That the City Council of the City of Fayetteville, Arkansas hereby approves the hiring of three replacement firefighters and one police officer as requested by Chief Johnson and Chief Tabor. Center St. Fayetteville, AR. 72701 Phone (479) 575-8365 Fax (479) 575-0471 To: The City Council Through: Mayor Coody From: Tony Johnson, Fire Chief Date: January 4, 2008 Subject: Request to Fill Vacant Firefighter Positions Pursuant to the Hiring Freeze Resolution Recommendation Pursuant to the Hiring Freeze Resolution 07-08, I am recommending Council approval to hire three firefighters in order to fill the vacancies in the fire operations division of the fire department. If approved, the projected hiring date will be on, or about March 10, 2008. Background By granting approval now, it will enable the department to immediately start the process that will take 45-60 days to complete. The hiring process includes; the Chief's interview, granting conditional offers of employment, conduct background investigations, schedule the physical examinations and receive the results, and scheduling the psychological testing and receive the results. It is necessary to initiate this process immediately in order to minimize the overtime cost to fill a vacant position. Budget Impact A delay in fulfilling the request will result in the department having to compensate at a rate that is two and a half (2-1/2) times the regular rate of a firefighter to fill the vacant position. /3-0 To: From: Date: Re: ikuldretokiQ�. Background: On January 4, 2008, the Fayetteville City Council approved a hiring freeze for replacement employees funded by General Fund. This hiring freeze allowed replacement of these positions with Council approval On Monday, January 14, 2008, Officer Larry Dearing submitted his resignation to take a Job with the Foley, Alabama Police department. Discussion: The Fayetteville Police Department currently has 121 authorized slots Two of these slots remained unfilled due to structured budget reductions. There are eight officers with military commitments. One officer is currently deployed, one has orders for deployment in February, one is expecting orders any day, one will be deployed in July, two have heard of possible deployment sometime in 2008 and two do not expect deployment in the near future. Deployments typically last from 8-18 months. With the most recent resignation, current and potential military deployments we may be down from 121 officers to 112 by the end of the year. Budget Impact: The difference between the salary of the resigning officer and a newly hired officer is $8,169.
