A RESOLUTION AUTHORIZING THE PARKS AND
RECREATION DIVISION TO ACCEPT AN ARKANSAS PARKS
AND TOURISM OUTDOOR RECREATION 50/50 MATCHING
GRANT IN THE AMOUNT OF $100,000.00 FOR THE
DEVELOPMENT OF EAGLE PARK.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas
hereby authorizes the Parks and Recreation Division to accept an Arkansas Parks
and Tourism Outdoor Recreation 50/50 Matching Grant in the amount of
$100,000.00 for the development of Eagle Park.
PASSED and APPROVED this 5th day of February, 2008.

Parks and Recreation requests City Council approval of a resolution to authorize the City
to accept $100,000 from the Arkansas Parks and Tounsm Outdoor Recreation Grant
Program for the development of Eagle Park (see attached conceptual plan).
BACKGROUND
The Land and Water Conservation Fund (LWCF) is a federal program with funds derived
from the sale of federal surplus real estate property, federal motor boat fuel tax, and
Outer Continental Shelf mineral receipts. The Natural and Cultural Resources Grant and
Trust Fund (NCRGTF) is a state program with funds collected from a tax on the transfer
of certain real estate in the State of Arkansas LWCF and NCRGTF funds are included in
the Department of Parks and Tourism's Outdoor Recreation Grants Program for funding
outdoor recreation facilities. This is a 50/50 reimbursable matching grant with a $250,000
maximum request on matching funds. This year, the City of Fayetteville has been
awarded $100,000 for the development of Eagle Park (see attached letter from the office
of Govemor Beebe).
Eagle Park contains 7.44 acres and is located at 1852 S. River Meadows Drive in the
Stonebridge Meadows Subdivision. The park land is situated in the southeast quadrant of
town east of S. River Meadows Drive The park serves residents within a 1/2 -mile radius.
Two public meeting were conducted to involve the neighborhood and assess the
community's needs and desires for amenities within the park. Based on the findings, a
park master plan that included two age appropriate playgrounds, a picnic area with a
pavilion and an open area to allow for baseball / wiffle ball was designed by Park Staff
and presented to the neighborhood. The plan was approved by the neighborhood on
August 1, 2007.
On August 6, 2007, the Parks and Recreation Advisory Board approved the master plan
and the request to apply for the grant (see attached PRAB minutes). On August 7, 2007,
City Council passed Resolution Number 146-07 authorizing Parks and Recreation to
apply for a grant from Arkansas Department of Parks and Touism (see attached
resolution).

DISCUSSION
The Outdoor Recreation Grant is a 50/50 Matching Grant that is reimbursed to the City.
The State of Arkansas awarded the Parks and Recreation Division $100,000. Parks and
Recreation Staff plans to complete the project as planned in the grant. The project will
start after a Project Management meeting is held with Arkansas State Parks Officials
After this meeting, the Outdoor Recreation and Grants Program will issue the City of
Fayetteville a Notice to Proceed. Work on the project should begin in late spring.
BUDGET IMPACT
Arkansas State Parks Outdoor Recreation Program awarded the City of Fayetteville a
total of $100,000 to complete the project. This grant is a 50/50 matching grant, meaning
the Outdoor Recreation Grant Program will pay half of the expenses, up to $100,000. The
City's match is accounted for in project number 02013, Neighborhood Park Development.
This project is funded with Park Land Dedication Funds from the Southeast Park District
($100,000). The annual maintenance cost for the developed portion of park (2.8 acres) is
anticipated to be $5,640, and the annual maintenance cost for the undeveloped portion of
park (4.64 acres) is anticipated to be $960. This is a total anticipated annual maintenance
cost of $6,600 for 7.44 total acres

Fayetteville be awarded a grant based on their FY 2008 application for matching -grant
funds.
It am pleased to award the City of Fayetteville a matching grant in the amount of
$100,000.00 to assist in the construction of playground, ball -field, pavilion, walkways,
and ADA parking at Eagle Park.
The Department of Parks and Tourism will contact you in the near future to

The regular meeting of the Parks and Recreation Advisory Board was called to order by
Chairman Wade Colwell at 5:35 P.M. on August 6, 2007 in Room 326 of the City
Administration Building located at 113 West Mountain Street, Fayetteville, Arkansas.

3. Eagle Park Master Plan: Alison Jumper, Park Planner

50/50 Matching Grant Funding for the development of Eagle Park in 2008.
Colwell asked if the gas line is a possible easement for a trail. He also commented
that the wiffleball was a good idea.
Edmonston said that when Staff made the initial visit to Eagle Park, the neighborhood
had an area mowed. The Parks staff thought it was mowed for their meeting. It was
actually mowed for the wiffleball games the neighborhood had. About 25 people
attended the meeting.
Biendara commented that several people have told her that they would like to see the
trees concentrated around the playground.
Jumper commented that the benches will incorporated into the play area.
Colwell asked if we could possibly get matching grants.
Wright replied that we have a good chance of getting a grant. Fayetteville Parks and
Recreation has a good track record with Arkansas State Parks. Most of the parks
grants we have applied for- such as Sweetbriar Park, Davis Park, and Braden Park,
we have gotten.
PRAB Motion: Colwell moved to approve the park, and also to approve the request
for the grant. Burke seconded it. The motion passed 5-0-0 by voice vote.
4. Red Oak Park Update: Carole Jones, Park Planner
A public meeting will be held on Tuesday, August 14th at 5:30 pm at the Red
Oak Park pavilion on New Bridge Road m the Bridgeport Subdivision to update
the surrounding neighborhoods on the Red Oak Park Streambank Improvement
Project.
Jones explained that there is a big drainage problem at the park. The park has
approximately 1400 residents within a half mile of the park, so the public meeting
may be full. Fayetteville Parks and Recreation has received a $10,000 matching grant
for the downstream portion of the park. We will use part of that money to plant trees.
A tour of the park is planned for the City Council on August 20, 2007. We have two
preliminary designs for the park, one for each end. There is a safety issue with the
erosion on the bank.
Davidson asked if there were any concerns from the neighborhood.
Biendara said people would just like something to be done.
Davidson said he would like to see the park after a big rain.
Jones commented that the stream bed is dry, but during a rain, it is raging.
Colwell said that he's surprised that Gulley Park hasn't done the same thing.
RESOLUTION NO.146-07
A RESOLUTION AUTHORIZING THE MAYOR TO APPLY FOR
AN ARKANSAS PARKS AND TOURISM OUTDOOR
RECREATION GRANT IN AN AMOUNT NOT TO EXCEED
$125,000.00 FOR IMPROVEMENTS TO EAGLE PARK.
WHEREAS, the City of Fayetteville, Arkansas seeks to improve recreation
facilities and wishes to seek grant funding assistance; and,
WHEREAS, in order to obtain the funds necessary to develop and/or
improve the site for such a recreation area, it is necessary to obtain a 50/50
Matching Grant from the Arkansas Department of Parks and Tourism's Outdoor
Recreation Grant Program; and,
WHEREAS, the plans for such recreation areas have been prepared and
the price therefore has been established; and,
WHEREAS, the City Council of the City of Fayetteville, Arkansas
understands the grantee and grantor will enter into a binding agreement which
obligates both parties to the policies and procedures contained in the Land and
Water Conservation Fund Grants Manual including, but not limited to the
following. the park area defined by the project boundary map, submitted m the
application, must remain in outdoor recreation use in perpetuity, regardless if
the property is bought or developed with matching grant funds and; all present
and future overhead utility lines within the project boundary must be routed
away or placed underground and; the project area must remain open and
available for use by the public at all reasonable times of the day and year;
facilities can be reserved for special events, league play, etc. but cannot be
reserved, leased, or assigned for exclusive use, and; the project area must be kept
clean, maintained, and operated in a safe and healthful manner. The City
Council of the City of Fayetteville, Arkansas is well aware and apprised of the
above-mentioned project, and will provide the local portion of the development
cost of the entire project.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas
hereby authorizes the Mayor to make application to the Arkansas Department of
Parks and Tourism for assistance, in an amount not to exceed $125,000.00, for
improvements to Eagle Park. Therefore, such application shall be submitted as
expediently as possible.
