That the City Council of the hereby expresses its preference for the revised policy changes as set forth in Exhibit A, attached Section 2. Finance Director Fayetteville Sewer Committee Date: February 15. 2008 Subject: Water Sewer Rate Approval RECOMMENDATION 1 he Fayetteville Water and Sewer Committee requested Staff present (1) the water proposed rates and related policy changes: and (2) three alternath es thr the sewer rate and related policy changes for decision by the full City Council. BACKGROUND 11DR with input from City staff. is finalizing the water and sewer rate study. The fundamental information was first presented to the City Council Water and Sewer Committee by Tom Gould. HDR, on July 27, 2007. There have since been numerous Committee meetings with staff, Toni Gould and various interested parties. These meetings have resulted in an excellent understanding of the rate development process, a number of significant changes to current City policy. as well as identifying background data. the costs of service for various customer groups, and a \ ariety of rate alternatives. DISCUSSION The Committee has adopted and recommends the following policy guidelines: 1. The City shall adopt a cost of service rate schedule based on customer class. 2. The City shall use volumetric blocks within selected rate classes as appropriate: a. Residential shall have an increasing block to reduce the cost burden of life critical water uses, encourage consenation. and capture system costs of irrigation through residential meters; b. Non-residential shall have a declining block to match the reduced volumctric cost of service for larger non-residential users; c. Industrial shall use a declining block to match the reduced volumetric cost of service for major users. 3. All legitimate non -emergency water consumption shall be metered and billed at an appropriate rate. REOUIRED DECISIONS The remaining decisions are: 1. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1. That the City Council of the City of Fayetteville, Arkansas hereby expresses its preference for the revised sewer rates set forth in Exhibit A, attached hereto and made a part hereof. Section 2. That the City Council of the City of Fayetteville, Arkansas hereby expresses its preference for the related sewer policy changes set forth in Exhibit B, attached hereto and made a part hereof. Section 2. That the City Council of the Gib; of Fayetteville, Arkansas hereby directs the City Attorney to draft a Water and Sewer Rate Ordinance consistent with these preferences.
