HomeMy WebLinkAbout135-08 RESOLUTIONRESOLUTION NO. 135-08 A RESOLUTION TO ACCEPT A DONATED METAL ART SCULPTURE TO BE PLACED UPON THE FRISCO TRAIL IN HONOR OF THE HOOVER FAMILY WHEREAS, the City Administration, the Parks and Recreation Advisory Board and the Fayetteville Arts Council recommend acceptance of a donated memorial art project entitled "City Fragments" in honor of former city employee Maureen Hoover, her husband Paul (a municipal firefighter), and Paul's parents Steve and Sharon Hoover (Planning Commissioner); and WHEREAS, placement of this art on the Frisco Trail is appropriate to honor this family who tragically died in an auto accident in Mexico. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1: That the City Council of the City of Fayetteville, Arkansas hereby accepts the donation of "City Fragments" as a memorial to the Hoover family and authorizes the University of Arkansas Office of Pre -College Programs to install and quarterly maintain the sculpture at the designated location on the Frisco Trail. BACKGROUND Randy Werner, representing the University of Arkansas Friends of Maureen, requested to Parks and Recreation permission to donate, install and maintain a metal art sculpture that was built and desinged by the late Steve Hoover. This group had worked with Maureen Hoover at the University Office of Pre -College Programs and has adopted the Frisco Trail area in honor of Maureen's passion for environmental issues. Maureen formerly worked for the City of Fayetteville. The donated structure was donated by the Hoover Estate to the United Campus Ministry who partnered with the Friends of Maureen in memory of Steve, Sharon, Paul and Maureen Hoover's spirit and contribution to the City. This family were victims of a tragic car accident while vacationing in Mexico last summer. The location of the sculpture was reviewed and approved by the Parks and Recreation Staff and Trail Coordinator Matt Mihalevich. (Refer to Randy Wemer's attached memo, sculpture design, location map and request form.) DISCUSSION The Parks and Recreation Advisory Board approved the request to donate the metal sculpture, as well as the location on Frisco Trail at the March 3rd, 2008 board meeting. The sculpture will be located on the west side of Frisco Trail where it can be viewed by the trail south of Center Street. The request was forwarded to be reviewed by the Fayetteville Arts Council at their June 4th, 2008 meeting. The council endorsed the donated memorial art project entitled "City Fragments". (See attached memo from Hank Kaminsky, Arts Council member.) According to the Arts Council Policy, the Arts Council is to request approved donated public art, monument and memorial projects to the City Council for final approval. This is the first project to be reviewed by the Arts Council. BUDGET IMPACT There will not be any budget impact for the Parks and Recreation Division for this project. The sculpture will be installed and maintained on a quarterly basis by the Pre -college Program Office at the University of Arkansas. The donating organization has navigated the procedure for donating such works from filling out the required forms and having interviews with the Parks and Recreation Dept. and the Planning Dept and finally winning complete approval from the Fayetteville Arts Council. DISCUSSION Randy Werner of the group "Friends of Maureen" approached the city with a proposal to donate a steel sculpture by the late Steve Hoover, a Fayetteville artist of considerable reputation. The group had acquired the sculpture and wished to place it on a suitable pedestal near the Frisco walking trail. The group has affiliated with The Pre -College Programs Office of the University of Arkansas and the Campus Ministry to place and maintain the work. The placement was designed by the local firm Community by Design. BUDGET IMPACT The City may consider maintenance of approved donated art work, monuments and memorials if they meet City standards for construction and materials. However, complex or large memorials that require significant and costly maintenance would require insurance, a bond or an endowment fund, and a maintenance schedule by the memorial donor to ensure the project's condition is satisfactory to the City, as well as the donor. The posted insurance or bond should cover costs of installation and/or removal. If an adequate level of maintenance is not continued, the City reserves the right to remove or modify the project or a portion of the project. A Retention Policy, as well as a Deaccessioning Policy is established within the general policy regulations. The placement of this work requires no commitment of funding from the city for maintenance or any other program. A maintenance policy by the groups involved is in place for the sculpture and includes inspections every 6 months of the site and the sculpture for any signs of deterioration. The Hoover Family were victims of a tragic car accident last summer in Mexico. Maureen was the Director of Upward Bound Math and Science in our office, as well as a friend, colleague, and mentor. Each member of the family was a valuable and irreplaceable part of the community, and in their memory it is our wish to have this artwork placed in Fayetteville to celebrate the Hoovers' spirit and contributions to the city. The Office of Pre -College Programs has recently adopted Scull Creek as part of the city's Adopt -A -Creek Program, and did so being inspired by Maureen's passion for environmental issues. As part of the adoption, our department will clean and maintain a section of the creek, as well as the trail that runs alongside it. This is an area where our Math and Science students have previously studied stream ecology during their summer programming. The sites that we have proposed for the sculpture run along the trail area we have adopted. The Estate of the Hoover Family has generously donated a piece of Steve's artwork that is being refurbished and powder coated back to its original color (orange). The artwork will also be accompanied by a plaque in celebration of the lives of the Hoover Family. Attached you will find images of the sculpture and pictures of the proposed placement sites. United Campus Ministry is a non-profit organization that has agreed to assist in the donation process and have arranged to write a blank receipt to the Estate of Stephan Daniel Hoover, deceased. The estate has offered the piece of art with the understanding that it will be placed in the city as a celebration to the spirit and contributions of Steve, Sharon, Paul, and Maureen Hoover. Once the sculpture is acquired, the Friends of Maureen will be responsible for refurbishing, holding, installing, and maintaining the work. The sculpture has an estimated sale value of $7000. As a close friend of Sharon, I continue to grieve her loss every time I do something that we probably would have done together. I will never eat at Taste of Thai or have a glass of iced tea (with Tots of extra lemon slices) that I won't wish Sharon was with me. And so I was so pleased when The Friends of Maureen approached me as the Campus Minister at the United Campus Ministry with the idea of partnering together to adopt one of Steve's sculptures so that it could be placed in a public place in Fayetteville for everyone to enjoy and remember the family. It is so generous of the Estate to offer the piece of art, because I've seen many of Steve's pieces and they are not only beautiful but also considerably valuable. Although he worked with wood most of the time, he was not exclusive and created many of his pieces from metal as well. Steve was well known by many in the Northwest Arkansas community for his uniquely crafted works. He had lived in Fayetteville for the past 10 years with his wife Sharon. Steve spent a lot of his time developing art for the city and people of Fayetteville, and at the time of his death, was beginning work on an installation for the children's section at the public library. The sculpture that his family has donated is a metal structure that is being refurbished and powder coated back to its original color. It was discovered outside of his studio at Dead Horse Mountain, where it was covered in leaves and rust. The sculpture was originally painted orange but had later been covered in black. Both coats of paint were in bad shape, so it was repainted back to the orange that once stood. The powder coat finish will allow it to stand for many years to come.
