A RESOLiT1ION EXPRESSING TITE WILLINGNESS OF THE
CITY OF FAYE1'I EVIl.LE. ARKANSAS TO CTILILE
FEDERAL -AID FUNDS
WHEREAS, the Cit) of Fayette \ille. Arkansas has applied for funding through the
Arkansas Recreational Trails Program to develop or improve Mud Creek Trail: and
WHEREAS. the Fay-ette\ille City Council is willing and able to provide the required
twenty percent (20%) of the total project cost: and
WHEREAS. the City of Fayetteville understands that Federal -aid Funds are available for
this protect on a reimbursable basis. requiring work to he accomplished and proof of payment
prior to actual monetary reimbursement: and
WHEREAS. The City of Fayetteville understands that there will be no reimbursement
for any work accomplished prior to the issuance by the Arkansas State Highway and
Transportation Department of an official Notice to Proceed: and
WHEREAS. this project, using federal funding. will be open and available for use by the
general public and maintained by the applicant.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FAYETTEVILLE, ARKANSAS:
Section 1: The City of Fayetteville will participate in accordance with its designated
responsibility, including maintenance of this project.
Section 2: Ma) or Dan C'oody is hereby authorized and directed lo execute all appropriate
agreements and contracts necessary to expedite the construction of the above -stated project.
Section 3: That the Fa)etteville City Council pledges its full support and hereby
authorizes the City of Fayetteville to cooperate with the Arkansas State Highway and
'transportation Department to initiate action to implement this project.

Subject: Request for a resolution approving the Engineering Division to submit an application for an
80/20 matching grant through the Arkansas Recreational Trails Program.
Recommendation: Staff requests a resolution approving the Engineering Division to submit an application to
the Arkansas Highway and Transportation Department for consideration of an 80/20 matching grant through
the Arkansas Recreational Trails Program for an award of up to $100,000.00.
Background: At the eastern end of Mud Creek Trail near Old Missouri Road there is currently no sidewalk
or trail connecting Mud Creek Trail to the neighborhoods to the south and Butterfield Trail Elementary. The
proposed trail project for grant funding includes 1,236 feet of 10' wide concrete trail connecting the existing
sidewalk on the south side of Sweetbrier Dr., north along the east side of Old Missouri Road over the existing
road bridge then down and under the same bridge to cornett to Mud Creek Trail. The lanes of Old Missouri
Road will need to be narrowed from the existing 30 foot width to 24 feet wide (two 12 foot wide lanes). In
addition a concrete median barrier will be installed across the bridge to separate pedestrians from vehicles as
they cross the bridge. This project will provide a safe route for pedestrians and bicycles to access Mud Creek
Trail and Scull Creek Trail while reducing the cost by utilizing the existing bridge and providing a grade
separated crossing under O'd Missouri Road. The project wi'I comply with tne Americans with Disability Act.
Discussion: We have received more requests from the citizens of Fayetteville for this trail connection than
any other area. If awarded, the funding would be used to complete this important 1,236 foot trail connection.
In the future, this trail connection will be extended east along Sweetbriar Drive to Sweetbriar Park where a new
trail will follow Mud Creek past the new fire station at Hwy 265 and Old Wire Road and extend to Gulley Park.
A resolution from the City of Fayetteville is required to apply for funding through the Arkansas Recreational
Trails Program. To comply with the grant application requirements, the resolution must include specific criteria
and language. A sample provided by the Arkansas Highway and Transportation Department has been
included, as an attachment to this memorandum.
Budget Impact: If approved by City Council, the grant application will be submitted for a total amount of
$100,000.00. The terms of this grant require a local sponsor or municipality to provide funding for 20% of the
total project cost. Upon receipt of an official Notice to Proceed from the Arkansas Highway and Transportation
Department, the project would be reimbursable at the rate of 80%, which for this project would be estimated at
a total reimbursement amount of $80,000.00. Sufficient funding not to exceed $20,000 for the City's portion of
this project will need to be budgeted for 2009 in the Trail Development Project, within the Sales Tax Capital
Improvement Fund. During the 2007 grant cycle. the City of Fayetteville was awarded $33,600 for
replacement of a bridge on Mud Creek Trail and tne City will be responsible for the 20% match or $6,720.
