BACKGROUND: The City currently does not have a survey grade Global Positioning Unit. Purchase of a GPS unit was approved through the City's Capital Improvement Program for 2009. The equipment is to be used by the city surveyors in city construction, planning, mapping, boundary determination and design. GPS technology saves time and manpower over conventional surveying methods, and is generally considered to be standard equipment in the surveying profession. DISCUSSION: Bids were received on 5/13/2009. Five bids were received, ranging from a high of $36,335.55 to the low bid of $21,905.00. The two lowest bids did not meet the specifications and have been disqualified as non- responsive, as follows: • Carlson Desktop Solutions: Does not have a local service facility • Navigation EIectronics, Inc: Does not have a local service facility; Data collector does not meet specifications and is not compatible with existing City software. Laser Specialist Inc. Is located in Springdale and has a good reputation with the local surveyors. Therefore, staff recommends their bid be accepted as the lowest responsive bid. The Iow bid, with sales tax included, is higher than the project budget amount of $34,000. Therefore, Item 3 of the bid (Glonass capability) is recommended to be removed from the contract. This results in a bid amount before tax of $30,080. The estimated total with taxes included is $32,862.40. BUDGET IMPACT: This purchase is funded by the Capital Improvement Sales Tax Fund. $34,000 is included in the program in 2009 for the purchase. All bids shall be submitted in a sealed envelope and must be submitted on forms acquired by the vendor from the City of Fayetteville Purchasing website (www.accessfayetteville.orq). Bids with missing pages or missing any requested attachment will be deemed incomplete. 2. The item bid and the bid number shall be stated on the face of the sealed bid envelope. 3. City of Fayetteville, Arkansas Bid 09-42, GPS Equipment Page 5 of 13 City of Fayetteville Bid 09-42, GPS Equipment Item Specifications General Description: The purpose of this document is to describe a survey quality GNSS GPS surveying system for use by the City of Fayetteville_ The City of Fayetteville requires that the system meet certain minimum standards without prejudice towards any particular manufacturer. The City of Fayetteville is seeking a satellite positioning system that will perform to strict accuracy and efficiency standards. The proposed system must meet specified requirements and demonstrate specified performance to be considered for purchase. Alternate offerings will not be considered. All components shall be new, and the latest model or release in current production. This specification establishes the technical requirements and performance characteristics for the procurement of a survey quality GNSS system. This system must feature 75 channel tracking, and must track GPS L1 CIA, LIIL2 P Code, and L1/1_2 full wavelength carrier. Must have fully independent code and phase measurements_ Must have an update rate of 10 Hz. The system shall be a complete BASE AND ROVER RTK GNSS GPS system (including two heavy- duty wood/composite tripods, OP tribrach, tribrach to antenna adapter, radio antenna pole, lightweight carbon -fiber collapsible 2 meter rover pole, batteries, chargers, cables, brackets, etc.) that is ready to use without any additional equipment. A successful bidder must meet and or exceed the minimum specifications and requirements as stated below. ITEM 1 -- Minimum Hardware Specifications: Weight: The receiver/antenna module shall have a weight of 3.1 pounds or less. Receiver Power: The receivers shall have a modular, lithium -ion battery capable of powering the receiver for at least 6 hours at 20°C. Two batteries and two chargers shall be provided with each receiver. External Interface: The receiver shall provide a visual indication of the following functions using a graphical display for easy visibility: power on, number of satellites tracked, receiver status, battery level, memory status, Bluetooth status, radio link, system alerts, system reset. The receiver shall support Bluetooth Communication technology eliminating the cost and hassle of cables. Internal Memory: The receiver must have 128MB of internal memory to log raw GPS data. The receiver must also be able to store raw GPS data externally to a USB drive. Operating Characteristics: The GPS receiver must be durable to survive a 2 meter pole drop. The GPS receiver must fully operate after being stored at temperature ranging from -40°F to +158°F. The GPS receiver must fully operate in temperatures ranging from -22°F to +131 °F. The receiver shall have an external power button that can be used to power the unit on and off. The power -off switch logic must include a delay that will prevent power -off if the button is accidentally activated.
