A RESOLUTION TO APPROVE THE HIRING OF
REPLACEMENT EMPLOYEES
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby approves
the hiring of replacement employees for the following positions:
(A) One Part-time Law Clerk
(B) One Parks Maintenance Superintendent
(C) One Fleet Manager

Subject: Replacement of Fleet Manager
Recommendation: City Council approves the refilling of the Fleet Manager position.
Background: The incumbent Fleet Manager, David Bragg, is retiring on July 11, 2008.
Discussion: The Fleet Manager is the responsible professional for all activities and budget of
the Fleet Division. The Fleet Manager is also the Staff support for the Council's Equipment
Committee. The Fleet Manager is responsible for a staff of 18.5 FTE's, 577 vehicles,. 203 non-
motor pool and miscellaneous pieces of equipment, an annual operating budget of $6.44 million,
and a capital replacement budget ranging from $2.9 million to over $5.0 million per year
depending upon the fleet's age and maintenance costs. Additionally, the Fleet Manager assists
the Council's Equipment Committee in establishing equipment replacement protocols and the
bidding for and acquisition of replacement and new equipment.
Budget Impact: This position salary is funded from the Shop Fund.

Subject: Replacement of Parks Maintenance Superintendent
Recommendation: City Council approves the hiring of the Parks Maintenance Superintendent in
the Parks and Recreation Division due to his transfer to the Transportation Division.
Background: On May 20, 2008, Parks Maintenance Superintendent Jeff Coles submitted his
transfer to the Transportation Division as the Assistant Transportation Manager in the former
position held by Perry Franklin who is retiring June 6, 2008.
Discussion: The Parks Maintenance Superintendent's responsibility is to plan and administer the
maintenance program for the 3,600 acres located in 71 parks within the Parks and Recreation
Division. There are 30 full time positions working in maintenance plus the seasonal workers. The
work includes management of programs for turf grass, urban forestry, horticulture, public lands,
swimming pool, park facilities and capital improvements. This position develops a progressive,
preventive maintenance program that includes park safety audits on all facilities including
playgrounds, swimming pool and athletic fields. In addition, the Parks Maintenance Superintendent
administers the Parks Vegetative Management Program.
Budget Impact: This position salary is funded 50 percent from the Parks Development Fund and
50 percent from the General Fund.

Recommendation:
City Council approves the hiring of a law clerk to replace a recent resignation.
Background:
On January 4, 2008, the Fayetteville City Council approved a hiring freeze for
replacement employees funded by the General Fund. This hiring freeze allowed
replacement of these positions with Council approval. On April 29, 2008, Sonia
Fonticiella, Law Clerk, submitted her resignation.
Discussion:
This is a part-time position. The primary function of our law clerk is interviewing
victims of crime and researching the case. We have an average of 40 to 50 complaints
per month. The Law Clerk also compiles research and prepares motions and briefs on
cases set for trial in Fayetteville District Court and Washington County Circuit Court.
Budget Impact: Law Clerk is a part-time position and paid hourly at $8.00/ hr
