025 and Unified Development Code during their July 8, 2009 meeting. On August 3, 2009 the Parks and Recreation Board reviewed the FATT Plan update and it was forwarded to the Planning Commission with a unanimous vote of 7-0 recommending approval. The Planning Commission reviewed the FATT Plan update at its August 10, 2009 meeting and forwarded the proposal unanimously to the City Council with a recommendation of approval.
