A RESOLUTION ACCEPTING THE 2008 BULLETPROOF VEST
PARTNERSHIP GRANT IN THE AMOUNT OF $16,033.56; AND
APPROVING A BUDGET ADJUSTMENT RECOGNIZING THE GRANT
REVENUE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas hereby accepts the
2008 Bulletproof Vest Partnership Grant in the amount of $16,033.56.
Section 2. That the City Council of the City of Fayetteville, Arkansas hereby approves a
budget adjustment recognizing the grant revenue.

Recommendation
Staff recommends acceptance of the 2008 Bulletproof Vest Partnership Grant award for the
purchase of twenty (20) body armor vests for our patrol officers and eleven (11) tactical armor
vests for our Emergency Response Team and attached budget adjustment. Furthermore, staff
requests authorization for Judy Cohea to be the primary point of contact for the purpose of
requesting online reimbursements of payment and various assurances and certifications as
required by the grant guidelines.
Background
The Bulletproof Vest Partnership (BVP), created by the Bulletproof Vest Partnership Grant Act
of 1998 is a unique U.S. Department of Justice initiative designed to provide a critical resource
to state and local law enforcement. The Fayetteville Police Department has previously obtained
grant funding in excess of $60,000 for the purchase of 68 bulletproof vests through this
partnership. The BVP program provides a critical component to the continuing health and
welfare of our Police Officers.
Discussion
This grant award, in the total project amount of $32,067.12, requires 50% grant matching funds
from the City to purchase all vests projected within the two year grant period. Funding by BVP
will provide reimbursement of 50% (or $16,033.56) of the City's expenses for the purchase of up
to twenty (20) body armor vests for our patrol officers and eleven (11) tactical armor vests for
our Emergency Response Team (ERT). Currently, all Fayetteville Police Officers have state-of-
the-art body armor provided to them through grant and City funding.
The body armor vests are planned for new employees and routine replacement of out of warranty
vests. The tactical armor vests will be purchased to replace all ERT members vests which will
reach the end of their life cycle in 2009 All state-of-the-art body armor is custom made to the
exact specifications of the wearer and can take up to ten weeks for delivery. To ensure all new
officers have our required level of protection, we must remain proactive on our body armor
purchases.
Budget Impact
This grant provides a reimbursement of 50% of expenses associated with the purchase of bullet
proof vests within the grant period. This grant period is from April 1, 2008 through March 31,
2010. During this grant period the City will have $16, 034 available for reimbursement of our
expenses on bullet proof vests.
