A RESOLUTION AUTHORIZING THE MAYOR TO SUBMIT
WATER, WASTEWATER AND STORM WATER PROJECTS FOR
CONSIDERATION FOR FUNDING UNDER THE AMERICAN
RECOVERY AND REINVESTMENT ACT; AND DESIGNATING
THE MAYOR AS THE CITY OF FAYETTEVILLE'S AUTHORIZED
REPRESENTATIVE IN ALL MATTERS RELATING TO THE
APPLICATION AND ADMINISTRATION OF SAID REQUEST.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:

RECOMMENDATION
Fayetteville City Administration recommends approval of a resolution authorizing the Mayor to submit
water, wastewater and storm water projects for consideration for funding under the American Recovery
and Reinvestment Act; designating the Mayor as the City's Authorized Representative in all matters
relating to the application and administration of said request.
BACKGROUND
American Recovery and Reinvestment Act (ARRA), i.e. Stimulus Package, Water, Wastewater and
Stormwater funding guidance was distributed by ANRC April 9, 2009; the project submission deadline
for consideration is April 20th. The guidance states: "To be eligible for ARRA funds, a project must
have a Facilities Plan, Environmental Review, and Plans and Specification of all completed and
approved by the Commission by September 1, 2009. If this deadline can not be met, ARRA funds will
not be offered." Only limited projects meet these strict criteria.

Work is underway on each project. Plans and specifications are developed or being developed, and
environmental approval has already been granted or is being solicited in the form of a Categorical
Exclusion. Each project is either in an existing structure or on existing City owned property which has
already been disturbed, thus meeting requirements for approval under a Categorical Exclusion.
BUDGET IMPACT
None at this time. Any action requiring funding approval, including either the receipt or planned
expenditure of funds, will be presented to the City Council upon specific notification from ANRC.

Project Overviews (Complete Preliminary Engineering Reports Attached)
Biosolids Management Facility (Green Infrastructure Project)
Due to significant increases in landfilling fees, the vulnerability faced by the City in its dependency on
landfills to receive biosolids, and the desire to convert our biosolids to a beneficial reuse, alternative
processing methods have been evaluated by the City and Camp, Dresser & McKee, Inc. The method
the City has chosen involves a combination of solar greenhouse drying and thermal drying. This
reduces negative impact to the environment by utilizing solar power in the sludge drying greenhouses
before it is transferred to the thermal drying units. This method decreases the total volume and
increases the percentage of total solids (TS) in the end product, from 18% total solids (TS) to 90% TS
or better. The process also results in a class A biosolids which can be applied as fertilizer without any
restrictions. This eliminates 23 trucks per week hauled to the landfill and allows full beneficial reuse
of the biosolids product with the minimum feasible energy demand. Estimated cost is $8,000,000.
Sanitary Sewer Rehabilitation (Green Infrastructure Project)
The project will reduce storm and ground water flows into the system which cause sanitary sewer
overflows and is required to meet state and federal Clean Water Act requirements. The pipe line
replacements and repairs will both prevent exfiltration into the ground from the pipes, and infiltration
of ground and rain water into the pipes during wet periods, which leads to sanitary sewer overflows at
specific points in the collection system downstream. This regional rehabilitation project involves the
collection systems owned by both Greenland and Fayetteville. Estimated cost is $3,575,335.
36" Water Transmission Line on Township Street, from Old Wire Road to Crossover Road
This project is to install a new 36" water transmission main on Township Street between Old Wire
Road and Crossover Road. This project will connect the existing 36" transmission main on Old Wire
with the new 36" main being installed on Crossover Road. Estimated cost is $2,249,390.
Paint Baxter Water Storage Tanks (5 million tank and 1 million tank)
This project is to paint the five million gallon and one million gallon water storage tanks on Baxter
Lane. The project includes upgrading the internal ladder with fall protection, upgrading vents, and
modifying the external access and ladder to meet requirements based on the vulnerability assessment.
Estimated cost is $775,000.
Replace UItraviolet Disinfection- Noland WWTP
This project consists of replacing the 10 year old UV Disinfection System at the Noland Wastewater
Treatment Plant with a more energy efficient and cost effective UV system. The current system is a
necessary part of the wastewater treatment process with its own specific NPDES permit limits. The
existing UV Disinfection System is over 12 years old and has become increasingly expensive to
maintain and operate. Installation will include covering chlorine contact chamber and installing a UV
unit in the effluent channel. A metal control building will be installed over the UV Unit to maintain
environmental conditions and allow for equipment maintenance. The estimated cost is $949,728.
Benson Mountain Pressure Plane Upgrade
This project is to replace the existing water storage tank due to cracks in the structural foundation ring.
A new tank can be constructed at or near the same location. Additionally, the Benson mountain
pressure plane is at capacity. Any new demands will require significant improvements to the pumping
transmission and storage capacity of the Benson Mountain pressure plane water system. Estimated
cost is $250,000.

Backup Power Generators for Sewer Lift Stations (Green Infrastructure Project)
This project will provide standby generators to nineteen sewer lift stations to prevent sewer overflows
in the event of an electrical outage for any reason to include ice storms, high winds, lightening strikes
or other. This project directly helps the environment by reducing sanitary sewer overflows. These
backup power generators, most of which will be powered by natural gas, can also be used to reduce the
demand on the electrical grid during peak demand periods. The estimated cost is $765,754.
Upgrade South Mountain Water Pump Station
This project will repair and/or replace the variable frequency drives and upgrade the pumps, motors,
and electrical systems for the South Mountain water pumping station on 24th Street. Estimated cost is
$200,000.
Redundant Band Screens For Noland and West Side Wastewater Treatment Plants
This project is for installation of a redundant band screen in the existing channel of the headwork
building at each wastewater treatment plants. The screen removes large materials from the incoming
wastewater thus preventing them from causing harm to the plant equipment. The redundant band
screen will provide full backup to the wastewater pretreatment process during repair/maintenance of
the existing screen. It will also provide additional screening during high flow events. Installation to
include electrical, mechanical, odor control and SCADA controls. There is currently only one screen at
each WWTP. The estimated cost is $744,000.
Replacement of Zion Lift Station (LS #1) and the Futrall Dr Lift Station (LS #10)
This project consists of:
✓ installing submersible sewage pump stations close to the existing station;
✓ upgrading utility power to 480 volt 3 phase and electrical equipment associated with the station
including SCADA;
✓ installing or replacing necessary sections of the force main;
✓ site work back filling and grading the site, installing security fence, concrete drive, sidewalk.
The existing lift stations are old and have become high maintenance. Replacing LS #1 can also help to
minimize inflow/infiltration, which causes flooding around the lift station during heavy rainfall. New
lift stations will also be more sustainable in terms of maintenance cost and electrical consumption.
The estimated cost is $331,000.
