A RESOLUTION AUTHORIZING THE FAYETTEVILLE SOLID WASTE &
RECYCLING DIVISION TO ACCEPT AN ARKANSAS DEPARTMENT OF
ENVIRONMENTAL QUALITY GRANT THROUGH BOSTON MOUNTAIN
SOLID WASTE DISTRICT IN THE AMOUNT OF $25,000.00 TO FUND THE
PURCHASE OF RECYCLING CONTAINERS FOR COLLECTION AT
FAYETTEVILLE PUBLIC SCHOOLS; AND APPROVING A BUDGET
ADJUSTMENT RECOGNIZING THE GRANT REVENUE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas hereby authorizes
the Solid Waste & Recycling Division to accept an Arkansas Department of Environmental
Quality Grant through Boston Mountain Solid Waste District in the amount of $25,000.00 to
fund the purchase of recycling containers for collection at Fayetteville Public Schools.
Section 2. That the City Council of the City of Fayetteville, Arkansas hereby approves a
budget adjustment recognizing the grant revenues.

Subject: A resolution authorYzing the Solid Waste and Recycling Division to accept
a recycling grant in the amount of $25,000 from the Arkansas Department
of Environmental Quality distributed through the Boston Mountain Solid
Waste District for purchasing recycling containers for collections at
Fayetteville Schools.
Recommendation: Staff recommends approval of a resolution authorizing the Solid
Waste and Recycling Division to accept a recycling grant in the amount of $25,000 from
the Arkansas Department of Environmental Quality distributed through the Boston
Mountain Solid Waste District for purchasing recycling containers for collections with
Fayetteville Schools.
Background: Each year the Arkansas Department of Environmental Quality issues
recycling grants through local Solid Waste Districts to help fund recycling programs.
The Boston Mountain Solid Waste District compiles the grant applications and submits
them to the Boston Mountain Solid Waste Board for approval at their August Board
meetings. The City has benefited from these grants in the past.
In 2008, the Solid Waste and Recycling Division applied for a non matching grant,
approved through the staff review process, for $25,000 to purchase recycling containers
for collections at Fayetteville Schools. The ADEQ and the Boston Mountain Solid Waste
District approved the grant which is now ready for distribution.
Discussion: The grant will be used to purchase recycling containers for recycling
collection at Fayetteville Schools. Fayetteville Schools have recently increased efforts to
promote recycling in all District Schools and have instituted Green Teams to accomplish
these goals. Staff has worked with many schools providing recycling igloos for paper
collection which will be replaced with these containers. The recycling igloos are over 10
years old and are breaking when serviced. The grant will save the City money by not
spending budgeted Solid Waste funds on replacing the igloos. The program will utilize
existing equipment and personnel within the commercial cardboard route to service these
containers as recommended by the R.W. Beck recycling study. The main goal will to be
to recycle more at each school while increasing the awareness of environmental
stewardship to the students.
Budget Impact: The recycling grant award is not a matching grant. A budget
adjustment is included in this request to recognize the grant revenue and a capital project
has been created.

the Recycling Containers ADEQ Grant Purchase project.

Justification of this Increase:
This funding is needed to allow for the purchase of
recycling containers for collections at Fayetteville
Schools. Expanding the recycling program currently in
place within the schools will provide a more uniform
approach to standardizing collections which will also be
more cost effective the the City.
Justification of this Decrease:
No decrease in funds will be necessary. This adjustment
recognizes revenue received from the award of an
Arkansas Department of Environmental Quality recycling
grant.
