A RESOLUTION AWARDING BID #08-53 AND APPROVING
THE PURCHASE OF TWENTY-SEVEN (27) MOBILE COMPUTER
SYSTEMS FROM FUTURE LINK OF ILLINOIS, INC. IN THE
AMOUNT OF $148,818.33 FOR USE IN FAYETTEVILLE POLICE
PATROL VEHICLES; AND APPROVING A BUDGET
ADJUSTMENT IN THE AMOUNT OF $149,000.00.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas
hereby awards Bid #08-53 and approves the purchase of twenty-seven (27)
Mobile Computer Systems from Future Link of Illinois, Inc. in the amount of
$148,818.33 for use in Fayetteville Police patrol vehicles.
Section 2. That the City Council of the City of Fayetteville, Arkansas
hereby approves a budget adjustment in the amount of $149,000.00.

Justification of this Increase:
Replacement of Motorola ML900 laptop with Datalux
Tracer IV mobile computers is required due to the age
deteriorating condition of the Motorola ML 900 laptops.
Justification of this Decrease:
The Mobile Computer Terminal Project is being moved
forward due to the ongoing maintenance expenses of our
current ML 900 Laptops.

RE. Police Mobile Computer System replacement
Recommendation:
It is recommended City Council adopt a resolution approving the purchase of twenty-
seven (27) Datalux Tracer IV mobile computers from Future Link of Illinois Inc. as per bid #08-
53 in the amount of $148,818.33.
Background:
The Police Department deployed mobile computer terminals in Patrol vehicles in 1999.
Those units became obsolete and were replaced in 2003. Most of the current computers have met
their lifespan, are over 4 and 5 years old, out of warranty and are in need of major repair work.
Broken keyboards, fading screens and crashing hard drives can extend the repair cost past the
value of the computer. This project is a scheduled replacement project.
Discussion:
These computer systems interface with the New World Systems Computer Aided
Dispatch, Mobile Messaging and AVL systems as well as provide access to the Arkansas and
National Crime Information Center databases. These computers are also essential to run
Electronic Ticketing, Accident Reconstruction and in -car word processing software. Also, the
current laptop computer systems are very large, heavy and take up an extraordinary amount of
room inside the police vehicles. Removal of these laptop type computers and replacement with a
one piece, "Tablet" type computer would save some much needed space inside the vehicles.
Budget Impact:
This project funded as a Capitol Improvement Project in the proposed 2009 Budget.
However, it is in the city's best interest to replace this equipment now. The attached Budget
Adjustment would allow a project transfer from the CIP Drainage Improvement Project Account
in 2008 and a replenishment of that account in 2009 from the Police Account.
