HomeMy WebLinkAbout36-08 RESOLUTIONRESOLUTION NO. 36-08 A RESOLUTION AUTHORIZING THE AVIATION & ECONOMIC DEVELOPMENT DEPARTMENT TO APPLY FOR A GENERAL IMPROVEMENT FUND ECONOMIC DEVELOPMENT INFRASTRUCTURE GRANT IN THE AMOUNT OF $250,000.00 FOR THE CREATION OF AN AEROSPACE & TECHNOLOGY PARK EAST OF DRAKE FIELD. WHEREAS, the City Council of the City of Fayetteville, Arkansas has determined that the Aviation & Economic Development Department meets the eligibility requirements necessary to apply for a Grant under the 2007 General Improvement Fund Program; and WHEREAS, the Aviation & Economic Development Department has presented plans to create the Aerospace & Technology Park; and WHEREAS, the City Council of the City of Fayetteville, Arkansas recognizes the need for the project, concurs with its importance, and supports the Aviation & Economic Development Department in its efforts to proceed with same. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS. Section 1. That the City Council of the City of Fayetteville, Arkansas hereby authorizes the Aviation & Economic Development Department to submit an application of formal request to the Arkansas Economic Development Commission for the purposes of securing state grant funds in the amount of $250,000.00 for the creation of an Aerospace & Technology Park; and that the Mayor of the City of Fayetteville is authorized to administer the grant funds for the same project. Section 2. That the City Council of the City of Fayetteville, Arkansas may designate up to $1,000,000.00 from the Economic Development Match Fund to meet the local match money requirements for the development of the Aerospace & Technology Park. Most of the Industrial Park building sites have been sold for industrial developments. Overall, the project was a successful venture for the City of Fayetteville, attracting 32 companies with a total work force of nearly 2000 employees. The Project: The Northwest Arkansas Aerospace & Technology Park will extend Fayetteville's past success with industrial development projects; and will provide needed infrastructure to attract state-of-the-art, entrepreneurial fines. The project will allow Arkansas to aggressively compete with adjacent states for jobs in the high-tech and new "green collar" sectors. A successful project will provide an additional opportunity to enhance Arkansas' reputation in these cutting-edge industries and thereby help to attract other such companies to the state. The Northwest Arkansas Aerospace & Technology Park will be designed in cooperation with the University of Arkansas' Innovation Center as a site available to graduates of the Genesis Incubator ready for expansion to a larger scale operation. We expect it to tap the potential and resources of U of A graduates and entrepreneurs looking to remain in Fayetteville and near the University of Arkansas Research and Technology Park (ARTP). The Northwest Arkansas Aerospace & Technology Park site concept features energy efficient LEED-certified buildings and low -impact environmentally sensitive infrastructure, landscaping and surrounds. The project is intended to advance the City of Fayetteville's Green Valley Initiative goals and be a magnet for companies who produce new "sustainability" technologies The Northwest Arkansas Aerospace & Technology Park will encompass 167 acres up to as much as 383 total acres immediately adjacent to the Fayetteville Municipal Airport. The City is currently in negotiation with the owners of the'initial 167 acres for a 5 -year purchase option while the City of Fayetteville pursues the design concepts for the development. The I -park will have an access way to the Airport Runway. The Virtual Development designs will also serve as a potent marketing tool for the site. GIF Grant Proposal: This grant application requests funding for the following items: • A five year option on up to 383 acres adjacent to Drake Field • A Technology / Industrial Park Development Plan to include layout and infrastructure design • A marketing plan with Virtual Building Designs that will feature a virtual tour of the I -Park facilities • A Phase I Environmental Assessment of the site • A Geologic Investigation • A Land Survey and Appraisal Economic Impact: Recently, the Fayetteville Economic Development Council (FEDC) entered the competition for an aviation manufacturing prospect, Project Lynx, which would bring 650 new aviation -related jobs to the area. The company would be an ideal anchor tenant for this project. The economic impact of this type of project is very significant. Property taxes would yield $1.3M with $1.1M going to local public schools. Economic impacts are multiplied throughout the region stimulating residential development, retail and services, as employees purchase homes, shop and enjoy Northwest Arkansas. Leverage: The City of Fayetteville has up to $1,000,000.00 of designated Economic Development Match funding available to invest in economic development projects. The Arkansas Missouri Railroad has already committed in-kind support to the project and plans are underway to construct a railway spur to the proposed site. The Fayetteville Economic Development Council will provide in-kind marketing resources. Arkansas Research & Technology Park team members will provide consultation and guidance for the Virtual Development Plan. Readiness to Proceed: The preliminary planning for the project is currently underway. Alignment with Governor Beebe's Goals: Completion and successful marketing of the Northwest Arkansas Aerospace & Technology Park will increase the incomes of Arkansans. Wages in the high technology and aerospace manufacturing and services sector are up to 75% higher than other industries. High technology industries drive growth. Constructing the right facilities to attract expanding entrepreneurship provides the new product development base the state needs to compete in the 21s` century economy, and will help Arkansas compete more effectively with neighboring states for new business and new jobs. The Northwest Arkansas Aerospace & Technology Park is a particularly unique project due to its proximity to the Fayetteville Municipal Airport. The Airport is one of Arkansas' gems. Formerly a commercial airline facility, the airfield still retains its FAR Part 139 certificate and is able to serve large aircraft up to Boeing 737 jet. The airport has experienced vibrant growth in the last few years and is vital to the local economy. Northwest Arkansas Aerospace & Technology Park takes special advantage of this asset, making the I -Park particularly attractive to aerospace and aviation related companies. The jobs we are targeting will require post secondary training in the several areas of research and technology currently centered in the University of Arkansas ARTP, Innovation Center and the Genesis Incubator. There is also substantial opportunity for training with the Northwest Arkansas Community College (NWACC) and the Northwest Technical Institute (NTI). Currently, the NWACC provides training in Aviation Airplane and Power Plant Maintenance Technician training as well as several other industry specific courses. NTI specializes in computer repair, business principles, welding, electronics, automotive repair and diesel engine repair. 2 The UA brings extensive research, training, and personnel to support an aviation and technology park. The UA understands that modern aerospace systems rely heavily on specialized electronic systems in navigation, communications, surveillance, control and scheduling to deal with the overcrowded airspace and airports. Advanced radar and global -positioning systems are vital for future avionics. The College of Engineering has the necessary expertise to assist in these areas. Strong research programs exist in Electrical Engineering and in Computer Science and Computer Engineering in the areas of wireless communications, data mining, embedded sensors for damage detection, acoustics, mixed signals processing and in electronics packaging to support the state-of-the-art avionics technology. Outstanding facilities exist for design and fabrication of electronic packages in the internationally renowned High Density Electronics Center which is administered by the College of Engineering. When fully integrated into the business community, the new Park could generate more than 1,000 jobs depending on the number and types of businesses locating in the Park. Past Performance: The City of Fayetteville is well acquainted in the management and oversight of grant funds and the reporting requirements of the Federal Government and the State of Arkansas. Since 2006, a full time grants manager oversees all of the City's many grants, including complex infrastructure projects with numerous funding sources in the tens of millions of dollars. Two Economic Development grants from ADED were successfully executed in 2002; Pinnacle Foods and Superior Industries / Danaher Tool. The City has been the recipient of many Federal and State grant funds. In 2005 the Fayetteville Municipal Airport applied for and received $1.2M in Federal funds and $50,000 in State of Arkansas funds to construct the West General Aviation Apron on the Airport. In 2006/7 Arkansas Department of Aeronautics supported the Airport with $600,000 for the construction of two corporate hangars for businesses on the Airport. In 2007/8 the airport received $123,000 in Federal and State grant funds for new airfield striping and an updated Obstruction Survey. Since 2005, the City of Fayetteville has received $16,216,500.00 in Federal Funds for a wide variety of projects for Education, Transportation, Infrastructure, Public Safety and Housing. Conclusion: Fayetteville is perfectly situated to successfully employ the State grant funds in the pursuit of a first-class Aerospace and Technology Park. Not only does the Northwest Arkansas Aerospace & Technology Park have a very high potential for success in the community, it will also highlight the Arkansas Economic Development Commission's essential role in bringing it from concept to fruition. Over the last six years, the Fayetteville Aviation and Economic Development Department has documented success in numerous grant projects to develop Fayetteville Municipal Airport, Drake Field into a first class general aviation facility. The Northwest Arkansas Aerospace & Technology Park will draw on that success with our economic development partners Fayetteville Chamber of Commerce, the University of Arkansas and the City as the Fayetteville Economic Development Council. The Northwest Arkansas Aerospace & Technology Park draws on the strength of our other partners as the property is in Washington County, adjacent to the Fayetteville Municipal Airport, Drake Field, and in the Greenland School District. Drake Field was the commercial service airport serving all of Northwest Arkansas for many years until Northwest Arkansas Regional Airport -was built to serve the area. Over the last six years, Drake Field has undergone a dramatic redevelopment as a first class general aviation facility capable of supporting aircraft of all sizes depending on weight and takeoff distance. Sports teams associated with the University of Arkansas routinely employ Boeing 737 and DC -9 aircraft at Drake Field. This project is to acquire an option on at least 167 acres owned by Arthur Miller and potentially an additional 216 acres owned by others for a total of 383 acres adjacent to the airport on which to develop the Aerospace and Technology Park to serve as a destination location for aerospace and technology firms and graduates of the University of Arkansas Research and Technology Park, Genesis Incubator and Innovation Center. This grant would make it possible to procure options on the property and to perform initial investigations and to develop a plan for development. Some of the property is in a 100 year flood plain so thorough investigation is essential. This project would complete a property survey and appraisal as well as environmental, archeological, and geotechnical investigations. This work would allow for the development of a land use plan and several virtual buildings so that potential clients would be able to visualize their company on the site. The outcome was a private not for profit corporation, Fayetteville Economic Development Council (FEDC), a partnership of the Fayetteville Chamber of Commerce, the University of Arkansas and the City of Fayetteville. Private investments were solicited and the incorporation complete. Mr. Steve Rust was hired as President and CEO and has served the organization well. This Grant is being submitted by the City of Fayetteville, Aviation and Economic Development Department on behalf of the entire economic development partnership. Project Shining Star was the first effort concerning a major project of our newly formed economic development team. The team made a successful presentation and had won a position in the final selection process when the project was cancelled by the client. We are sold on our Team and its effectiveness in the Economic Development arena. Additional partners for this project will include Washington County as the site is located in the County, and the City of Greenland, Arkansas as the site is in the Greenland School District. Letters of support are attached to this application. This project is a vision for development and the purpose of this grant application is to fund the initial investigation of the site and to develop the strategic plan for its use. The land has been on the Economic Development radar for six years until only recently when the owner agreed to sell the land: We approached the owner in order to respond to Project Lynx. It is part of the Fayetteville Municipal Airport Master Development Plan as a future site of an "Aviation Community." This "community" is now envisioned to be and Aerospace & Technology Park. Being adjacent to the Fayetteville Municipal Airport, Drake Field will allow technology and industrial clients to have direct access to the airport runways and taxiways. This expands the target client for the Park to aviation related industry and aviation research and development businesses. Aviation industry R & D is expanding including new Very Light Jet (VLJ) development, miniaturized electronics and avionics development, and the new Light Sport Aircraft (LSA) manufacturing and research and development. Already, Northwest Arkansas is home to a Remos assembly operation where the aircraft are shipped to the USA in ship containers, two aircraft per container, and assembled at Drake Field for sale in Rogers. Small, light weight, high value products are typically shipped by air. Drake field provides for that shipping opportunity. This grant will fund a virtual site plan which will depict roads, utility easements, lots and potential buildings and layouts for potential clients. We will work to leverage the site to build a multi -tenant building and then develop lots that can be sold to clients for construction of buildings that comply with the Park development plan. The City would be in a position to assist clients depending on the number and quality of jobs created in the Park. SMITH, City Clerk/Treasurer Executive Summary GENERAL IMPROVEMENT FUND ECONOMIC DEVELOPMENT INFRASTRUCTURE GRANT March 3, 2008 Fayetteville Aviation and Economic Development Arthur Miller Aerospace Technology/Industrial Park Development Project The Fayetteville South Industrial park was developed by the Fayetteville Industrial Development Corporation more than 20 years ago. Most of the Industrial Park's property sites have been sold for industrial developments. Overall, the project was a successful venture for the City of Fayetteville, attracting 32 companies with a total work force of nearly 2000 employees. Currently, Fayetteville has very little land to continue developing industrial, technological research, manufacturing or assembly but anticipates the opportunity to acquire the land for an Aerospace Technology Park adjacent to the Fayetteville Municipal Airport, Drake Field. This proposed development will be designed in cooperation with the University of Arkansas' Innovation Center as a place to center graduates of the Genesis Incubator. We foresee this project as essential to the continued growth of the Fayetteville economy and as part of the City's "Green Valley" sustainability initiative. We expect it to tap the potential and resources of U of A graduates and entrepreneurs looking to remain in Fayetteville and near the University of Arkansas Research and Technology Park (ARTP). 167 acres up to potentially as much as 383 total acres adjacent to the Fayetteville Municipal Airport are being considered for this project. The City is currently in negotiation with the owners of the initial 167 acres for a 5 -year purchase option while the City of Fayetteville pursues the design concepts for the development. The site concept features energy efficient LEED buildings and low -impact, environmentally sensitive infrastructure. Further, the project incorporates "Virtual Development" designs which can be shepherded through the local development approval process on the front end, and thereby reduce an ED prospect's construction timeline by as much as 12 months. The Virtual Development designs are also a potent marketing tool for the site. This proposal includes: • A five year option on up to 383 acres adjacent to Drake Field. • A Technology/Industrial Park Development Plan including layout and infrastructure design. • A marketing plan with Virtual building designs and tour of existing facilities • A Phase I Environmental Assessment of the ground • An Archeological Study of the ground. • A Land Survey and Appraisal If approved, this project will be implemented within six months of grant award. The City of Fayetteville excels in all of your rating criteria: 1. Economic Impact: There is little doubt that the economic impact of this project far exceeds the investment. In the very recent past, several graduates of the U of A Genesis Incubator have located in other communities because there are no suitable properties for development or buildings to accommodate their business. This acute need was recently revealed when Fayetteville Economic Development Council (FEDC) entered the competition for an aviation manufacturing prospect, Project Lynx, that could bring 650 aviation related new jobs to the area. The company would be an ideal anchor tenant for this project. Without spade -ready industrial land it is difficult, if not impossible, to compete for opportunities like Project Lynx that require 75 to 100 acres. The economic impact of this type of project is very significant. Property taxes alone would yield $1.3M with $1.1M going to the public school. The selected site is 167 acres and negotiations are underway for purchase options or outright purchase. An additional 216 acres could be added to the development. The development plan would be for dense construction of LEED Certified facilities and sustainable land use where employee parking areas would be designed to eliminate adverse impact to the storm- water runoff. stream. 2. The jobs we are targeting will require post secondary training in the several areas of research and technology currently centered in the University of Arkansas ARTP, Innovation Center and the Genesis Incubator. The City will not provide the training but there is substantial opportunity for training with the Northwest Arkansas Community College (NWACC) and the Northwest Technical Institute (NTI). Currently, the NWACC provides training in Aviation Airplane and Power Plant Maintenance Technician training as well as several other Industry specific courses. NTI specializes in computer repair, business principles, welding, electronics, automotive repair and diesel engine repair. The UA brings extensive research, training, and personnel to support an aviation related technology park. The UA understands that modem aerospace systems rely heavily on specialized electronic systems in navigation, communications, surveillance, control and scheduling to deal with the overcrowded airspace and airports. Advanced radar and global -positioning systems are vital for future avionics. The College of Engineering has the necessary expertise to assist in these areas. Strong research programs exist in Electrical Engineering and in Computer Science and Computer Engineering in the areas of wireless communications, data mining, embedded sensors for damage detection, acoustics, mixed signals processing and in electronics packaging to support the state-of-the-art avionics technology. Outstanding facilities exist for design and fabrication of electronic packages in the internationally renowned High Density Electronics Center which is administered by the College of Engineering. When fully integrated into the business community, the new Park could generate more than 1,000 jobs depending on the number and types of businesses locating in the Park. The City of Fayetteville is well acquainted in the management and oversight of grant funds and the reporting requirements of the Federal Government and the State of Arkansas. The City has been the recipient of many Federal and State grant funds. In 2005 the Fayetteville Municipal Airport applied for and received $1.2M in Federal funds and $50,000 in State of Arkansas funds to construct the West General Aviation Apron on the Airport. Drake Field was the commercial service airport serving all of Northwest Arkansas for many years until Northwest Arkansas Regional Airport was built to serve the area. Drake Field remains a viable airport with significant infrastructure capable of supporting aircraft of all sizes depending on weight and takeoff distance. All general aviation aircraft are supported by Fayetteville Drake Field as well as most commercial aircraft. Sports teams routinely employ Boeing 737 aircraft at Drake Field. Initial conversation has been conducted with the owners of property adjacent to Drake Field with very favorable reception. The idea is to acquire or option at least 167 acres up to as much as 383 acres adjacent to the airport to serve as a manufacturing destination for aerospace industry and graduates of the University of Arkansas Research and Technology Park and Genesis Incubator and Innovation Center. This grant would make it possible to procure the initial options on the property and to perform initial investigations and development layouts. Some of the property is in a 100 year flood plain and archeological investigations have not been done. This project would complete a property survey and appraisal as well as environmental, archeological, and geotechnical investigations. This work would allow for the development of a land use plan and several virtual buildings so that potential clients would be able to visualize their company on the site. With the comprehensive plan in place, the City would be able to market the property with expectations of a reasonable absorption rate. The overall development of the property will be the responsibility of the City but the use of the property can take several forms. There will be several ways a client can locate in the Park. We will work to leverage the site to build a multi -tenant building and then develop lots that can be sold to clients for construction of buildings that comply with the Park development plan. The City would be in a position to assist clients depending on the number and quality of jobs created in the Park. Being adjacent to the Fayetteville Municipal Airport, Drake Field is an additional asset that would allow technology and industrial clients to have direct access to the airport runways and taxiways. This expands the target client for the Park to aviation related industry and aviation research and development businesses. Aviation industry R & D is expanding including new Very Light Jet (VLJ) development, miniaturized electronics and avionics development, and the new Light Sport Aircraft (LSA) manufacturing and research and development. Already, Northwest Arkansas is home to a Remos assembly operation at Drake Field with marketing at the Rogers Airport. Remos is a German LSA Company with major construction facilities in Pasewalk, Germany. Aircraft are shipped to the USA in ship containers, two aircraft per container, and assembled at Drake Field for sale in Rogers. Our partnership through the FEDC will allow for a wide array of marketing and development opportunities. The City of Fayetteville partners with the Fayetteville Chamber of Commerce and the University of Arkansas for economic development activities. Inquiries are received at the City, at the Chamber at the U of A and at the FEDC offices. The team coordinates all activities through a small working group with representatives from each major stakeholder. Project Shining Star was our first effort concerning a major project. Executive Summary GENERAL IMPROVEMENT FUND ECONOMIC DEVELOPMENT INFRASTRUCTURE GRANT March 3, 2008 Fayetteville Aviation and Economic Development Arthur Miller Aerospace Technology/Industrial Park Development Project The Fayetteville South Industrial park was developed by the Fayetteville Industrial Development Corporation more than 20 years ago. Most of the Industrial Park's property sites have been sold for industrial developments. Overall, the project was a successful venture for the City of Fayetteville, attracting 32 companies with a total work force of nearly 2000 employees. Currently, Fayetteville has very little land to continue developing industrial, technological research, manufacturing or assembly but anticipates the opportunity to acquire the land for an Aerospace Technology Park adjacent to the Fayetteville Municipal Airport, Drake Field. This proposed development will be designed in cooperation with the University of Arkansas' Innovation Center as a place to center graduates of the Genesis Incubator. We foresee this project as essential to the continued growth of the Fayetteville economy and as part of the City's "Green Valley" sustainability initiative. We expect it to tap the potential and resources of U of A graduates and entrepreneurs' looking to remain in Fayetteville and near the University of Arkansas Research and Technology Park (ARTP). 167 acres up to potentially as much as 383 total acres adjacent to the Fayetteville Municipal Airport are being considered for this project. The City is currently in negotiation with the owners of the initial 167 acres for a 5 -year purchase option while the City of Fayetteville pursues the design concepts for the development. The site concept features energy efficient LEED buildings and low -impact, environmentally sensitive infrastructure. Further, the project incorporates "Virtual Development" designs which can be shepherded through the local development approval process on the front end, and thereby reduce an ED prospect's construction timeline by as much as 12 months. The Virtual Development designs are also a potent marketing tool for the site. Economic Impact: There is little doubt that the economic impact of this project far exceeds the investment. In the very recent past, several graduates of the U of A Genesis Incubator have located in other communities because there are no suitable properties for development or buildings to accommodate their business. This acute need was recently revealed when Fayetteville Economic Development Council (FEDC) entered the competition for an aviation manufacturing prospect, Project Lynx, that could bring 650 aviation related new jobs to the area. The company would be an ideal anchor tenant for this project. Without spade -ready industrial land it is difficult, if not impossible, to compete for opportunities like Project Lynx that require 75 to 100 acres. The economic impact of this type of project is very significant. Property taxes alone would yield $1.3M with $1.1M going to the public school. The selected site is 167 acres and negotiations are underway for purchase options or outright purchase. An additional 216 acres could be added to the development. The development plan would be for dense construction of LEED Certified facilities and sustainable land use where employee parking areas would be designed to eliminate adverse impact to the storm- water runoff stream. 2. Ability to Leverage other Funding Sources: The City of Fayetteville has up to $1,000,000.00 of designated Economic Development Match funding available to invest in economic development projects creating jobs and wealth in the community. 3. Readiness to Proceed: The City of Fayetteville is ready to proceed. 4. Alignment with Governor's Goals: This project satisfies all of the Governor's Goals. The jobs we are targeting will require post secondary training in the several areas of research and technology currently centered in the University of Arkansas ARTP, Innovation Center and the Genesis Incubator. The City will not provide the training but there is substantial opportunity for training with the Northwest Arkansas Community College (NWACC) and the Northwest Technical Institute (NTI). Currently, the NWACC provides training in Aviation Airplane and Power Plant Maintenance Technician training as well as several other Industry specific courses. NTI specializes in computer repair, business principles, welding, electronics, automotive repair and diesel engine repair. The UA brings extensive research, training, and personnel to support an aviation related technology park. The UA understands that modem aerospace systems rely heavily on specialized electronic systems in navigation, communications, surveillance, control and scheduling to deal with the overcrowded airspace and airports. Advanced radar and global -positioning systems are vital for future avionics. The College of Engineering has the necessary expertise to assist in these areas. Strong research programs exist in Electrical Engineering and in Computer Science and Computer Engineering in the areas of wireless communications, data mining, embedded sensors for damage detection, acoustics, mixed signals processing and in electronics packaging to support the state-of-the-art avionics technology. Outstanding facilities exist for design and fabrication of electronic packages in the internationally renowned High Density Electronics Center which is administered by the College of Engineering. When fully integrated into the business community, the new Park could generate more than 1,000 jobs depending on the number and types of businesses locating in the Park. S • l 5. The City of Fayetteville is well acquainted in the management and oversight of grant funds and the reporting requirements of the Federal Government and the State of Arkansas. In 2005 the Fayetteville Municipal Airport applied for and received $1.2M in Federal funds and $50,000 in State of Arkansas funds to construct the West General Aviation Apron on the Airport. Ic Project Description The Project for Fayetteville is to acquire land and develop an Aerospace Technology and Industrial Park adjacent to Fayetteville Municipal Airport, Drake Field. Drake Field was the commercial service airport serving all of Northwest Arkansas for many years until Northwest Arkansas Regional Airport was built to serve the area. Drake Field remains a viable airport with significant infrastructure capable of supporting aircraft of all sizes depending on weight and takeoff distance. All general aviation aircraft are supported by Fayetteville Drake Field as well as most commercial aircraft. Sports teams routinely employ Boeing 737 aircraft at Drake Field. Initial conversation has been conducted with the owners of property adjacent to Drake Field with very favorable reception. The idea is to acquire an option on at least 167 acres up to as much as 383 acres adjacent to the airport to serve as a manufacturing destination for aerospace industry and graduates of the University of Arkansas Research and Technology Park and Genesis Incubator and Innovation Center. This grant would make it possible to procure the initial options on the property and to perform initial investigations and development layouts. Some of the property is in a 100 year flood plain and archeological investigations have not been done. This project would complete a property survey and appraisal as well as environmental, archeological, and geotechnical investigations. This work would allow for the development of a land use plan and several virtual buildings so that potential clients would be able to visualize their company on the site. With the comprehensive plan in place, the City would be able to market the property with expectations of a reasonable absorption rate. a. The overall development of the property will be the responsibility of the City but the use of the property can take several forms. There will be several ways a client can locate in the Park. We will work to leverage the site to build a multi -tenant building and then develop lots that can be sold to clients for construction of buildings that comply with the Park development plan. The City would be in a position to assist clients depending on the number and quality of jobs created in the Park. Being adjacent to the Fayetteville Municipal Airport, Drake Field is an additional asset that would allow technology and industrial clients to have direct access to the airport runways and taxiways. This expands the target client for the Park to aviation related industry and aviation research and development businesses. Aviation industry R & D is expanding including new Very Light Jet (VLJ) development, miniaturized electronics and avionics development, and the new Light Sport Aircraft (LSA) manufacturing and research and development. Already, Northwest Arkansas is home to a Remos assembly operation at Drake Field with marketing at the Rogers Airport. Remos is a German LSA Company with major construction facilities in Pasewalk, Germany. Aircraft are shipped to the USA in ship containers, two aircraft per container, and assembled at Drake Field for sale in Rogers. Our partnership through the FEDC will allow for a wide array of marketing and development opportunities. The City of Fayetteville partners with the Fayetteville Chamber of Commerce and the University of Arkansas for economic development activities. Inquiries are received at the City, at the Chamber at the U of A and at the FEDC offices. The team coordinates all activities through a small working group with representatives from each major stakeholder. Project Shining Star was our first effort concerning a major project.
