A RESOLUTION TO APPROVE THE HIRING OF ONE FULL
TIME FINANCIAL ANALYST; ONE FULL TIME BUILDING
MAINTENANCE WORKER II; ONE FULL TIME POLICE
OFFICER AND TWO FULL TIME ANIMAL SERVICES CARE
GIVERS
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby approves
the hiring of replacement employees for the following positions:
(A) One full time Financial Analyst;
(B) One full time Building Maintenance Worker II — Building Services;
(C) One full time Police Officer — Police Department
(D) Two full time Animal Services Caregivers — Animal Services.

City Council approves the hiring of a Building Maintenance Worker II
On May 30, 2008 a vacancy was created due to a resignation. This was a
Carpenter 1 position with an annual salary of $44,842. Our maintenance
requirements suggest a Building Maintenance Worker II with an annual
salary of $ 38,936 would better fit the cities maintenance needs at this
time.
A Building Maintenance Worker II responds to service calls for
Electrical, plumbing , HVAC repairs and provides general labor for
grounds keeping activities and welding functions. They also perform
carpentry services and safety inspections of buildings and grounds.
This is a budgeted position funded through the general fund.

Background
A Police Officer position has become vacant due to the resignation of an existing budgeted
officer
Discussion
The immediate filling of a vacant Police Officer position is important to the ongoing efficiency
of our daily operations. A new Police Officer can take more than six months to become fully
trained and ready for duty. This vacancy and training time results in manpower shortages and
increased overtime to cover the normal duties of that position. In addition, our department
currently has three Police Officers on active military duty in Iraq since last February further
depleting our available manpower.
Recommendation
Staff recommends approval of this hiring freeze appeal for the vacant Police Officer position.
Budget Impact
This position is a budgeted full-time position and will result in a slight decrease in personnel
expenses due the reduction in salary.

RE: Animal Services Full-time Caregiver Position Openings
The Animal Services Division currently has two full-time Animal Services Caregiver positions vacant.
One vacancy was created due to the death of a 6 year staff member. The other vacancy is open due to
the termination of a six month probationary employee.
Replacing these two full-time caregiver positions is vital in providing adequate staffing to care for the
animals, providing clean sanitary kennels, feeding and vaccinating the animals sheltered along with
providing customer service to adopters and citizens looking for their lost pets. The caregivers also
perform duties including assisting with euthanasia, veterinary care and medicating the animals. The
current caregivers are working additional hours on their scheduled days off to perform essential duties
while being paid overtime Although we are utilizing volunteer and community service workers, many
of the caregiver duties require trained and certified staff due to health and safety concerns such as
handling dangerous animals, chemicals, and zoonotic diseases. The starting salary for these positions
is $9.53 per hour.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Note: All City of Fayetteville positions
require the employee to provide good customer service to both internal and external customers,
maintain positive and effective working relationships with other City employees (especially
members of his or her own team), and have regular and reliable attendance that is non -
disruptive. Other essential duties of this position include the following:
1. Clean, disinfect and maintain facility including; cages, walls and floors. Launder and
disinfect bedding, toys, and towels in an efficient manner.
2. Feed and socialize animals; provide toys, beds and comforts of home.
3. Perform first view examinations of eyes, ears, paws, teeth, coat, weight and overall
health, administer dog and cat vaccinations, flea and tick control and administer
medications as directed by staff veterinarian.
4. Scan for and implant microchips.
5. Assist and hold animal during euthanasia.
6. Assist the public with adoptions and counsel potential adopters on training, behavior and
pet care.
7. Educate the public about spaying and neutering and disease and illness prevention.
8. Handle feral cats and aggressive dogs.
9. Utilize safe handling practices and use of chemicals (bleach and disinfectant).
10. Ensure proper use and disposal of needles and syringes and safety equipment.
11. Properly restrain animals and assist in taking blood work.
12. Knowledge and use of computer in order to enter information on persons and animals,
document behavior, medications and vaccines given.
13. Perform other duties as assigned.

SECONDARY DUTIES AND RESPONSIBILITIES include the following:
1. Perform office duties by answering phone, dispatching officers to calls, intaking animals,
processing applications and adoptions, issuing city licenses and rabies tags, when officers
are unavailable.
2. Secondary duties as assigned.
MINIMUM QUALIFICATIONS
1. High school diploma or GED.
2. Must be 18 years of age or older.
3. Ability to obtain animal caregiver certification within one year of hire date.
4. Effectively communicate with others orally and in writing.
5. Must be proficient in the use of a personal computer and other related software programs.
Must be able to effectively operate standard office equipment.
6. Must be proficient in the use of a washer/dryer, safely gloves, cat capture tools, tongs,
needles/syringes, micro chip scanner, hoses and disinfectant sprayers.
7. While performing the functions of this job, the employee is regularly required to talk and
hear. The employee regularly is required to stand, walk, and sit; use hands to finger,
handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or
crawl. The employee must regularly lift and/or move up to 50 pounds
8. While performing the functions of this job, the employee is regularly exposed to wet/and
or humid conditions, moving mechanical parts; fumes or airborne particles; toxic or
caustic chemicals and outside weather conditions.

SUBJECT: Hiring Freeze Replacement of Financial Analyst - Duties
Below is a summary of the duties performed by the Financial Analyst position. I have broken them
out based on what is done only by the Financial Analyst position and what is done by all positions.
Duties performed only by the Financial Analyst Position:
• Responsible for the monitoring of the Project Accounting System to ensure budgetary
compliance is achieved. Currently there are over 180 projects with a budget of $125 Million.
• Assists divisions with monitoring the current budget ($10 Million) and developing the
proposed budget. Divisions assigned to Financial Analyst include:
► City Clerk/Treasurer ►Building Safety Long Range Planning
10• Mayor 0. Current Planning 1P• Transportation
• Public Information Engineering Accounting
• Prepares monthly Engineering Personnel Services allocation to capital projects.
• Responsible for the coordination of the Five -Year Capital Improvement Program.
• Coordinate the development and updating of the Cost Allocation Plan.
Duties performed by all of the staff positions:
• Provide consultation to all department directors, division heads, and project managers on
capital budget and expenditure matters to ensure that all budget and accounting principles are
followed.
• Assist with the coordination and production of a Mayor proposed budget and a City Council
adopted budget including sufficient data to address the financial plan, operational plan, and
policy directives of the City.
