A RESOLUTION APPROVING THE PURCHASE UNDER BID
#08-15 OF ONE (1) PREFABRICATED WEATHERING STEEL
PEDESTRIAN BRIDGE FOR MUD CREEK TRAIL FROM

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville. Arkansas hereby approves
the purchase of one (1) prefabricated weathering steel pedestrian bridge for Mud Creek Trail

Subject: Mud Creek Trail Bridge — Bridge purchase
RECOMMENDATION
Staff requests a resolution approving the purchase of 1 prefabricated weathering steel pedestrian
bridge for Mud Creek Trail under Bid #08-15 from Thompson Culvert Company in the amount of
$44,320.00 plus $4,099.60 in sales tax for a total of $48,419.60.
BACKGROUND
Mud Creek Trail, from Front Street east to Kitty Creek, includes a dilapidated, narrow bridge that
is in need of replacement. The current trail bridge over the Mud Creek tributary is only 4' wide
and has a Large arch in the middle that does not comply with the Americans with Disabilities Act
(ADA). The City applied for $100,000 in grant funds for the replacement of the bridge and was
awarded $33,600 in March of 2008. The Mud Creek Trail project will bring the entire Mud
Creek Trail into compliance with the Americans with Disabilities Act. The proposed bridge will
be 80 feet in length and 12 feet wide
In February of 2008 the City competitively bid 6 trail bridges for Scull Creek Trail as Bid 08-15
for the manufacture of the bridge and the low bidder was Thompson Culvert. The new Mud
Creek Trail Bridge is identical to the Frisco Bridge for Scull Creek Trail In order to simplify the
process, staff proposes utilizing the Frisco Bridge price from Bid 08-15 for the Mud Creek Trail
Bridge through a new purchase order and a change order. This price includes abutment design.
DISCUSSION
The style of bndges-will-match the recently installed Town Branch Trail Bridge (see photo
below) and the recently purchased Scull Creek Trail Bridge. The bridges will be fabricated from
Weathering Steel (also known as COR -TIN Steel). This type of steel alloy will rust on the
outside while forming a protective layer that will never require painting or any maintanance.
The fabrication of the bridges was advertised on January 17th, 2008 as bid number 08-15 with
official bids on February 8th, 2007. The official bid tab is attached.
BUDGET IMPACT
Based on Bid 08-15 and 08-16, the total cost for the bridge will be $90,969.60. $33,600 will be
federal aid funds through the Recreational Trails Grant And additional $35,720 has been
approved by Parks Board allocated from the northeast park quadrant green space revenue. The
remaining $21,649.60 will be allocated from Trails Development capital improvement program
funds.

Scull Creek Trail Bridges

Thompson Culvert Company will provide an additional 80' of pedestrian bridge for the above
referenced project to the City of Fayetteville at the original bid price of $44,320.00. The price
shall include the bridge abutment design and the proposed bridge shall be identical to the Frisco
Street Bridge. All specifications, provisions, terms and conditions shall be the same as that of the
City of Fayetteville Bid 08-15 Scull Creek Trail Bridges (equipment only), including addendums
1, 2, 3,& 4. For this bridge, Thompson Culvert Company shall not be required to supply a shop
drawing, and the contract completion days shall begin on the day Thompson Culvert Company
receives the purchase order.
