This was a Carpenter 1 position with an annual salary of $44,842. Our maintenance requirements suggest a Building Maintenance Worker II with an annual salary of $ 38,936 would better fit the cities maintenance needs at this time. A Building Maintenance Worker II responds to service calls for Electrical, plumbing , HVAC repairs and provides general labor for grounds keeping activities and welding functions. They also perform carpentry services and safety inspections of buildings and grounds. A new Police Officer can take more than six months to become fully trained and ready for duty. This vacancy and training time results in manpower shortages and increased overtime to cover the normal duties of that position. In addition, our department currently has three Police Officers on active military duty in Iraq since last February further depleting our available manpower. Recommendation Staff recommends approval of this hiring freeze appeal for the vacant Police Officer position. Budget Impact This position is a budgeted full-time position and will result in a slight decrease in personnel expenses due the reduction in salary. One vacancy was created due to the death of a 6 year staff member. The other vacancy is open due to the termination of a six month probationary employee. Replacing these two full-time caregiver positions is vital in providing adequate staffing to care for the animals, providing clean sanitary kennels, feeding and vaccinating the animals sheltered along with providing customer service to adopters and citizens looking for their lost pets. The caregivers also perform duties including assisting with euthanasia, veterinary care and medicating the animals. The current caregivers are working additional hours on their scheduled days off to perform essential duties while being paid overtime Although we are utilizing volunteer and community service workers, many of the caregiver duties require trained and certified staff due to health and safety concerns such as handling dangerous animals, chemicals, and zoonotic diseases. The starting salary for these positions is $9.53 per hour. Please see the Animal Services Caregiver position description attached for more information. Properly restrain animals and assist in taking blood work. 12. Perform office duties by answering phone, dispatching officers to calls, intaking animals, processing applications and adoptions, issuing city licenses and rabies tags, when officers are unavailable. 2. The employee regularly is required to stand, walk, and sit; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl. I have broken them out based on what is done only by the Financial Analyst position and what is done by all positions. Duties performed only by the Financial Analyst Position: • Responsible for the monitoring of the Project Accounting System to ensure budgetary compliance is achieved. Currently there are over 180 projects with a budget of $125 Million. • Assists divisions with monitoring the current budget ($10 Million) and developing the proposed budget.
