HomeMy WebLinkAbout112-09 RESOLUTIONRESOLUTION NO. 112-09 A RESOLUTION TO INCLUDE SOCIAL MEDIA IN CITIZEN COMMUNICATIONS WHEREAS, social media is used by a substantial portion of the Fayetteville citizens for receiving news and collaborating; and WHEREAS, trends in media and technology indicate that the use of social media will increase proportionately to print and broadcast media; and WHEREAS, the Mayoral Transition Team and participants in the Fayetteville Forward Summit identified social media as a way to increase civic engagement; and WHEREAS, communication and collaboration with social media is cost-effective; and WHEREAS, the public nature of social media reduces time spent on FOIA compliance. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1: That the City Council of the City of Fayetteville, Arkansas requests that the City make known a communications strategy that incorporates all media formats in use by a substantial number of citizens. Section 2: That the City Council of the City of Fayetteville, Arkansas requests that the City update its communications strategy annually, to adapt to changing communications trends and take advantage of new cost-saving opportunities. My primary concern is with Section 1 where you state that: "the City will make a good faith effort to include public comment and discussion received via social media in the record." Not only might this be viewed as an attempted encroachment of the legislative branch into the administration's realm of responsibility, but such a mandate would place additional burdens upon the administration or City Clerk's Office in terms of personnel costs with no corresponding budgetary allocation to cover these new costs. All of the rest of your Resolution only places burdens upon the City Council itself which the City Council can legally do. However, 1 am not sure how you plan to have the City Council perform these additional duties. RESOLUTION NO.
