A RESOLUTION TO EXPRESS THE FAYETTEVILLE CITY
COUNCIL'S SUPPORT FOR SENATOR SUE MADISON'S
PROPOSED ANIMAL CRUELTY LEGISLATION
WHEREAS, extreme acts of animal cruelty to dogs, cats and horses are punishable as
felonies in forty-five of the fifty states in the nation including our neighboring states; and
WHEREAS, persons who commit extreme acts of cruelty in Arkansas are now facing
only misdemeanor sanctions; and
WHEREAS, persons who commit extreme acts of cruelty to dogs, cats, or horses should
be psychologically evaluated as many criminal psychopaths and serial killers began their
antisocial slide into such depravity by torturing or killing animals; and
WHEREAS, extreme acts of cruelty to dogs, cats, or horses are often linked with other
criminal activity, including domestic violence and child abuse; and
WHEREAS, just like in other states, provisions will be placed within this law exempting
legitimate animal agricultural husbandry practices, hunting and fishing.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FAYETTEVILLE, ARKANSAS
Section 1: That the City Council of the City of Fayetteville, Arkansas, hereby expresses
its support of Senator Sue Madison's bill to make extreme acts of cruelty or neglect to dogs, cats
or horses a felony while protecting persons engaged in legitimate animal agricultural husbandry
practices and hunting and fishing activities from prosecution. `ew,,,,,,,,,,ffff
