THE PURCHASE OF FOUR (4) 4WD TRACTOR BACKHOES
FROM WILLIAMS TRACTOR IN THE AMOUNT OF $227,976.00
FOR USE BY THE WATER & SEWER AND TRANSPORTATION
DIVISIONS.
BE .IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas
hereby awards Bid #08-32 and approving the purchase of four (4) 4WD tractor
backhoes from Williams Tractor in the amount of $227,976.00 for use by the
Water & Sewer and Transportation Divisions.
PASSED and APPROVED this 15th day of July, 2008.

SUBJECT: Purchase of four 4WD Tractor Backhoes
RECOMMENDATION: That City Council approve the purchase of four tractor backhoes from
Williams Tractor in the amount of $227,976.00 for use by Water and Sewer and Transportation
Divisions.
BACKGROUND: Bid #08-32 was opened on March 7, 2008 for four 4WD Tractor Backhoes for
assignment to the Water & Sewer and Transportation Divisions. Nine bid responses were
received. A detailed tabulation sheet is attached.
The lowest bid from Williams Tractor, Inc. of Fayetteville meets all specifications. Williams
Tractor has advised they will still honor the bid price.
I recommend acceptance of the bid from Williams Tractor, Inc. in the amount of $227,976.00.
These units are replacements for the following units:
#642 2000 New Holland Model 575E, Transportation }
#645 2000 New Holland Model 575E, Water / Sewer }
#646 2000 Caterpillar 416C, Transportation Div
#647 2000 Caterpillar 416C, Transportation Div
642 and 645 will be transferred to
Rental Pool to replace older units
Funds are available for this purchase in Fleet Replacement Special Project 02076 — Backhoes
and Loaders.
This purchase was approved by the Equipment Committee on June 24th, 2008.

Funds are available for this purchase in Fleet Replacement Special Project 02076 - Backhoes and
Loaders
Action on this bid was tabled at the March 25, 2008 Committee meeting Williams Tractor will still
honor their March bid if approval is received at the July 15 Council meeting. Delivery is anticipated
within 75 days, allowing time for sale of the replaced units in the fall auction sale.
While the recommended life cycle for this backhoe class remains unchanged at 8 years, the detailed
life cycle cost analysis for this class included with the recent life cycle report indicates replacement
after 3 years to achieve lowest cost of ownership. This unusually short replacement cycle is due in
large part to the historically high resale value of late model equipment of this type.
