Subject Staff Review and Resolution Request
On March 26. 2008. bids were open and reviewed for a Breathing Air Station for the new fire
station #3 which is nearing the final stages of construction Of the four bids that were submitted
and reviewed, the most responsive and responsible submission was from Wayest Safety of
Oklahoma City, OK. I have complete confidence in the bidder's ability to deliver the product
pursuant to specifications detailed in Bid 08 38

Detailed Specification: Breathing Air
Specifications:
This system shall be able to fill 45 minute high pressure SCBA (4500 PSI), 30 minute high
pressure SCBA (4500 PSI) and 30 minute low pressure SCBA (2216 PSI) bottles. This
system shall also operate in conjunction with our SCBA repair room located at this facility. It
will be the successful bidders responsibility to insure that the system will work with the
Posiceck system allowing air to flow to test equipment.
The City has put 6000 psi plumbing from the location cf the compressor to the repair room. It
/ is the successful bidder's responsibility to insure air flow to the room and all shut offs and any
V other parts needed to allow testing in room with out going back and forth from the compressor
to the testing equipment.
The City shall receive training on the operation and maintenance of the system as required.
'/ A minimum of 1 gallon of extra oil shall be delivered with the system for storage
The complete system shall be assembled and tested as a complete system at the factory
,/ prior to shipment A test certificate shall be part of the Operation and Maintenance manuals
(2 sets) that shall be shipped with the system.
The system shall be set up, installed. and cnecked out at the user's destinaton by the
/successful bidder and all parts of the system are working. This also includes the repair room
and Posiceck working together with the system.
The system shall have a minimum of 1 year complete warranty on all parts and labor. This
'shall include a 1 time service before warranty runs out on all lubricants and filters.
Compressor:
✓• Maximum continuous duty 6000 PSI
,/• Minimum Charge rate of 14 CFM
v• 4 Stage compressor and each stage of compression shall be protected with a safety
relief valve, automatic condensate drain system
✓ • Shall have an ambient air flow control design that directs the necessary air volume to
cool compressor

✓. Electric motor shall be a 10HP, 208 voit. 30 AMPS, 60 HZ three phase. This is the
current wiring at the location.

v • Air purification system shall use disposable cartridges manufactured to provide
breathing air that meets or exceeds NFPA,CGA grade E specification and ASME code
for Unifired Pressure Vessels.

v • Drain valve to relieve the system pressure for maintenance
✓• System should be designed so that filling cannot occur if cartridges are not in place
