Furthermore, staff requests authorization for Judy Cohea to be the primary point of contact for the purpose of requesting online reimbursements of payment and various assurances and certifications as required by the grant guidelines. Background The Bulletproof Vest Partnership (BVP), created by the Bulletproof Vest Partnership Grant Act of 1998 is a unique U.S. Department of Justice initiative designed to provide a critical resource to state and local law enforcement. Since 1998, the Fayetteville Police Department has obtained grant funding in excess of $60,000 for the purchase of bulletproof vests through this partnership. The BVP program provides an important component to the continuing health and welfare of our Police Officers. Discussion This grant application, in the total project amount of $39,199.82, requires 50% grant matching funds from the City to purchase all vests projected within the two year grant period. If awarded, funding by BVP will provide reimbursement of 50% (or $19,599.91) of the City's expenses for the replacement of fifty-four (54) body armor vests for our police officers. Currently, all Fayetteville Police Officers have state-of-the-art body armor provided to them through grant and City funding. These body armor vests are for the replacement of outdated vests. Each body armor vest has a guaranteed life of five years. All state-of-the-art body armor is custom made to the exact specifications of the wearer and can take up to ten weeks for delivery. To ensure all officers have our required level of protection, we must remain proactive on our body armor purchases. Budget Impact This grant provides a reimbursement of 50% of expenses associated with the purchase of bullet proof vests within the grant period. This grant period is from April 1, 2009 through March 31, 2011. If awarded, approval of a budget adjustment in the amount of $39,199.82 will be required of which $19,599.91 will be available for reimbursement of our expenses on these bullet proof vest replacements.
