BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF

Section 1. That the City Council of the City of Fayetteville, Arkansas
hereby authorizes the Building Safety Division to accept a grant from the
Arkansas Economic Development Commission Energy Office in the amount of
$2,500.00 to fund the Fayetteville Residential Energy Efficiency Promotion
program.
Section 2. That the City Council of the City of Fayetteville,
Arkansas hereby approves a budget adjustment recognizing the grant
revenue.

14. Awards Terms and Conditions:
• Grant funding in excess of that necessary to meet immediate expenses is required to
be deposited into a separate interest bearing account;
• Quarterly progress reports must be submitted to the Arkansas Energy Office by the
first day of October 2008 and January and April 2009. The reports should address a
summary of the work that has been done.
• A final report is required summarizing quarterly report data. The final report should
also contain a statement that assures all grant expenditures were made in accordance
with the approved plan (Attachment 1). The final report shall be submitted to the
Energy Office no later than July 15, 2009.
• A site -monitoring visit may be conducted upon completion of the project. Please
make available expense records, labor and pay records for work done, and
documentation of any changes made in the original scope of work or grant extensions.
• Failure to comply with the terms of this agreement may result in ineligibility to
receive future grant funds.
15. Approved Reimbursement Methodology: Funds will be released upon receipt of a
signed grant agreement in accordance with procedures established and/or approved by
the Arkansas Energy Office and the Arkansas Economic Development Commission.

City of Fayetteville Residential Energy Efficiency Promotion
Scope of Work
Promote compliance with the 2004 Arkansas Energy Code for New Building
Construction by developing and providing the following materials and procedures:
• The development and printing of a building efficiency "scorecard" that
documents the efficiency characteristics of new residential buildings.
Information on this scorecard includes the window to wall ratio, R -values of
ceiling, wall, perimeter slab or crawl space, and ductwork, U -factors of
windows and doors; and the type and efficiency of heating, cooling and water
heating equipment.
• A procedural requirement that this completed scorecard be installed inside the
electrical panel door before the builder is issued a Certificate of Occupancy,
• The development of and construction of display signage to promote public
awareness of individual homes that, at minimum, have met the requirements
of the Arkansas Energy Code,
• Provide the Energy Office with efficiency details and other information
(omitting builder names) that has been collected in this program,
• Submit quarterly and final progress reports as detailed in the "Awards Terms
and Conditions" of this grant agreement.

The City of Fayetteville is seeking financial assistance in implementing a program to encourage
energy efficient construction in residential structures. Attached is a copy of the press release
announcing the formation of this committee, outlining its goals, and providing a list of
participants.
The Committee has met on a twice -monthly basis since January. We have formulated a program
we believe will be of great benefit to the citizens of Fayetteville using education and positive
recognition as tools to facilitate greater energy efficiency.
John Coleman, Sustainability Coordinator and I have been serving as facilitators for the

Executive Summary:
The City of Fayetteville seeks funds to purchase promotional materials for its Energy Efficiency
Program. We also aim to provide funding for third party verification of recognized programs
such as Energy Star, the US Green Building Council's LEED for New Homes and the National
Home Builders Association's Green Builder Program. The Energy Efficient Construction
Committee will have oversight on spending of the funds.
Our intent is to provide understandable and consistent information to prospective owners about
the energy efficiency of dwelling units to assist them in making educated choices concerning
energy usage. To accomplish this, the committee has developed a scoring system with a label
that will be displayed inside the primary electrical panel cover indicating the expected energy
performance of the envelope and base systems relative to buildings that meet the minimum
performance requirements of the Arkansas Energy Code.
Energy conservation involves a multitude of variables but this program concentrates on the
building envelope and base systems efficiencies. Education of consumers and realtors is critical
to the success of this program and will be accomplished by a series of press releases,
presentations to professional organizations and promotional features. The Committee will
promote participation in the program by offering signage announcing a builder's participation,
web site recognition, media resources and other accolades.
Participants will be required to submit documents to determine an anticipated score they may use
as a marketing tool. The final score will be verified during construction and awarded upon
completion. The program is allows builders to demonstrate compliance using the Arkansas
Energy Code as a baseline, but will require a scorecard on every new home.
We believe that the consumer will make educated decisions when provided with the proper
information that will result in a consumer driven move towards high performance building
practices. The market will shift towards higher efficiencies as builders compete to meet
consumer demand.
We will display logos or other information that indicates sponsorship of the program by the
Arkansas Energy Office and/or Arkansas Office of Economic Development and will provide
feedback in the form of actual money spent, photos, success stories, etc. if desired.
Fayetteville, Arkansas:
Fayetteville has positioned itself as the anchor city of the "Green Valley" that Northwest Arkansas is
quickly becoming with local startup companies establishing themselves in the burgeoning green economy
on a national scale. Last year, the City of Fayetteville hired the state's first sustainability coordinator,
hosted the ICLEI North American Conference, transitioned half of its fleet to bio -diesel, and became the
first city in Arkansas to require LEED-Silver designation for all new, municipally owned buildings.
Mayor Coody has distinguished himself in the US Council of Mayors as a leader in the sustainability
movement among mid-sized cities. The Energy Scorecard is another step in the right direction for the
Fayetteville community, and could be easily adopted by other cities in Arkansas.

BACKGROUND:
Mayor Coody initiated an ad-hoc committee in January 2008 to provide recommendations in the
areas of education, energy code upgrades and incentives for energy efficient construction.
Initial discussion about adopting a more recent version of the International Energy Conservation
Code resulted in a consensus among the stakeholders to work with the Arkansas Energy Code,
and concentrate on public education, awareness and creating a competitive environment, as well
as to place accolades on those who participate in the program. The Committee came to the
conclusion that focusing on new residential construction was the best place to begin.
RESIDENTIAL PROGRAM:
The intent is to promote energy efficiency above the code minimum by providing:
• A method for potential homeowners to compare the efficiency of homes in an easy to
interpret format (Scorecard Label).
• Education and incentives to participating builders.
• General education about the program to the public and specific education to realtors and
potential buyers.
The committee is devoted to keeping this imtial program simple for builders as well as
inspectors, and to develop an easy to understand score that potential home buyers can use to
compare homes they consider for purchase. This will require the education of buyers and
realtors to know to look for the label, and a general understanding of what the values mean.
Under the new program the builder will have two options:
1. Follow the prescriptive provisions of the AEC or show compliance using ArkCheck to receive
the baseline score indicating they have met the minimum requirements.
2. Participate in the program by providing readily, available information and input it into the
scorecard spreadsheet to receive the efficiency score for the home. The spreadsheet is designed
to take just a few minutes to fill out and receive a score.
Builders will have the option to display signage (to be provided) that will indicate they are
participating in the "Fayetteville Residential Energy Efficiency Program" and receive a
preliminary score based on initial input.
After the preliminary score items are verified through the inspection process, a final score is
calculated. The scorecard must be installed inside the electrical panel door and is a requirement
for a Certificate of Occupancy.
Builders will also be required to supply a "commissioning" document containing product and
maintenance information as well as a standard "energy efficiency do's and don'ts" list for
homeowners. Builders will also be encouraged to include other documents and information that
support and promote their energy efficiency measures.
Creating the Scorecard
Initial discussion revolved around using ArkCheck as the evaluation tool to determine the level
above code. The committee created a "check list" of items that can be incorporated into a new
home that will have a positive effect on energy efficiency based off of checklists from Aspen,
Colorado; Madison, Wisconsin; and LEED for Homes. (See draft at the end of this document)
The committee decided to consider ACCA Manual J as the evaluation tool because load
calculations are already required by code and because it can give a more accurate account of
building performance due to the many design option inputs. Jason Brannen created an Excel
spreadsheet that uses the load values from the Manual J weighed with the home square footage to
create an "efficiency value". The baseline value for a home that dust meets the AEC is 0 and a
"zero net energy home" value is 100 Included in the final value are "extra points" earned by
incorporating items from the check list created by the Committee. (The detail of the extra point
system is on going.) The Score will be displayed on a label installed inside the door of the
electrical panel that also contains other information (see draft label at the end of this document).
The spreadsheet final page contains the equipment size and efficiency ratings as well as the
proposed extra point items. A copy of this page will go to the builder as a reminder of the
anticipated score and a copy will be used by the inspector for verification.
Energy Star; LEED for Homes; NAHB Green Build and other approved programs that require a
3`d party verification will receive extra points, but the scale value from all homes will be
determined by the same methodology. The same is true of those that complete a thermal by-pass
checklist.
Where We Are Now:
We are presently going through the ordinance process for label requirement. Our goal is to have
the Scorecard finalized and present it to the community on August 1s`.
We have already had contact with local media sources that are eager to cover this story.
Changes Are Anticipated
This is a dynamic program that will continue to evolve over time. Provisions will be made to
receive feedback and incorporate that into a formal review process on an regular basis. We
anticipate the program will continue in some form indefinitely.

MAYOR'S INITIATES AD-HOC COMMITTEE TO
ENCOURAGE ENERGY EFFICIENT CONSTRUCTION
FAYETTEVILLE, AR — Mayor Dan Coody has assembled a group of Fayetteville citizens and building
professionals to make recommendations on how to enhance our construction practices to encourage
energy efficient construction.
Commercial and residential buildings consume the vast majority of energy in the United States, including
Fayetteville As energy costs continue to rise the owners of these buildings will be hit the hardest. The
uncertainty of future energy costs is reflected in a recent decision by Citigroup, J.P. Morgan Chase, and
Morgan Stanley to only provide debt financing to new power plants if their economic viability can be
proven under future climate change policies.
In short, new climate change policies at the Federal level will impact those most dependent on coal-fired
power, such as Northwest Arkansas. Fayetteville residents and businesses will feel a greater impact if we
do not begin to focus on energy efficient construction in our community. However, if we are proactive we
can gain an advantage by creating an energy efficient building stock, which will limit future costs for
residents and businesses alike.
